The subject Commercial Site Plan has been approved by the Technical Review Committee (TRC). The
site is approved for the following use defined by the Unified Development Ordinance (UDO):
Offices for Private Business and Professional Activities, and Religious Assembly.
1. Offices for Private Business and Professional Activities: Establishments primarily engaged in
the day-to-day administrative or clerical services for businesses or other organizations that
provide professional or other services to the general public on a walk-in or appointment basis
in an office setting. *Note, these offices are tied to the regular use of Northside Baptist Church.
2. Religious Assembly: A facility or area for people to gather together for public worship, religious
training, or other religious activities including a church, temple, mosque, synagogue, convent,
monastery, or other structure, together with its accessory structure(s), including a parsonage
or a rectory. This use does not include home meetings or other religious activities conducted
in and ancillary to a privately occupied residence. Accessory uses may include meeting rooms
and childcare provided for persons while they are attending assembly functions. Schools and
other childcare services are not accessory uses and shall require approval as separate principal
uses.
The approved plan consists of a 5,880 sq ft administrative office building on 20.42 acres of land
located at 2501 N College Rd (PID# R03400-001-013-005)

The site was rezoned to PD (Planned Development) on June 6, 2022 under rezoning case Z22-13. The
site has the following two (2) conditions:
1. Prior to the approval of any future phase of this project or expansion of school beyond 400
students, required NCDOT road improvements, as included in the TIA, must be completed.
2. The Terms & Conditions document shall be revised to clarify the process for approval of future
development. Section 1A shall be revised as follows: “Phase 1 on the Master Plan to be
completed upon approval of rezoning to Planned Development. Phases 2 thru 4 are listed as
future development and cannot be started without an approved modification to the Planned
Development District.”
The site is also approved for a minor deviation from the approved concept plan related to the size
and location of the administrative building.

The approved site plan is attached. This approval is valid for two years unless a building permit
application or evidence of another substantial improvement for all or a portion of the project is
submitted to the County. If the TRC approval expires it will require a new application that will subject
the project to all development standards in effect at the time of the new application.
The TRC Commercial Preliminary Plan Approval allows the project to move forward with the next step
in the development process. The project may be subject to additional regulations of the County’s
development ordinances and applicants are responsible for obtaining all applicable permits and
approvals under any law, regulation, or requirement of any other federal, state, or local government
or regulatory agency. This includes but is not limited to:
• A Tree Removal Permit from New Hanover County Planning & Land Use.
• A lighting plan approved by New Hanover County Planning & Land Use meeting the
requirements of Section 5.5.
• A sign permit through COAST for any signs on site.
• New Hanover County Engineering for any required land disturbance and stormwater permits.
• CFPUA on water and sewer utility permits and approvals.
• NCDOT Driveway Permit.
• Construction permits and a Zoning Compliance permit.
Any changes to the approved plan, use, or incidental and accessory uses must be reviewed by and
receive written approval from New Hanover County Planning. Changes to the approved plan without
approval is considered a violation of the New Hanover County Unified Development Ordinance.
Violations may be subject to fines or legal action to ensure compliance with required development
standards and process.
