The New Hanover County Board of Commissioners met on November 13, 2025, at 4:00 p.m. for Agenda
Review in Conference Rooms 137-139 at the New Hanover County Government Center, 230 Government Center
Drive, Wilmington, North Carolina.
Members present: Chair Bill Rivenbark; Vice Chair LeAnn Pierce; Commissioner Dane Scalise; Commissioner
Stephanie A.C. Walker; and Commissioner Rob Zapple.
Staff present: County Manager Chris Coudriet; Clerk to the Board Kymberleigh G. Crowell; and County
Attorney K. Jordan Smith.
Chair Rivenbark called the Agenda Review meeting to order to review items for the November 17, 2025
Regular Meeting.
Consent Agenda Item #5: Adoption of a Resolution to Dispose of Surplus Property According to
Procedures Outlined in North Carolina General Statute Chapter 160A-Article 12. Commissioner Zapple noted the
large volume of office furniture in the County's surplus property disposal, encouraging nonprofits to review the list.
Consent Agenda Item #6: Adoption of a Resolution Opposing the Expansion of the Chemours Fayetteville
Works Facility. After a brief discussion about the resolution, the Board consensus was for the matter to be moved
to the regular agenda to be read into the record.
Consent Agenda Item #7: Adoption of a Resolution Opposing the Fuquay-Varina Interbasin Transfer and
Request for Additional Comment. After a brief discussion about the resolution, the Board consensus was for the
matter to be moved to the regular agenda to be read into the record.
Regular Agenda Item #13: Presentation by MEP/EnviRemed Environmental Regarding Gasification and
Solid Waste Purchase. Recycling and Solid Waste Director Joe Suleyman provided a brief overview of the item, noting
that the purpose on Monday is to introduce MEP/EnviRemed Environmental representatives, who will present the
gasification process and outline the potential facility. Staff will be available to answer questions.
In response to questions, County Manager Coudriet stated he would not advise the Board to enter into an
agreement to explore the proposal and said the County needs a more comprehensive process to evaluate landfill
and long-term management alternatives. He emphasized that Monday's item is only a presentation requested by a
Board majority and that the Board must be aligned on next steps before taking any action.
Stuart Cooke, representing MEP/EnviRemed Environmental, stated that the company has worked with
County staff for nearly two years and that the NC Department of Environmental Quality's Solid Waste and Air Quality
divisions vetted the proposal. MEP/EnviRemed Environmental is not requesting County land or funding and believes
the proposal meets current and future waste stream needs. He highlighted the company's gasification experience
and, in response to questions, noted that no community currently processes 1,100 tons of waste per day. He added
that the company has identified two potential sites for the facility, one in New Hanover County and one in Brunswick
County, and that the project could represent a $270 million investment with an estimated $26 million economic
impact and approximately 220 local jobs.
ADJOURNMENT
There being no further discussion, Chair Rivenbark adjourned the meeting at 4:19 p.m.
