BRIEF SUMMARY:
At the December 15, 2025 mee%ng, the Board conducted a quasi-judicial hearing and voted to approve Special Use
Permit (S25-06). North Carolina General Statute 160D-406 requires that the Board's decision be reduced to wri%ng
and approved by the Board. The aached order has been prepared to comply with this statute and reflects the Board's
decision to approve Special Use Permit (S25-06).

COUNTY OF NEW HANOVER
STATE OF NORTH CAROLINA
ORDER TO APPROVE A SPECIAL USE PERMIT
Other Metal Product Manufacturing in an I-1, Light Industrial Zoning District
S25-06 – Other Metal Product Manufacturing in an I-1
The County Commissioners for New Hanover County (the “County Commissioners”), having held
a public hearing on December 15, 2025, to consider application number S25-06 submitted by
Standard Technologies, applicant, on behalf of H Philip Berman Jr and Jim F. Teachey and Marsella
D. Teachey, property owners, for Other Metal Product Manufacturing in an I-1, Light Industrial
district on approximately 34.7 acres located at 4901 Las Tortugas Drive, and having heard all of
the evidence and arguments presented at the hearing, the County Commissioners make the
following FINDINGS OF FACT:
1.No evidence was presented in opposition to this application.
2.Based on the report and testimony of Cal Morgan, MAI, the use of the property will not
negatively impact the value of adjoining or adjacent property.
3.The County Commissioners FIND AS A FACT that all of the specific requirements set forth
in Section 10.3.5.D of the County Unified Development Ordinance WILL be satisfied if the
property is developed in accordance with the plans and findings submitted in the
application to the County Commissioners.
Based on the foregoing FINDINGS OF FACT, the County Commissioners make the following
CONCLUSIONS OF LAW:
1.It is the County Commissioners’ CONCLUSION that the proposed use DOES satisfy the first
general requirement listed in the Ordinance; namely the requirement that the use will
not materially endanger the public health or safety if located where proposed and
developed according to the plan as submitted and approved.
2.It is the County Commissioners’ CONCLUSION that the proposed use DOES satisfy the
second general requirement listed in the Ordinance; namely that the use meets all
required conditions and specifications due to the following findings:
3.It is the County Commissioners’ CONCLUSION that the proposed use DOES satisfy the
third general requirement listed in the Ordinance; namely that the use will not
substantially injure the value of adjoining or abutting property, or that the use is a public
necessity.
4.It is the County Commissioners’ CONCLUSION that the proposed use DOES satisfy the
fourth general requirement listed in the Ordinance; namely that the location and

character of the use if developed according to the plan as submitted and approved will
be in harmony with the area in which it is to be located and in general conformity with
the plan of development for New Hanover county.
5.Therefore, because the County Commissioners conclude that all of the general and
specific conditions precedent to the issuance of a special use permit HAVE been satisfied,
IT IS ORDERED that the application for the issuance of a special use permit be APPROVED.

cash balances. All deposits held at the bank will be FDIC-insured and/or subject to the North Carolina Treasurer
Office’s collateral requirements.

BR IEF SUMMARY:
The following budget amendments amend the annual budget ordinance for the fiscal year ending June 30, 2026.
26-024 - The Bobby Jean's Kids funds are u,lized to assist in bolstering the wellbeing of foster children in ways the
child welfare system does not typically fund, such as summer camp, school events, school uniforms, etc. $5,000.
26-025 - This ac,on increases the budget for the NHC Stabiliza,on and Re-entry Center (STAR), u,lizing the interest
earned on grant funds previously awarded to the county. The original $3.7 million grant was received in June 2024,
and the grant has been fully expensed however, the project is s,ll on-going. $149,972.

