Section 2: Explanation
BA 26-005 budgets an increase in a grant to the Senior Resource Center (SRC). The Home and Community Care Block Grant
(HCCBG) is a reoccurring grant awarded to the SRC each year and was included in the FY26 budget. The increase is $53,551
and will allow for approximately 637 additional transportation trips, 50 additional congregate meals, and 7,600 additional home
health meals. There is no county match required.
BA 26-006 budgets an increase in a grant to the Senior Resource Center (SRC). Title III-E — Family Caregiver Support Program
(FCSP) is a reoccurring grant awarded to the SRC each year and was included in the FY26 budget. The increase is $500. These
funds will enhance general SRC operations and class offerings. There is no county match required.
BA 26-007 budgets an increase in a grant to the Senior Resource Center (SRC). Title III-D — Evidence -Based Health Promotion
(EBHP) is a reoccurring grant awarded to the SRC each year and was included in the FY26 budget. The increase is $1,116.
These funds will expand evidence -based health promotion classes and education, and increased caregiver education and respite
support. There is no county match required.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover County, North Carolina,
that the Ordinance for Budget Amendment(s) 26-005, 26-006 and 26-007 amending the annual budget ordinance for the fiscal
year ending June 30, 2026, is adopted.

BA 26-011 will rollover unexpended grant expenditures and revenues from FY25 to FY26 for grants that did not expire on June 30,
2025. Also included in this budget amendment are entries to finalize the June 30 balances in the Special Purpose Fund and the
Representative Payee Fund. On July 21, 2025, CBA 26-001 was adopted to roll the preliminary balances to FY26.

Section 2: Explanation
BA 26-012 This budget amendment will use appropriated fund balance to roll capital contributions for New Hanover County
Schools and Cape Fear Community College to FY26. The Schools have $4,007,157 remaining of FY25 budgeted capital. This
relates to the Phase 2 renovations for New Hanover High School that totaled $6,425,394. The Schools also have $2,760,322 of
budgeted capital from the two prior fiscal years remaining, bringing their total roll to $6,767,479. CFCC has $1,891,040
remaining of their FY25 budgeted capital of $1,920,000. This relates primarily to roof repairs that are currently in process.
CFCC also has $249,836 remaining fromt the prior two years, bringing their total to $2,140,876.

Section 2: Explanation
26-013 - In FY24, the Board approved a budget amendment to expend $230,000 on Legion Stadium Turf Repairs. That was
one-third of the estimated total cost of the project of $690,000, which was split equally with the Schools and the City of
Wilmington. The project was completed underbudget in FY25 at a cost to the County of $161,837. The Legion Stadium
Committee has asked that the County re -budget a total of $39,338 of the realized savings for a handrails project ($17,188) and a
facilities study for Legion Stadium ($22,150), which would include a review and plan for the fields, buildings and other
improvements. These amounts are one-third of the total projected cost, with the same split with the Schools and the City of
Wilmington.

RESOLUTION APPROVING THE
PURCHASE OF ONE HUNDRED SIX (106) RIFLES WITH TRADE INS
WHEREAS New Hanover County Sheriffs Office issued a solicitation to purchase one hundred six
(106) new rifles; and
WHEREAS, the Sheriff's Office currently owns one hundred forty-one (141) rifles which they
would like to trade in as part of the purchase of the rifles; and
WHEREAS, NCGS 143-129.7 allowed the county to include in the specifications for the purchase
of the rifles an opportunity for bidders to purchase as "trade-in" the one hundred forty-one used
rifles; and
WHEREAS, Lawmen's Distribution LLC, the lowest responsive, responsible bidder, submitted a
cost of $124,692 for the purchase of the new rifles, less $43,146 for trade in value for a net cost
of $81,546; and
WHEREAS, funds to cover the net cost of $81,546 are available in FY 2026 budget.
NOW, THEREFORE, BE IT RESOLVED by the New Hanover County Board of Commissioners that
the award of contract to Lawmen's Distribution LLC, for the purchase of one hundred six rifles
(106) and the sale of one hundred forty-one (141) rifles is approved. Approval is given for the net
cost of $81,546 for the purchase of the new rifles. County staff are directed to process any
required documents to complete the transaction.

RESOLUTION DISPOSAL OF SURPLUS PROPERTY
WHEREAS, New Hanover County owns certain personal property itemized on attached Exhibit A that is no
longer functional for governmental purposes; and
WHEREAS, the New Hanover County Board of Commissioners is desirous of declaring the property surplus
and disposing of the property as authorized by North Carolina General Statute (N[GS) 160A-Artic|e 12;
and
WHEREAS, following the board's approval, the board wishes toallow non-profit organizations the
opportunity toinspect and purchase the property prior to being sold bypublic auction; and
WHEREAS, all remaining property will be disposed of according to the procedures prescribed in Chapter
160A- 270(c) which authorizes the disposal of personal property electronically using an existing private or
public electronic auction service; and
WHEREAS, items not sold 6velectronic auction will bedisposed ofusing any other method authorized in
the NCGS 16OA-Artide1Zincluding discarding the items.
NOW, THEREFORE, BE IT RESOLVED bythe New Hanover County Board of Commissioners aofollows:
1. The personal property itemized on the attached Exhibit A is hereby declared to be surplus
property.
2. The Chief Financial Officer's designated representative, pursuant to the provisions of G.S. 160A-
270 (c), is hereby authorized to dispose of the personal property listed by electronic public auction
and any property not sold by electronic means may be disposed of using any other method
authorized by the NCGS 160A- Article 12, and that said representative be further authorized and
directed to execute necessary documents, transfer title, add/delete items from the surplus list,
and perform all necessary functions associated with this disposal.
3. Non-profit organizations will be given the opportunity to inspect and purchase the property prior
to being sold bypublic auction.
4. All surplus property will be sold "as is," all sales will be final. New Hanover County makes no
express or implied warranties ofmerchantability ofany surplus property, or part thereof, or its
fitness for any particular purpose regardless of any oral statements that may be made concerning
the surplus property orany part thereof.
S. Amotice summarizing this resolution and the sale of the surplus property shall beadvertised on
the countvu vvebnite and/or in the Wilmington Star News at least ten (10) days prior to the
electronic public auction.

