AIRLIE COTTAGE 896 Airlie Road, Wilmington NC 28411 Call to Order Ryan Bisplinghoff, Chair Approval of Minutes Ryan Bisplinghoff Top of Mind Topics All Director/Staff Q&A Jodi/Andy Adjournment NEXT MEETING: NOVEMBER 4, 2025 ASSEMBLY The Parks Advisory Board held its regular meeting on Tuesday, September 9, 2025, at Smith Creek Park. There was no quorum. Present: Mary Ellen Lavoie, Ryan Bisplinghoff, Judy Justice Provided notice: Carol Hunter, Caleb Rash, Gayle Tabor Absent: Jordan Nason Staff: Andy Johnson, Latashia Smith, Tanya Gurganious, Tara Duckworth, and Jodi Rich Highlights of Meeting: Smith Creek Park: Construction is progressing well. The delivery of the restroom building blocks has been delayed. Although staff explored changing the block color to expedite delivery, it did not impact the timeline. The glossy blocks that were ordered were selected specifically because they are easier to maintain and remain cleaner over time. Much of the park is already complete. Paving is expected to begin in late September or early October. However, one section of the trail is experiencing flooding caused by runoff from a neighboring community’s stormwater pond. New Hanover County Stormwater staff are inspecting the pond. Northern Regional Park: The pump track has been completed. Staff is currently evaluating the appropriate timing for opening it to the public while the athletic fields remain closed. Middle Sound Loop Trail: A Notice to Proceed has been received, allowing work to move forward. Echo Farms Tennis: The project has successfully advanced past the first round of a USTA grant application. However, construction of the new courts is contingent upon securing matching funds, as required by the New Hanover County Commissioners. Next Meeting.