BA 26-025 Increases the budget for the NHC Stabilization and Re-entry Center (STAR) by $149,972. This amount represents
the interest earned on grant funds previously awarded to the county by the NC Office of State Budget and Management
(OSBM). The original $3.7 million grant, received in June 2024, was designated for capital improvements to the STAR center
located on Robin Hood Road. Consistent with grant regulations, the earned interest is subject to the same requirements and

BRIEF SUMMARY:
The applicant has submi&ed a special use permit applica'on for the use of a Recrea'onal Vehicle (RV) park in an R-15,
Residen'al district. The parcels are located just north of the Market Street and I-140 interchange. The project
proposes a maximum of 89 recrea'onal vehicle pads, 2,000 square-foot each, manager's office, amenity building, pool,
and associated parking.
The Unified Development Ordinance (UDO) allows for a Recrea'onal Vehicle (RV) park in the R-15 zoning district with
a special use permit.
The property fronts Stephens Church Road which connects to Market Street. Residen'al development under current
zoning is es'mated to generate approximately 35 AM and 43 PM peak hour trips. The proposed RV park is es'mated
to generate approximately 19 AM and 24 PM peak hour trips resul'ng in a reduc'on of 16 AM and 19 PM peak hour
trips. The es'mated traffic generated from the site is under the 100 peak hour threshold that triggers the ordinance
requirement for a Traffic Impact Analysis (TIA).
The 2016 Comprehensive Land Use Plan classifies the property as Community Mixed Use. This place type f ocuses on
small-scale, compact, mixed use development pa&erns that serve all modes of travel and act as an a&ractor for county
residents and visitors. Types of appropriate use include office, retail, mixed use, recrea'onal, commercial, ins'tu'onal,
mul'-family and single-family residen'al.
The Planning Board held a preliminary forum on Thursday, December 4, 2025. The purpose of the preliminary forum is
for the Planning Board, public, and applicant to discuss the request before it moves to the Board of Commissioners for
a quasi-judicial hearing. The preliminary forum is not a public hearing, and the Planning Board does not make a
recommenda'on on special use permits.
As a quasi-judicial hearing there are four principal conclusions the Board of Commissioners must make when
considering a special use permit request based on clear, substan'al evidence presented at the hearing:

The project features a one-way loop road with a separate entrance and exit onto Stephens
Church Road with a sewage dumping station located on a pull-off near the exit.
Located off the loop road will be a maximum of eighty-nine (89) designated RV sites, an
amenity building, pool, and manager’s office with associated parking on approximately 27.32
acres. Uses are limited to RV camping and associated recreational and amenity uses to serve
the RV campers. Other uses intended for individuals that are not temporarily staying at the RV
park are not under consideration and would require separate review and approval.
In addition to the 0.45 acres of designated open space, there is an existing pond intended to
provide recreational opportunities as well as stormwater management for the site.
During the preliminary forum the applicant indicated the stormwater pond might be used for
swimming in addition to canoeing, fishing or other water-based recreational activities. New
Hanover County Environmental Health and the Engineering Department have stated that
stormwater control measures such as wet ponds are not suitable for swimming due to

flood control and filter pollutants from urban runoff, making the unsuitable for human contact
because they collect runoff from roads, parking lots, and roofs which contain various
pollutants.
While the site contains approximately 5.64 acres of wetlands. The loop road and RV campsites
have been designed to minimize disturbance; however, about 0.11 acres of wetland impacts
are anticipated.
In addition to the Type A 20-foot-wide transitional buffer required adjacent to the residentially
zoned property along the northern and western boundaries, the applicant has included a
condition designating a 50-foot wide tree retention buffer along all property boundaries. The
50-foot tree retention buffer is intended to protect all trees located within 50 feet of the
property line to preserve the natural aesthetic and character of the RV park. No trees within
this buffer will be cut down.
ZONING CONSIDERATIONS
Campground/Recreational Vehicle (RV) Parks are permitted in the R-15 district with approval
of a Special Use Permit and are subject to the requirements in Section 4.3.4.E.2 of the UDO.
These standards generally address access, minimum dimensions, parking, structures, signage,
density, open space, and water and sewer.
Every RV Park shall have a minimum of 25 spaces, each with a designated minimum of 2,000
square feet per space for RV and passenger vehicle parking. The concept plan shows a
maximum 89 spaces, each a minimum of 2,000 square feet meeting the ordinance
requirement.
Required sanitary facilities have been provided on the site plan.
Campground/RV Parks require a minimum of 0.25 acres of open space for every 50
camping/RV sites. The applicant’s concept plan reflects 89 spaces, and 0.45 acres of open
space is provided on the concept plan, sufficiently meeting ordinance requirements.
Additionally, the wetlands and the pond will also be open, which accounts for another 5.64
and 3.88 acres respectively for a total of 9.97 acres of open space. This is approximately 9.5
acres above what is required by the ordinance.
The proposed 20-foot-wide paved road meets the requirements for an all-weather road, a
minimum of 12-feet wide with a minimum 20-foot-wide right-of-way required by the
ordinance.
Section 4.3.4.E.2.f states all spaces shall be located on sites with elevations that are not
susceptible to flooding. The subject parcel is not within a Special Flood Hazard Area or within
a non-regulatory Advisory Flood Hazard Area. While there are approximately 5.64 acres of
wetlands on site, the RV campsite spaces are shown outside of those wetland areas.
Section 4.3.4.E.2.k states that when RV campgrounds have more than one direct access onto
a public road, they shall not be less than 300 feet apart or closer than 300 feet to a public road
intersection. While the site provides two driveway connections to Stephens Church Road less
than 300 feet apart, the concept plan indicates one is for ingress and the other is for egress
only. While not specifically listed as a condition, if approved, the inclusion of the access
limitation on the concept plan can be enforced as a condition of the concept plan.

