Meeting Minutes
August 21, 2025
I. Call to order
Chair Angela Barr. called to order the regular meeting of the New Hanover County
Alcoholic Beverage Control Board at 9:00 am on August 21, 2025 at the General Office,
6009 Market Street, Wilmington, NC.
II. Oath of Office
Karen King, AP/Procurement Specialist and Notary for the Board, administered the
Oath of Office to George Huffmon. He was appointed by the New Hanover County
Commissioners as the new Board Member to the New Hanover County ABC Board
effective July 21, 2025.
III. Chairman confirms guorurn
The following Members of the Board were present:

Bruce Shell, Member
William Rivenbark, Member
George Huffmon, Member
Others in attendance were:
Charles Hill, General Manager
James Casteen, Assistant General Manager
Kathy Clark, Finance Officer/Board Secretary
Lauren Iammatteo, Outreach & Communications Specialist
Kemp Burpeau, Legal Counsel
Lt. Josh Cortes, NHC Sheriff Department
Sgt. Daniel Gaither, Wrightsville Beach Police Department
IV. Conflict of Interest Reminder
Ms. Barr verbally confirmed that the Board members had read the following ethics
reminder:
"In accordance with General Statute 18B-201, it is the duty of every Board member to
avoid both conflicts of interest and appearances of conflicts. Does any member have
any known conflict of interest or appearance of conflict with respect to any matters
coming before the Board today? 1fso, please identify the conflict or appearance of

conflict and refrainfrom any undueparticipation in theparticular matter involved. "
Let it be recorded that no conflicts were identified by any Board member regarding this
Board meeting.
V. Consent Agenda Items of Business
Ms. Barr presented the minutes from the Regular Meeting of July 17, 2025. Mr. Burney
made the motion to approve the minutes as written. Mr. Rivenbark seconded the motion, all
approved.
Ms. Barr presented the proposed meeting agenda. Mr. Burney made the motion to approve
the agenda as written. Mr. Rivenbark seconded the motion, all approved.
VI. Regular Agenda Items of Interest
Ethics Resolution — Ms. Clark presented the updated Ethics Resolution. She
reported that the only changes that were made are the dates and Board Chair
name. Mr. Burpeau reported that he had also reviewed the Ethics Resolution
and no other changes were needed. Mr. Huffmon made a motion to approve
the Ethics Resolution as written. Mr. Shell seconded the motion, all
approved.
VII. Organization Meet* n,
Ms. Barr appointed the following Board Member to each of the Committees:
Real Estate Committee, Mr. Shell and Mr. Rivenbark, staff Mr. Hill
Finance/Policy Committee, Mr. Shell and Mr. Burney, staff Ms. Clark
Community Outreach Committee, Mr. Huffmon and Ms. Barr, staff Ms. Iammatteo
Ms. Barr requested nominations for Vice Chair for the FY 25/26; Mr. Huffmon nominated
and made a motion to appoint Mr. Burney as Vice Chair. Mr. Shell seconded the motion,
and all approved.
Mr. Huffmon nominated and made a motion to reappoint Ms. Clark to serve as the Board
Secretary. Mr. Shell seconded the motion, and all approved.
VIII. Administrative Reports
ABC Law Enforcement Officers' Unit Monthly -- (ALE) Report for July was
presented by Lt. Josh Cortes, NHC Sheriff s Department. Please see the attached LE
Monthly Reporting Numbers from the North Carolina ABC Commission website
(Attachment "A"). Sgt. Daniel Gaither of Wrightsville Beach Police Department
presented stats for the Wrightsville Beach Police Department.
Financial Statements — Mr. Casteen and Ms. Clark presented a copy of the Board
Financial Statements for July, 2025. The Financial Statement showed, the Actual-to-

actual comparison Gross Sales more than the prior July by $204k (2.91%), Operating
Expenses more than prior July by $74k (11.78%), and Income from Operations less than
prior July by $46k.
Outreach & communications Update — Ms. lammatteo provided the Board with a
proposed changes to the FY 25/26 Scholarship Program. Proposed changes are opening
the program to accept essays on October 1, 2025 and closing on January 17, 2026. Also,
proposed is increasing the scholarship to a total of 5 awards of $5,000 each. Mr. Burney
made a motion to change the opening date of acceptance of essay to October 1, 2025 and
closing on January 17, 2026. Also, changing the total awards to total of 5 at 55,000 each.
Mr. Huffirion seconded the motion, and all approved.
General Manager Update — Mr. Hill advised the Board that an RFP for the General
insurance is due in by September 26, 2025.
IX. Adjournment
Ms. Barr advised the Board the next regular Board Meeting is scheduled for Thursday,
September 18, 2025 at 9:00 am at the General Office, 6009 Market Street, Wilmington,
NC.
Mr. Shell made the motion to adjourn the meeting; Mr. Burney seconded the motion, and all
approved.
