There was a bad wreck right across from the land at 6634 Carolina Beach Road. Directly across from it. An SUV slowed down to turn into Myrtle Grove First Born Church, a truck slammed into the back of it, and then another car ran into the truck. It all happened so fast. This stretch of road is already dangerous. If they add another entrance and exit for more townhomes right on top of the turn 5 lane we already use it’s only going make it worse. I’m not understanding why the rezoning is trying for a fourth time. 36 townhomes is a lot for that property sandwiched inbetween the food bank church and the large neighborhood of lords creek ocean forest lakes and wooflake. It’s a lot happening right there. A small single family neighborhood would be safer for everybody driving this road. Please keep us safe. Neutral Public Comment The Alliance for Cape Fear Trees expresses our support for the robust tree preservation strategies of this project’s conceptual plan. The project proposes to preserve an Open Space and Tree Save Area in the center of the site which will be protected as a natural grove, including smaller trees as well as Significant and Specimen trees. The applicant has agreed to staff’s proposed condition #6, which requires a Certified Arborist to survey the health and 9 viability of the trees in this grove. Condition #6 also calls for preparing the Tree Save Area by carefully clearing underbrush and installing protective fencing around the perimeter of the Tree Save Area before the rest of the site is disturbed . The applicant has stated their intent to maximize tree-save and not to clear cut the project site. The Alliance believes this project proposes a desired level of preservation of natural areas and quality open space that should be codified as a requirement for all Performance Residential developments. The conceptual design demonstrates some of the ways that housing needs can be balanced with ecological integrity, by minimizing the total disturbed footprint and preserving contiguous natural areas and existing mature, healthy trees as much as possible. If this project is approved and proceeds to detailed design and permitting, we hope the project design will further incorporate low-impact development principles, such as using pervious paving materials, and bioretention and rain gardens to manage stormwater. We also hope that the landscape plan will specify regionally appropriate native plants and trees for street trees and foundation plantings. The Alliance believes that with intentional planning, New Hanover County can respond to housing needs while protecting the ecological systems that make our region special and livable. This project demonstrates some of the ways that the needs for community growth and greenspace preservations can both be met. Oppose project Public Comment I am writing to oppose the rezoning request for 6634 Carolina Beach Road because it does not align with the New Hanover County Comprehensive Plan / Create Wilmington Comprehensive Plan. 1. Compatibility Policy 1.4.1 calls for “quality design and site planning so that new development infill and redevelopment is implemented with minimal adverse impacts on the character of existing 12 neighborhoods.” This proposal places two-story townhomes directly against Lords Creek backyards, maximizing impacts instead of minimizing them. Policy 1.4.4 states that “low- to medium-density residential areas should serve as transitions from lower-density neighborhoods to more intense areas.” This plan does the opposite by forcing high-density townhomes right up against established single-family homes. 2. Strategic Growth Policy 1.3.2 requires that “the design and scale of development facilities should be compatible with planned land uses.” Stacking a new entrance and exit directly on top of the existing turn lane for nearly 1,400 drivers is not compatible or coordinated — it is a traffic hazard. Despite four rezoning attempts, the developer has never commissioned an independent Traffic Impact Analysis, even though traffic safety has been the community’s top concern. Strategic growth requires data, not assumptions. 3. Stormwater and Resilience Policy 1.2.2 emphasizes that “development should reinforce the efficient provision of public services and utilities, preserve open space, and reduce negative impacts of high-intensity and non-contiguous development patterns.” This site plan does the opposite: it adds more hard surfaces that drain toward existing homes while planning only for a 25-year flood event. Recent hurricanes have shown us that “100-year” floods are happening with increasing frequency. Approving a design that relies on outdated assumptions puts residents at risk and does not meet the County’s resilience goals. 4. Housing Balance Policy 1.7.1 states that “growth should be accommodated through mixed-use neighborhoods with a variety of housing types and price points.” This corridor already has more than 400 townhome units approved or under construction. What is lacking are single-family homes, which the current R-15 zoning supports and which the market clearly prefers — single-family homes in New Hanover County sell faster than townhomes. Conclusion The Comprehensive Plan calls for rezonings that are compatible, strategic, resilient, and balanced. This proposal fails on all four counts. The property was purchased as R-15, 13 and that zoning remains the designation most consistent with the County’s adopted Plan and with the realities of this corridor today. With the rapid development of single multi family homes on River Road and along Carolina Beach Road, NHC is not considering the flooding impacts of reducing the important estuaries and wetlands in the area that reduce flooding risk. Continued development will negatively impact residents, the insurance companies and the county when even small 19 amounts of rain will have no where to go and homes flood quickly. It’s not a speculation, it’s inevitable. 