Section 4.3.4.E.2.u requires the RV Park to maintain a register book; however, it does not
stipulate a limit on how long people can stay.
If approved, the project would be subject to the Technical Review Committee and Zoning
Compliance review processes to ensure full compliance with all ordinance requirements and
specific conditions included in the approval. Only minor deviations from the approved
conceptual plan, as defined by the UDO, would be allowed.

TRAFFIC IMPACT ANALYSIS (TIA)
The site’s projected traffic does not exceed the 100 peak-hour trips that triggers the ordinance
requirement for a Traffic Impact Analysis (TIA).
SUMMARY
The project is located on Stephens Church Road north of Market Street and the I-140 interchange.
Stephens Church Road is a local road which does not experience sufficient traffic volumes to trigger
regular measurement or assessment by NCDOT. The intersection of Stephens Church Road and Market
Street is a controlled traffic light allowing vehicles to travel north on Market Street to make a left to
access the site. The location of this site at the northern entrance to the County and proximity to the
interchange provides the opportunity to reduce larger RVs on the Market Street corridor while allowing
those staying at the site to access other areas of the county. While below the threshold for a TIA, the
site will require review through DOT’s driveway permit process.

ENVIRONMENTAL
The property is not within a Natural Heritage Area or the Special Flood Hazard Area.
The property is within the Pages Creek watershed.
Per the Classification of Soils in New Hanover County for Septic Tank Suitability, soils on the
property consist of Class I (Suitable), Class III (Severe Limitation), and Class IV (Unsuitable) soils;
however, the project is expected to be served by CFPUA water and sewer if developed.
The conservation resource map indicates there may be pocosin and savannah conservation
resources on the site. Approximately 4.8 acres of the pocosin resources are underlaid with
Class IV soils. The trigger for additional conservation standards is 5 acres. Additional field
verification by the applicant during the TRC review process will be required to determine if
additional standards may apply to the site. The conservation resources map indicates
approximately 2.5 acres of savannah conservation resources may exist on site which is below
the 5-acre minimum threshold that would trigger the additional ordinance requirements.
OTHER CONSIDERATIONS
Context and Compatibility
The property is located off of Market Street, as one would enter the County coming from the
north. It is adjacent to the Market St (USHWY 17) right-of-way and the I-140 right-of-way as
well as undeveloped R-15 residential land to the west. Just to the north is an apartment
complex.
The proposed Campground/RV Park acts as an appropriate transition between the highway
corridors and the existing lower density residential development to the west, especially with
the addition of the tree retention buffer.
The property is located just north of the Porter’s Neck commercial node providing services,
amenities, and recreational opportunities.
Most of the surrounding land is either single-family residential, multi-family residential, or
commercial uses intended to serve the surrounding homes.

The New Hanover County Future Land Use Map provides a general representation of the vision for
New Hanover County’s future land use, as designated by place types describing the character and
function of the different types of development that make up the community. These place types are
intended to identify general areas for particular development patterns and should not be interpreted
as being parcel specific.

