Chairman Nicole Jones called the meeting of the New Hanover County Tourism
Development Authority Board of Directors to order at 5:00 p.m.in the River Room at the
offices of the NHC TDA offices.
ITEM #1 EXCUSED MEMBERS
Chairwoman Nicole Jones noted excused absence for Craig Bloszinsky, Natalie English,
Hap Fatzinger, Ken Dull, and Angela Rhodes.

ITEM #2 -RECOGNITION OF FORMER MEMBERS: JASON BRYANT,
CHUCK PENNINGTON
ITEM #3 – APPROVAL OF BOARD MINUTES – March 30, 2022
\[Motion made by Lynn Barbee, seconded by Chuck Pennington, and unanimously
approved to accept March 30, 2022, TDA Board minutes as presented.\]
ITEM#4 --AIR SERVICE DEVELOPMENT PARTNERSHIP UPDATE- JEFF
BOURK, ILM AIRPORT- Jeff update the NHC TDA Board on the third route that will
be added to flights out of ILM Airport. The third destination is Baltimore, Maryland. The
first Avelo flight from Orlando will be arriving on June 30, 3022, then July 1 flights will
arriving from New Haven, CT and Baltimore, MD. The WBCVB Public Relations and
Marketing teams will be helping in welcoming the Avelo passengers.
ITEM #5 – FINANCIALS/ROT REPORT –MARTHA WAYNE
NHCTDA Treasurer Martha Wayne reported for July 1, 2021 – April 30,
2022.
BUDGET AMENDMENT APPROVAL- MARTHA WAYNE
BA#2022-04- To appropriate a partnership with Avelo Airlines (through ILM) to
market Wilmington and Beaches on three new markets.
\[Motion made by Deb Hays, seconded by Nicole Jones, and unanimously
approved to accept the Budget Amendment #2022-004 in the amount of
$375,000, as read, May 25, 2022,
BA#2022-05-To appropriate for increased expenditures related to changes for
year-end due to new GASB 87 Standards.

approved to accept the Budget Amendment #2022-005 in the amount of $10,000,
as read, May 25, 2022,\]

ITEM#6 – EXPENDITURE REQUESTS- KIM HUFHAM
WRIGHTSVILLE BEACH:
The Town of Wrightsville Beach has seen impact to beach access with less sand
area to drive in case of emergency. The Town is requesting assistance from TDA
funds to purchase a Utility Vehicle with attachment for a medical transport board,
as well as a supplies kit for emergencies. This will allow TOWB Ocean Rescue
further ability to provide lifesaving measures in case of emergency, where a
standard truck or emergency vehicle is not accessible.
Total amount of the requests: $25,000
\[Motion made by Chuck Pennington, seconded by Mary Baggett, and
unanimously approved to accept funding request as read, May 25, 2022,
ITEM #7- BUDGET PRESENTATION- KIM HUFHAM
President/CEO Kim Hufham presented the budget for the FY 2022-2023.
Revenues are projected at 90.18% over last fiscal year projections.
Overall cost of doing business account for a % of increase across the board
Majority of increase to budget designated to advertising (up 152%) and
promotional activities (up 49%)
Salaries & Staffing:
o Following New Hanover County Cost of Living adjustment
(COLA) – 9.2% or $5177 (whichever is higher)
o $10,000 Merit/Bonus pool
o Add post-covid positions in Marketing & Visitor Services
(CB/KB and WB).
o Visitor Information Specialist staff to $15/hour
o Medical increase – 7% estimate
Research – 2 projects slated for fiscal year
Strategic Planning/TDA Board work sessions
Equipment
o New Van
o Computer/laptop replacements
o Furniture for new office space/replacement

\[There being no further discussion on the FY 2022/2023 NHC TDA Budget.
Chuck Pennington made a motion that the FY 2022/2023 Budget in the amount of
$13,161,865 be recommended for adoption and seconded by Tom Ullring. A
copy of the proposed budget is attached for record. The formal budget adoption
and Public Hearing is set for June 8, 2022, at 5:00 pm.\]
ITEM #8 ––PRESIDENT’S COMMENTS – KIM HUFHAM
A new video of Wilmington, the River district, as well as the Island Beaches as
shown to the NHC TDA Board. This video is targeting the local community
education as an outreach compartment in the Strategic Planning.
