Meeting Minutes
October 16, 2025
I. Call to order
Chair Angela Barr. called to order the regular meeting of the New Hanover County
Alcoholic Beverage Control Board at 9:00 am on October 16, 2025 at the General
Office, 6009 Market Street, Wilmington, NC.
II. Chairman confirms quorum
The following Members of the Board were-1) resent:

Kathy Clark, Finance Officer/Board Secretary

Lt. Josh Cortes, NHC Sheriff Department
Sgt. Daniel Gaither, Wrightsville Beach Police Department
Chris Barnes, Risk Manager, New Hanover County
III. Conflict of Interest Reminder
Ms. Barr verbally confirmed that the Board members had read the following ethics
reminder:
"In accordance with General Statute 18B-201, it is the duty of every Board member to
avoid both conflicts of interest and appearances of conflicts. Does any member have
any known conflict of interest or appearance of conflict with respect to any matters
coming before the Board today? If so, please identify the conflict or appearance of
conflict and refrainfroin any undueparticipation in theparticular matter involved. "
Let it be recorded that no conflicts were identified by any Board member regarding this
Board meeting.
IV. Consent A ends Items of Business
Ms. Barr presented the minutes from the Regular Meeting of September 18, 2025. Mr.
Burney made the motion to approve the minutes as written. Mr. Rivenbark seconded the
motion, all approved.

Ms. Barr presented the proposed meeting agenda. Mr. Burney made the motion to approve
the agenda as written. Mr. Rivenbark seconded the motion, all approved.
V. Regular Agenda Items of Interest
Health Insurance Renewal — Mr. Hill advised the Board that the Health Insurance
Committee met with Staff and insurance agent with Griffin Estep and reviewed
renewal of the health insurance policy. The renewal came in with a 5% increase
in cost with no change in benefits. The Committee and Staff agreed that we
renew the policy with Cigna with the 5% increase in cost. Also, agreeing to keep
the Healthcare Reimbursement Agreement with no changes from previous year.
With motion coming from Health Insurance Committee, no need for a second, all
approved.
Dental Insurance Renewal — Mr. Hill asked for a ratification of the decision
made by the Board via email, to renew the dental insurance with Delta Dental at a
rate of 3.4% increase, with a two-year rate guarantee. Mr. Burney made the
motion to approve the minutes as written. Mr. Rivenbark seconded the motion, all
approved.
General Insurance Renewal — Mr. Barnes, Risk Manager with New Hanover
County reviewed the quote provided from Towne Insurance for the renewal. The
quoted premium reflects a modest 1.15% increase over last year's quote.
Additionally, Towne presented an alternative option that reduces the windstorm
deductible from 5% to 1%. This alternative would result in an increased premium
of $9,452.78, bringing the total year -over -year increase to approximately 5.28%.
The Finance Committee recommends to accepting the renewal, changing the
windstorm deductible to 1%, at a rate of $240,945. With motion coming from
Finance Committee, to renew the general insurances with a 1% windstorm
deductible, at a rate of $240,945, no need for a second, all approved.
VI. Administrative Reports
ABC Law Enforcement Officers' Unit Monthly — (ALE) Report for September was
presented by Lt. Josh Cortes, NHC Sheriff's Department. Please see the attached LE
Monthly Reporting Numbers from the North Carolina ABC Commission website
(Attachment "A"). Sgt. Daniel Gaither of the Wrightsville Beach Police Department
presented stats for the Wrightsville Beach Police Department.
Financial Statements — Mr. Casteen and Ms. Clark presented a copy of the Board
Financial Statements for September, 2025. The Financial Statement showed, the
Actual -to -Actual comparison Gross Sales more than the prior September by $334k
(6.41%), Operating Expenses more than prior September by $136k (2192%), and Income
from Operations less than prior September by $52k.
Outreach & communications Update — Ms. Iammatteo provided the Board with an
update on the virtual informational sessions, with the first being held this weekend.

• General Manager Update — Mr. Hill provided quotes for a survey of Store #102, 2378
Carolina Beach Road. The survey is needed for landscaping cleanup and future projects at
this location, Port City Land Surveying provided the lowest quote of S1,000. Mr. Burney
nlade a motion to accept the quote from Port City Land Surveying in the amount of
$1,000, Mr. Rivenbark seconded the inotion, all approved.
Mr. Hill provided quotes for a surge protector replacement for the Administration
Building, the current one is not in working order, Lancy Electrical provided the lowest
quote at $4,800, Mr. Burney made a motion to accept the quote from Laney Electrical in
the amount of $4,800. Mr. Rivenbark seconded the motion, all approved,

Ms, Barr advised the Board the next regular Board Meeting is scheduled for Thursday,
November 20, 2025 at 9:00 any at the General Office, 6009 Market Street, Wilmington,
NC.
Mn Burney made the motion to adjourn the meeting; Mr, Rivenbark seconded the motion,
and all approved.