The proposed project location will serve visitors as they enter the County in
their RVs, allowing them to stop without driving farther down Market Street.
From this site, the I-140 ramp and Market Street provide access to the area’s
attractions and activities including the Porter’s Neck commercial node.
Situated at the intersection of I-140 and Market Street, the site also provides
an appropriate transition to the single-family residential area located to the
west.
Proposed Conditions
1. Site to retain undisturbed tree save area within the area labeled as a 50-foot-wide existing tree
retention buffer along all property lines as shown on the site plan.

Relevant Findings of Fact Presented to Date
A. CFPUA water and sewer are available. Concept plan states project shall install water and
sewer services to in accordance with CFPUA standard details and specifications.
B. The subject property is located in the New Hanover County Porter’s Neck Fire Service
District.
C. The project includes direct access onto Stephens Church Road which is located off Market
Street.
D. The AADT Planning Capacity for Stephens Church Road is not available. The AADT Planning
Capacity for Market Street is 20,684 and the Latest Traffic Volume is 46,500 trips indicating it
is over capacity.
E. The site’s projected traffic does not exceed the 100 peak-hour trips that triggers the
ordinance requirement for a Traffic Impact Analysis (TIA).
F. The closest county parks are Ogden Park and Pages Creek Preserve.
G. The conservation resource map indicates pocosin wetlands on the property however they
are only underlaid with approximately 2.5 acres of Class IV soils, therefore no additional
development standards are required.

H. New Hanover County Environmental Health and the Engineering Department have stated
that stormwater control measures such as wet ponds are not suitable for swimming due to
potential health and safety hazards. Stormwater control measures are engineered to
manage flood control and filter pollutants from urban runoff, making the unsuitable for
human contact because they collect runoff from roads, parking lots, and roofs which contain
various pollutants.
Conclusion 2: The Board must find that the use meets all required conditions and
specifications of the Unified Development Ordinance.

Relevant Findings of Fact Presented to Date
A. Campground/Recreational Vehicle (RV) Park is allowed by Special Use Permit in the R-15,
Residential zoning district.
B. Setbacks for the R-15 district are as follows: front setback is 25 feet, side setback (street) is
15 feet, side setback (interior) is 10 feet, and the rear setback is 20 feet. All setbacks are
reduced to 0 feet when in a Performance Residential Development, with the exception that
buildings on the periphery of a Performance Residential Development be set back a
minimum of 20 feet from the adjoining property line.
C. Section 3.2.8.D states the maximum building height in the R-15 district is 40 feet. Structures
elevated on open foundations consisting of piers, posts, columns or piles shall have a
maximum height of 44 feet
D. Section 4.3.4.E.2.a states there must be a minimum of 25 spaces. The concept plan shows
an 89 spaces, which meets the required minimum number of spaces outlined in the
ordinance.
E. Section 4.3.4.E.2.b states that Recreational vehicles and travel trailers shall only be occupied
in approved campgrounds.
F. Section 4.3.4.E.2.c states that every space shall consist of a minimum area of 2,000 square
feet and each space shall be designated on the ground by permanent markers or
monuments. The concept plan shows all spaces have 2,000 square feet.
G. Section 4.3.4.E.2.d states that parking spaces sufficient to accommodate at least one motor
and camping vehicle shall be constructed within each space. The concept plan shows the
area designated for each camping space can accommodate one motor and camping vehicle.
H. Section 4.3.4.E.2.e states that all spaces developed adjacent to a public street shall be set
back a minimum of 40 feet from the street right-of-way. The concept plan shows all spaces
near a public right-of-way will be set back a minimum of 40 feet.
I. Section 4.3.4.E.2.f states that all spaces shall be located on sites with elevations that are not
susceptible to flooding. The spaces shall be graded to prevent any water from ponding or
accumulating within the park. Each space shall be properly graded to obtain a reasonably
flat site and to provide adequate drainage away from the space. The site is not located
within a Special Flood Hazard Area.
J. Section 4.3.4.E.2.g states that the park shall have all weather roads that directly abut each
space. All road rights-of-way shall be 20 feet except that one-way roads may have a