RESOLUTION AUTHORIZING THE APPLICATION FOR SURFACE TRANSPORTATION
BLOCK GRANT PROGRAM DIRECT ATTRIBUTABLE FUNDS
WHEREAS, the Wilmington Urban Metropolitan Planning Organization (WMPO) will be awarding
approximately $6,369,353 in funding through its Surface Transportation Block Grant Program — Direct
Attributable (STBGP-DA) competitive grant process, which requires a local cash match of 21%; and
WHEREAS, the New Hanover County Parks and Gardens Department, in coordination with the Planning
and Land Use Department, seeks to apply for funding through the federal STBGP-DA program for
construction of a 2.4-mile; 10-foot-wide multi -use path (MUP) along South College Road from 17th Street
to Piner Road; and
WHEREAS, the trail will connect to the existing MUP along 17th Street, serve the commercial corridor at
South College Road, and terminate at Piner Road; and
WHEREAS, pedestrians frequently travel along this busy road from residential areas to schools,
restaurants, grocery stores, and businesses, as well as to the five transit stops located along this section
of roadway; and
WHEREAS, these trails provide much -needed recreational and alternative transportation opportunities
for the citizens of New Hanover County.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners hereby
authorizes the Parks and Gardens Department to apply for STBGP-DA funding in the amount of
$2,628,755. New Hanover County will provide the required local cash match of $698,783, for a total
project cost of $3,327,538.

SMART START OF NEW HANOVER COUNTY PROCLAMATION
WHEREAS, Smart Start of New Hanover County has worked for over thirty years to ensure that all young
children benefit from the resources and opportunities they need to enter school healthy and prepared for
success; and
WHEREAS, high -quality birth -to -five strategies and programs focusing on early education, health and well-
being, and family support create stronger K-12 and post -secondary outcomes for students and a more
skilled workforce for employers; and
WHEREAS, Smart Start coordinates services, raises awareness, and creates collective impact across the
county for children and families, generating systemic changes to ensure the comprehensive well-being of
our youngest citizens; and
WHEREAS, addressing adverse childhood experiences (\CEs) and fostering childhood resiliency are crucial
for developing healthy, adaptive, and successful individuals, and Smart Start plays a key role in these
efforts; and
WHEREAS, Smart Start recognizes and supports early childhood teachers and providers as the essential
Workforce behind the workforce, honoring the important role they play in helping children and families
thrive and in strengthening New Hanover County's economy; and
WHEREAS, Smart Start provides critical infrastructure for the early childhood system through collaboration
and partnerships with local, state, and federal agencies and nonprofits, bridging service gaps and providing
needed administration to programs; and
WHEREAS, investing in high -quality early childhood initiatives like Smart Start yields substantial long-term
benefits for children, families, and society through increased educational attainment, higher earnings,
reduced crime, and improved health outcomes.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of Commissioners that
September 2025 shall be recognized as "Early Childhood Education Month with Smart Start of New
Hanover County" in New Hanover County, and that all citizens are encouraged to participate in its
observance throughout the month.

WHEREAS, National Hispanic Heritage Month is observed annually from September 15 through
October 15 to celebrate the histories, cultures, and contributions of Hispanic, Latino/a/x, and Latin
American communities in the United States; and
WHEREAS, in New Hanover County, the Hispanic and Latino community enriches local culture and
economy through entrepreneurship, innovation, artistry, education, and civic engagement; and
WHEREAS Hispanics and Latinos comprise approximately 7.66% of New Hanover County's
population, a growing and vibrant demographic that contributes to the strength and vitality of the
region; and
WHEREAS, New Hanover County celebrates the heritage, resilience, and contributions of its
Hispanic residents, and recognizes the importance of fostering community engagement, cultural
understanding, and opportunity for all; and
NOW, THEREFORE, the New Hanover County Board of Commissioners does hereby proclaim
September 15 through October 15, 2025, as Hispanic Heritage Month in New Hanover County, and
encourages all residents and organizations to join in observing this month through educational

drafting of the Constitution of the United States of America by the Constitutional Convention;
and
WHEREAS, it is fitting and proper to officially recognize this magnificent document and the
anniversary of its creation; and
WHEREAS, it is fitting and proper to officially recognize the patriotic celebrations which will
commemorate the occasion; and
WHEREAS, Public Law 915 guarantees the issuing of a proclamation each year by the President
of the United States of America designating September 17 through 23 as Constitution Week.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of Commissioners
that September 17 through 23, 2025 be recognized as "Constitution Week" in New Hanover
County and that citizens are asked to reaffirm the ideals the Framers of the Constitution had
