Call to order Chair Angela Barr. called to order the regular meeting of the New Hanover County Alcoholic Beverage Control Board at 9:00 am on September 18, 2025 at the General Office, 6009 Market Street, Wilmington, NC. 11. Chairman confirms quorum The following Members of the Board were resent: Angela Barr, Chair Louis Burney, Jr., Vice Chair Bruce Shell, Member William Rivenbark, Member George Huffmon, Member Others in attendance were: Charles Hill, General Manager James Casteen, Assistant General Manager Kathy Clark, Finance Officer/Board Secretary Lauren Iammatteo, Outreach & Communications Specialist Kemp Burpeau, Legal Counsel Lt, Josh Cortes, NHC Sheriff Department III. Conflict of Interest Reminder Ms. Barr verbally confirmed that the Board members had read the following ethics reminder: "In accordance with General Statute 18B-201, it is the duty of every Board member to avoid both conflicts of interest and appearances of conflicts. Does any member have any known conflict of interest or appearance of conflict with respect to any matters coming before the Board today? If so, please identify the conflict or appearance of conflict and refrainfrom any undue participation in theparticular matter involved. " Let it be recorded that no conflicts were identified by any Board member regarding this Board meeting. IV. Consent Agenda Items of Business Ms. Barr presented the minutes from the Regular Meeting of August 21, 2025. Mr. Huffmon made the motion to approve the minutes as written. Mr. Shell seconded the motion, all approved. 1IFage Ms. Barr presented the proposed meeting agenda. Mr. Burney made the motion to approve the agenda as written. Mr. Huffmon seconded the motion, all approved. V. Regular Agenda Items of Interest Audited Financial Report for FV 24/25 — Mr. David Boyce, Assurance & Tax Director, with Dean Dorton Allen Ford, PLLC presented the Audited Financial Report for the year ended June 30, 2025. They reported the total gross sales in 2025 were $72,61.1,286 and 2024 were $72,435,279; Gross profit on sales for 2025.of $19,1.19,832 and for 2024 of $19,143,304. They reviewed the Statement of Net Position with the Board, Mr. Burney made a notion to approve the audited financial report for the fiscal year ended June 30, 2025. Mr. I-luffnon seconded. the motion, and all approved. VI. Administrative Reprrrts ABC Law Enforcement Officers' Unit Monthly — (ALE) Report for August was presented by Lt. Josh. Cortes, NHC Sheriff's Department. Please see the attached LE Monthly Reporting Numbers from the North Carolina ABC Commission website (Attachment "A"). Financial Statements — Mr. Casteen and Ms.. Clark presented a copy of the Board Financial Statements for August, 2025. The Financial Statement showed, the Actual - to -Actual comparison Gross Sales Less than the prior August by $107k (-1.57%), Operating Expenses more than prior August by $33k (5.15%), and Income from Operations less than prior August by $142k. • Outreach & communications Update — Ms. lainmatteo provided the Board with an update on the grant videos. She also reminded them that the Scholarship program will open on October 1, 2025, for students to apply. General Manager Update — Mr. Hill advised the Board that. Griffin Estep should be receiving the renewal for the Health Insurance in the coming week. VI]. Ad'ournment Ms, Barr advised the Board the next regular Board Meeting is scheduled for Thursday, October 16, 2025 at 9:00 am at the General Office, 6009 Market Street, Wilmington, NC. Mr. Burney made the motion to adjourn the meeting; Mr. Huf rion seconded the motion, and all approved.