minimum width of 12 feet. In areas of heavy traffic use, 30-foot rights-of-way shall be
required. The concept plan shows all one-way roads as paved and 20 feet in width.
K. Section 4.3.4.E.2.h states that no space shall have direct vehicular access to a public road.
The concept plan shows no spaces with direct access to public roads.
L. Section 4.3.4.E.2.i states that the park shall be developed with proper drainage ditches. All
banks shall be sloped and seeded.
M. Section 4.3.4.E.2.j states that cul-de-sacs or dead-end roads shall not exceed 1,000 feet in
length measured from the entrance to the center of the turnaround. Any road designed to
be permanently closed shall have a turnaround at the closed end with a minimum right-of-
way diameter of 80 feet.
N. Section 4.3.4.E.2.k states that when the park has more than one direct access to a public
road, they shall not be less than 300 feet apart or closer than 300 feet to a public road
intersection unless unusual site conditions demand otherwise.
O. Section 4.3.4.E.2.l states that each park shall have a central structure or structures that will
provide separate toilet facilities for both sexes. This structure may also contain a retail sales
counter and/or coin operated machine for the park residents’ use only, provided there is no
exterior advertising. Vending machines also may be permitted in a sheltered area.
P. Section 4.3.4.E.2.m states that no swimming pool or bathing area shall be installed, altered,
improved, or used without compliance with applicable Health department regulations. No
bathing area shall be used without the approval of the New Hanover County Health
Department.
Q. Section 4.3.4.E.2.n states that sanitary facilities shall be provided in accordance with the
following standards: all toilet, shower, lavatory, and laundry facilities shall be provided and
maintained in a clean and sanitary condition and kept in good repair at all times, they shall
be safely and adequately lighted, facilities shall be easily accessible and conveniently located,
all toilet, shower, lavatory, and laundry room facilities shall be acceptable to the New
Hanover County Health department and shall be inconformity with all New Hanover County
codes, and all buildings shall be constructed in accordance with the building codes for the
county.
R. Section 4.3.4.E.2.o states that water supply shall comply with the following standards: a safe,
adequate, and conveniently located water supply must be provided for each park, and no
water supply shall be installed, altered, or used without the approval of the New Hanover
County Health Department. The applicant intends to connect to CFPUA for water and sewer.
S. Section 4.3.4.E.2.p states that sewage disposal shall comply with the following standards:
sewage dumping stations shall be approved by the New Hanover County Health
Department, each park shall provide at least one sewage dumping station, no method of
sewage disposal shall be installed, altered, or used without the approval of the New Hanover
County Health department, and all sewage wastes from each park, including wastes from
toilets, showers, bathtubs, lavatories, wash basins, sinks, and water using appliances not
herein mentioned, shall be piped into the park’s sewage disposal system or systems. The
concept plan shows a dumping station.
T. Section 4.3.4.E.2.q states that open space shall be provided in accordance with the following
standards: each park shall provide open space areas to serve the needs of the anticipated
users, a minimum of 0.25 acres of level, well-drained ground for every 50 spaces shall be

required as open space, and the park owner is responsible for the development and
maintenance of all open space areas. The concept plan shows adequate open space has
been provided.
U. Section 4.3.4.E.2.r states that fire hydrants shall be provided in accordance with the following
standards: the developer of any campground or recreational vehicle park with a central
water system meeting State requirements for fire hydrants shall be responsible for providing
adequate fire protection for the park through the provision of a fire hydrant located as close
as possible to the entrance of the park, and the hydrant shall be connected to the central
water system serving the park and in accordance with specification established by the
County Fire Marshal.
V. Section 4.3.4.E.2.s states that the park owner is responsible for refuse collection.
W. Section 4.3.4.E.2.t states that it shall be unlawful for a person to park or store a mobile home
in a campground or recreational vehicle park. However, one mobile home may be allowed
within a park to be used as an office and/or residence of persons responsible for the
operation and maintenance of the travel trailer park.
X. Section 4.3.4.E.2.u states that it shall be the duty of the operator of the campground or
recreational vehicle park to keep an accurate register containing a record of all occupants of
the park. The owner shall keep the register available at all times for inspection by law
enforcement officials, public health officials, and other officials whose duties necessitate
acquisition of the information contained in the register. The register shall contain the
following information: name and address of the occupants of each space, date entering and
leaving the park, and the license number of each vehicle (car, truck, camping vehicle, etc.)
with state of issuance, make, and type of equipment.
Conclusion 3: The Board must find that the use will not substantially injure the value of
adjoining or abutting property or that the use is a public necessity.

