Adop$on of Budget Amendments
BRIEF SUMMARY:
The following budget amendment amends the annual budget ordinance for the fiscal year ending June 30, 2026.
26-001 - Various Departments – This budget amendment rolls over preliminary June 30 balances in the Special Purpose
Fund used for various fiduciary ac2vi2es including tracking money that ul2mately belongs to individuals or others
outside of the government as well as some money that is restricted by third par2es.
The total amount of this rollover is $14.73 million. Significant items that are part of this rollover are as follows:
1.General Government – The $4.7 million rollover amount is comprised almost of en2rely of Developer Bonds.
When infrastructure is required as a condi2on to county approval of a development, the developer is frequently
required to pay a cash bond that guarantees performance of the improvements. The cash is deposited by the
county into this special purpose fund, which is an annual fund and requires annual budge2ng. This budget
amendment accounts for the amounts on hand at June 30, 2025 and provides the ability for the county to
expend/refund those bond amounts upon sa2sfactory comple2on of the required improvements.
2.Human Services – The $8.59 million rollover amount is comprised almost en2rely of Medicaid true-ups.
Periodically, the state performs an analysis that evaluates the Medicaid services provided by the county
compared to the reimbursements provided by the state. Most of the 2me, the state determines that addi2onal
amounts are owed to the county. Those supplemental funds are deposited into this account and must be used
to support future Medicaid services. This budget amendment is based on the amount on hand at June 30, 2025
and budgets for their poten2al expenditure.
3.Public Safety – The largest item of the $113,821 rollover amount relates to contribu2ons received related to the
animal shelter that are limited for specific uses such as medical treatment, surgery, animal abuse cases, etc.
4.Culture & Recrea2on – This $1.33 million rollover amount primarily relates to the tree fund. When developers
remove trees that exceed tree preserva2on requirements, they are required to pay amounts into this fund,
which can then be used by the county for tree ini2a2ves. This budget amendment is based on the amount on
hand at June 30, 2025 and budgets for their poten2al expenditure.

RESOLUTION DESIGNATING STAFF AS MAP REVIEW OFFICERS
WHEREAS, NC General Statute 47-30.2 requires that every County appoint one (1) or more Map
Review Officers to examine and approve plats prior to recordation at the Register of Deeds;
and
WHEREAS, a Map Review Officer must examine and approve plats and maps to ascertain
mapping accuracy and consistency; and
WHEREAS, the City of Wilmington, Town of Carolina Beach, Town of Kure Beach, Town of
Wrightsville Beach and New Hanover County have requested that the staff listed below be
designated Map Review Officers.
NOW, THEREFORE, BE IT RESOLVED by the New Hanover County Board of Commissioners

1015 State Avenue, W ilmington, N C . T his surplus tract relates to a tax lien foreclo sure from the 1950s.
T he o ffer price is $35,000, which exceeds the 2025 value established by the C ounty Tax Department at $28,500. Sho uld
the B o ard wish to proceed, the propo sed sale will be adver:sed thro ugh an upset bid process, as required by G.S.
160A-269. T hrough the upset bid pro cess, the o ffero r will be required to deposit 5% of the bid with the C ounty C lerk to
the B oard, or $1,750, when the off er is accepted by the B oard. O nce the no :ce ha s been published, a ny perso n may
raise the bid by no less than 10% o f the first $1,000 and 5% of the remainder. W hen no further qualif ying bids are

Public Notice
Public Notice is hereby given that New Hanover County has received an offer (“Offer”) to
purchase a 0.07 acre portion more or less of property located at 1015 State Avenue, Wilmington,
NC, being Tax Parcel #R08518-006-008-000. The Offer price for the parcel of land is $35,000.
The property is subject to all covenants, easements, and encumbrances of record. This Offer is
subject to upset bids.
Within 10 days and no later than August 4, 2025, any person may raise the bid by not less than
ten percent (10%) of the first one thousand dollars and five percent (5%) of the remainder. Such
persons must deposit five percent (5%) of the total increased bid price and the property would
then be readvertised for other upset bids. New Hanover County reserves the right at any time to
reject any and all offers. This property is sold subject to N.C. General Statute 160A-269,
Negotiated Offer, Advertisement and Upset Bids.

