Subject: Commercial Site Plan TRC Approval – 7-Eleven Gas Station – 3705 US HWY 421 N
The subject Commercial Site Plan has been approved by the Technical Review Committee (TRC). The
site is approved for the following use defined by the Unified Development Ordinance (UDO):
Fuel Sales:
A facility engaged in the storage, distribution, and retail sales of vehicle fuels for personal vehicles,
fleet vehicles, and/or trucks.
Convenience Store:
A small retail self-service store selling a limited line of fast-moving food and nonfood items, usually
with extended hours of operation and usually with a high volume of customer traffic comprised of
quick transactions of a small number of items. Includes fuel sales as an accessory use.
The approved plan consists of one 4,816 sq ft. building for use of a convenience store with fuel
pumps, and parking lot on 5.19 acres of land located at 3705 US HWY 421 N (PID# R03200-001-012-
000)
The approved site plan is attached. This approval is valid for two years unless a building permit
application or evidence of another substantial improvement for all or a portion of the project is
submitted to the County. If the TRC approval expires it will require a new application that will subject
the project to all development standards in effect at the time of the new application.
The TRC Commercial Preliminary Plan Approval allows the project to move forward with the next step
in the development process. The project may be subject to additional regulations of the County’s
development ordinances and applicants are responsible for obtaining all applicable permits and
approvals under any law, regulation, or requirement of any other federal, state, or local government
or regulatory agency. This includes but is not limited to:
• A Tree Removal Permit from New Hanover County Planning & Land Use.

• A lighting plan approved by New Hanover County Planning & Land Use meeting the
requirements of Section 5.5.
• A sign permit through COAST for any signs on site.
• New Hanover County Engineering for any required land disturbance and stormwater permits.
• CFPUA on water and sewer utility permits and approvals.
• NCDOT Driveway Permit.
• Construction permits and a Zoning Compliance permit.
Any changes to the approved plan, use, or incidental and accessory uses must be reviewed by and
receive written approval from New Hanover County Planning. Changes to the approved plan without
approval is considered a violation of the New Hanover County Unified Development Ordinance.
Violations may be subject to fines or legal action to ensure compliance with required development
standards and process.

6.THE LANDSCAPE ARCHITECT MUST APPROVE ANY ALTERATIONS OR REVISIONS TO THE LANDSCAPE PLAN.
7.THE LANDSCAPE ARCHITECT MUST APPROVE THE STAKED LOCATION OF ALL PLANT MATERIAL BEFORE INSTALLATION.
8.THE CONTRACTOR SHALL PROTECT EXISTING FEATURES ON SITE.
9.ALL PLANTING AREAS, AND UNPAVED AREAS ON SITE NOT SPECIFIED FOR BED AREAS, MUST BE COMPLETELY SODDED, SEEDED, OR HYDROSEEDED. ANY PERMEABLE AREAS (ON SITE, OFF SITE, OR IN
RIGHT-OF-WAY, DAMAGED BY CONSTRUCTION SHALL BE GRADED SMOOTH AND SODDED, SEEDED OR HYDROSEEDED. ALL SLOPES THAT EXCEED 3:1 SHALL BE TREATED WITH SOD UNLESS SPECIFIED
OTHERWISE ON PLAN.
10.ALL BEDS AREAS SHALL BE PREPARED FOR PLANTING BY REMOVING GRASS AND WEEDS FROM THE AREA, ROTO TILLING TO A MINIMUM DEPTH OF 6", AND MIXING BED AMENDMENT INTO THE PREPARED
BED AREA TO A DEPTH OF 4". AMOUNT AND TYPE OF AMENDMENT TO BE LOCALLY SOURCED BED MIX AND/OR COMPOST FREE OF DEBRI, ROOTS, AND SEED.
11.ALL BED AREAS SHALL RECEIVE A MINIMUM 2" SHREDDED HARDWOOD MULCH OVER WEED BARRIER FABRIC UNLESS SPECIFIED ON PLAN DIFFERENTLY. BED AREAS ADJACENT TO TURF GRASS LAWN
AREAS SHALL BE SEPARATED FROM THE LAWN WITH LANDSCAPE EDGING.
12.THE LANDSCAPE CONTRACTOR SHALL VERIFY ALL QUANTITIES SHOWN ON THESE PLANS, BEFORE PRICING THE WORK.
13.THE LANDSCAPE CONTRACTOR SHALL FULLY MAINTAIN ALL PLANTING (INCLUDING BUT NOT LIMITED TO WATERING, SPRAYING, MULCHING, FERTILIZING, ETC.) OF PLANTING AREAS AND LAWNS FOR 90
DAYS AFTER SUBSTANTIAL COMPLETION.
14.THE LANDSCAPE CONTRACTOR SHALL COMPLETELY GUARANTEE ALL PLANT MATERIAL FOR ONE (1) YEAR BEGINNING AT THE DATE OF SUBSTANTIAL COMPLETION. THE LANDSCAPE CONTRACTOR SHALL
PROMPTLY MAKE ALL REPLACEMENTS BEFORE THE END OF THE GUARANTEE PERIOD (AS PER DIRECTION OF THE OWNER).
15.ANY PLANT MATERIAL WHICH DIES, TURNS BROWN OR DEFOLIATES (PRIOR TO TOTAL ACCEPTANCE OF WORK) SHALL BE PROMPTLY REMOVED FROM THE SITE AND REPLACED WITH MATERIAL OF THE
SAME SPECIES, QUANTITY, SIZE AND MEETING ALL PLANT LIST SPECIFICATIONS.
16.STANDARDS SET FORTH IN "AMERICAN STANDARD FOR NURSERY STOCK" REPRESENT GUIDELINE SPECIFICATIONS ONLY AND SHALL CONSTITUTE MINIMUMS QUALITY REQUIREMENTS FOR PLANT MATERIAL.