2. The rapid and continued development of single and multi family communities along between River Road and Carolina Beach road will negatively impact our schools, by creating additional traffic problems and overcrowding issues. The schools in the area do not have the infrastructure to support the growth you continue to support and approve. 3. The intersection of Carolina Beach Road and Glenarthur Road is already dangerous, as residents are forced to accelerate quickly and cross multiple traffic lanes in order to exit the Lords Creek Community. At peak times, the current backup of traffic can be 8-10 cars deep waiting to make the turn onto CB Road. Additional residences will only increase this already dangerous traffic situation. Our neighborhood is already dealing with heavy traffic congestion entering and exiting onto Carolina Beach Road, which creates daily safety and accessibility concerns. Adding additional townhomes in this area will only worsen 27 these issues (regardless of the number), putting more strain on our roads and making conditions even more dangerous for our community. Although the developer has decreased the number of units, the traffic and safety issues still exist. The entrance/exit for the proposal has been moved north and has changed from a deceleration lane to a simple exit/entrance. However, now it is is closer to the church. The church has an overly full parking lot on Thursdays (food giveaway) and Sundays and often parking spills onto the nearby grass on both sides of the building. Right now, without the proposed development, driving on the Carolina Beach 29 "speedway" is dangerous enough, especially for those of us trying to slow down and use the deceleration lane, while avoiding the traffic from the church. Therefore, adding yet another layer of exit/entrance is a recipe for accidents and puts citizens in danger. This property has been zoned R-15 for decades, and that zoning remains the most appropriate and strategic use for this land. R-15 zoning is not outdated. In fact, it is more relevant than 2 ever. Since the time this land was zoned, the neighborhoods of Lords Creek, Woodlake, and Ocean Forest Lakes have become fully established communities. Together, they represent nearly 1,000 households and more than 1,400 drivers, all relying on the same single entrance and exit onto Carolina Beach Road. That level of density is already significant, and it demonstrates why R-15 is the proper zoning for this property. Traffic: The traffic concerns here are unique and serious. The proposed entrance and exit for the townhomes would be stacked directly on top of the turn lane that nearly 1,400 drivers already use daily. Families, school buses, delivery trucks, and emergency vehicles all depend on that access point. Adding another lane in the exact same location, feeding into a 55 mph highway, is not strategic growth — it is a safety hazard. Despite four rezoning attempts, the developer has never commissioned an independent Traffic Impact Analysis, even though traffic has consistently been the top concern of residents. Stormwater: Stormwater is another major concern. County maps show this property sits higher than many of the existing homes in Lords Creek, with water naturally draining west and south into backyards. Portions of the site also contain wetlands, which the developer has chosen to build around rather than design with strategically. Adding more roofs, driveways, and hard surfaces will only worsen runoff in an area that already struggles with drainage. The current plan only accounts for a 25-year flood event, yet every hurricane season we are seeing “100-year” floods occur again and again. Approving a project that relies on outdated assumptions puts families at greater risk of flooding and property damage. Site Design: If there was true strategic planning behind this proposal, the townhomes would not be pressed directly against the Lords Creek privacy fence, placing them as close as possible to existing homes. That design maximizes impact on neighbors instead of minimizing it. Likewise, a more strategic entrance and exit would be placed farther north to avoid stacking directly on top of the Lords Creek/Woodlake/Ocean Forest Lakes turn lane. But even that alternative presents problems, because the food bank immediately north of this property already generates weekly pick-up traffic in that same area. The unique location of this parcel makes both options problematic, and the current plan does nothing to address those realities. 3 Community Response: The community has been clear and consistent in its opposition. A digital petition now has nearly 500 signatures, and a separate printed petition has gathered hundreds more. This is not a case of “not in my backyard.” It is residents asking for zoning that fits the property and the corridor. We are not against development — we are against poor planning. Just down the road, Cypress Village shows how R-15 zoning can be used strategically for single-family homes that the market actually demands. By contrast, cramming 36 townhomes onto 4 acres at 6634 Carolina Beach Road ignores traffic realities, stormwater risks, and neighborhood impacts. Hundreds of units are either under construction, approved, or in the planning stages within the direct vicinity of this property. What is lacking are single-family homes, which R- 15 already allows and which buyers in New Hanover County are choosing more quickly than townhomes. This property has been brought forward four times with four different versions, and each time the concerns have remained the same. The fact that these core issues have gone unaddressed should be enough reason to reject the rezoning once again. I urge the Board of Commissioners to reject this rezoning and keep the property zoned R-15, which is what best serves this corridor, its neighborhoods, and the residents of New Hanover County.