N ew Hanover C ounty is co mmi!ed to improving equitable a nd saf e access to o ur treasured coastal resources. Trails
E nd Park, located in the southern po ro n of the C ounty, provides o ne of the few public launch po ints f o r non-
motorized and small mo to rized watercra*s in the area . I ts locao n, adjacent to the I ntraco astal Waterway a nd in
close proximity to Masonboro I sland, makes it a popula r launch site for kayakers, stand-up paddle boarders, and
bo aters with vessels under 22 feet.
C urrently, the park features a single boat ramp that serves both tra dional boa ters and non-motorized users. T his
shared use o *en results in congeso n and user co nflict, parcularly during peak recreaonal hours. I n respo nse to
increased demand and co mmunity f eedback, N ew Hanover C ounty pro poses to construct a dedic ated kayak launch
adjacent to the exisng ramp. T his improvement will enhance sa f ety, improve user experience, and expand water
access for paddlecra* users.
Addio nally, this project includes the reloca o n of the exisng handica p parking spaces to a newly constructed
pervious conc rete pad. W hile the current A DA-designated spa ces are loca ted near the water, the gravel surfa ce poses
significant challenges f o r individuals using wheelchairs or mobility a ids. T he pro posed reloca o n and upgrade to a fi rm,
pervious surf ace will ensure c o mplia nce with accessibility standards while also supporng enviro nmental goals related
to sto rmwater infiltraon.
I mpo rtantly, this project will be implemented concurrently with scheduled bulkhead repairs at Trails E nd Park.
C o o rdinang these eff o rts allo ws N ew Hanover C ounty to realize c o st savings thro ugh shared design and co nstrucon
mobilizao n, while also minimizing disrupon to public access by consolidang co nstrucon melines.
T hese enhancements will not only impro ve the funconality and saf ety o f Trails E nd Park but also suppo rt N ew
Hanover C ounty ’s broader objecves of inc rea sing public access to coastal waters and pro mo ng inclusive o utdo o r
recreao n opportunies for all residents and visitors.
T he bulkhead project is an emergenc y repair that is needed in order to stabilize the bo at ramp at trails end park and
ensure it remains safe and usable for the public and was f unded in the F Y 26 C I P. T his $265,000 grant wo uld add to the
pro ject, with no county expense, to bring greater accessibility to the park. A 20% grant match f ro m the co unty wo uld
be required, but that is sasfied through the already-budgeted emergency bulkhead replacement project of $935,000.
I f the grant f unds a re received, it would increase the overall project budget but wo uld not require any a ddio nal f unds
from the county and the accessibility wo rk would be done concurrently with the bulkhead replacement. Grant award
no fi caons are ancipated in late fall 2025.

location of the proposed project. Include a north arrow, and legible street names.

3.Site description: Provide a description of the site where the project will be located, including natural features, uses
on adjacent lots, and existing improvements. Include an evaluation of the sites appropriateness for public access
and proximity to closest/other access sites.
4.National Flood Insurance Program Floodways & Non-encroachment Areas: Indicate if the project site or
improvements are located in Floodway or Non-encroachment area per 40 C.F.R. § 60.3(d)(3). If the project or
improvements are located in one of these areas, additional engineering studies may be needed.
5.For land acquisition: Provide a boundary survey indicating land area, along with a preliminary appraisal and a letter
of intent to sell from the property owner. The community has five years to begin developing beach and water
access facilities on an acquired site. Provide a “Plan for Future Development” to include: a description of how the
public will be able to use the site until improved access facilities are in place; a conceptual site plan showing
proposed future development; and a timeline for developing the site.
6.Project description for site improvements: Provide a description of the access facilities to be built, including
information on features, and materials.

site improvements, existing facilities, and significant natural features.
