HomeMy WebLinkAbout05-23-2014 BOER MeetingASSEMBLY The 2014 New Hanover County Board of Equalization and Review met on Friday, May 23, 2014 at 9 a.m. in the Lucie F. Harrell Conference Room of the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. The purpose of the meeting was to hear appeals by property owners regarding their 2014 tax value assessments. Members present for the session were: John Babb (Chairman), Bob Drach and Nancy Pritchett. Staff members present were: Tax Administrator Roger Kelley, Appraiser Tim Graham,Steve Walker, Ron McWatty , Appraisal Administrative Support Technician Joann Davenport and Juanitta Wallace. Chairman John Babb called the meeting to order at 9:03 a.m. AGENDA ITEM # 1: Approval of Minutes There were no minutes available for approval. AGENDA ITEM # 2: Old Business There was no discussion by the Board on this agenda item. AGENDA ITEM # 3: New Business There was no new business to discuss. AGENDA ITEM # 4: Affirmation of the Following Signed and Agreed Values Tax Administrator Roger Kelley presented a list of appellants who, in writing, have agreed to the value recommended by the appraisers and agreed to withdraw their appeals. Motion: Bob Drach MOVED, SECONDED by Nancy Pritchett, to affirm the assessed values of the appeals listed below as withdrawn or agreed upon by appellants. Upon vote, the motion carried 3 to 0. Each appellant was informed that the Board would make decisions following the hearings and they would be notified by mail of the Board’s decision in ten days. Don McKeithan, representative for property owner of 6620 Windmill Way., Wilmington, NC; Parcel ID R04319-005-004-000 Don McKeithan, representative for property owner of 1512 Middle Sound Loop Rd., Wilmington, NC; Parcel ID R04500-007-021-000 Ronald Saucier, property owner of 450 Saucier Way., Wilmington, NC; Parcel ID R05000-003-010-000 Ron McWatty, representative for property owner of 6610 Greenville Loop Rd., Wilmington, NC; Parcel ID R06212-002-061-000 In deliberations after hearing the appeals during the 9 AM Session, the Board affirmed the assessed values as follows: Parcel ID Owner Appealed Value Affirmed Value R04319-005-004-000 D&C Windmill LLC $955,000 $726,500 Motion: Bob Drach MOVED, SECONDED by Nancy Pritchet to reduce the value to $726,500. Upon vote, the motion carried 3 to 0. R04500-007-021-000 D&C Holdings LLC $317,200 $309,900 Motion: Bob Drach MOVED, SECONDED by Nancy Pritchett to reduce the value to $309,900. Upon vote, the motion carried 3 to 0. R05000-003-010-000 Saucier Ronald E Jr $721,000 $639,600 Motion: Bob Drach MOVED, SECONDED by John Babb to reduce the value to $639,600. Upon vote, the motion carried 2 to 1. R6212-002-061-000 Tripp Joe Jason $213,200 $204,300 Motion: Nancy Pritchett MOVED, SECONDED by Bob Drach to reduce the value to $204,300. Upon vote, the motion carried 3 to 0. R08818-006-048-000 Federal Point Yacht Club $1,758,500 $ Motion: It was MOVED and approved by all to table the Appeal until June 19th when more information is available. AGENDA ITEM # 6: Affirmation of Recommended Values for Scheduled Hearings for Appellants Who Failed to Appear It was reported that all appellants that were scheduled to appear had their hearings before the Board and that there were no other appellants present. The Board considered the following parcels under this agenda item. R01700-001-001-000 General Electric Co. $64,720,000 $64,720,000 Motion: Nancy Pritchett, SECONDED by Bob Drach, to uphold the value at $64,720,000. Upon vote, the motion carried 3 to 0. R05411-014-001-000 Tsingelis Christos Evangeline $2,120,500 $2,120,500 Motion: Nancy Pritchett, SECONDED by Bob Drach, to uphold the value at $2,120,500. Upon vote, the motion carried 3 to 0. AGENDA ITEM # 7: Schedule Future Meetings There was no discussion by the Board on this agenda item. AGENDA ITEM # 8: Adjournment There being no further business to consider, Chairman John Babb recessed the 2014 Board of Equalization and Review at 12:00 p.m. until the next hearing date scheduled for Wednesday, May 28, 2014.