NEW HANOVER COUNTY
ADULT CARE HOME COMMUNITY ADVISORY COMMITTEE
Number of Members: 13 State mandated; May appoint up to 18 (1 member for each permitted
facility). The Adult Care Home Administrators may nominate one -third of the members. If possible,
one member must be a person involved in the area of intellectual disability.
Compensation: None but may be reimbursed for actual expenses.
Term of Office: 1-year term initially; 3-year term thereafter
Qualifications: Must be a resident of New Hanover County. No person or immediate family member
of a person with a financial interest in a home served by the committee, or employee or governing
board member of a home served by the committee, or immediate family member of a resident in a
home served by the New Hanover County Adult Care Home Community Advisory Committee may be
a member of this committee. Immediate family is defined as mother, father, sister, brother, child,
grandmother, and grandfather, as well as in-laws. Applicants must complete all Community
Advisory Committee (CAC) Orientation training before being certified, designated, and appointed as
a CAC volunteer. Upon application, an Ombudsman with the Cape Fear Council of Governments will
work with applicants through the training process.
Purpose: The committee supports the spirit of the Adult Care Home Resident’s Bill of Rights, visits
adult care homes quarterly, promotes the wellbeing of residents and encourages community
involvement. Statute establishing Committee: NCGS 131D-31.
Regular Meeting: Quarterly Meetings are held on the first Wednesday of January, April, July, and
October at 9:30 a.m. at the Cape Fear Council of Governments, 1480 Harbour Drive, Wilmington,
NC.

As someone with a background in public service and digital
equity, I’ve seen firsthand how older adults in our community
often fall through the cracks when it comes to access, dignity,
and advocacy—especially those living in assisted living
environments.
I want to serve on the Adult Care Home Community Advisory
Committee to help ensure that residents not only receive
quality care but also feel seen, heard, and supported. My prior
experience working in senior services, including as a Site
Director for the Carolina Beach Senior Center, deepened my
understanding of the unique needs of this population. I’m
particularly passionate about connecting individuals to
resources that improve their quality of life, and I believe that
regular engagement and advocacy through this committee is a
direct and meaningful way to do that.

I bring a unique combination of professional experience in
senior services, public engagement, and digital equity that
directly aligns with the mission of the Adult Care Home
Community Advisory Committee.
As a former Site Director for the Carolina Beach Senior Center
and now a Principal Digital Navigator supporting the DHHS-
funded Ageless Access Initiative, I have worked closely with
older adults in both group settings and one-on-one
environments. I understand the importance of upholding

NEW HANOVER COUNTY COOPERATIVE EXTENSION ADVISORY COUNCIL
Members: 16
Terms of Office: 3 years
Purpose: Cooperative Extension is a partnership between New Hanover County Government and
North Carolina’s two Land Grant universities – N.C. State in Raleigh and N.C. A&T State in
Greensboro. Primary responsibilities include:
1. Provide input and direction for educational programming conducted by Cooperative
Extension staff and volunteers in the areas of Consumer , Therapeutic and Commercial
Horticulture, 4-H Youth Development, Family and Consumer Sciences, and Natural
Resources/Environmental Education and Community Development.
2. Serve as an advocate for Cooperative Extension with citizens, community leaders , and
elected officials.
3. Participate in and support Cooperative Extension programs and events.
4. Partner with the New Hanover County Friends of the Arboretum, the New Hanover
County Master Gardener Association, other agencies, non-profit organizations, and
companies to improve/expand facilities and services.
Meetings: Four times yearly, held in auditorium at the New Hanover County Arboretum

NEW HANOVER COUNTY HISPANIC/LATINO COMMISSION
Number of Members: 11 members
1 member from the leadership of the UNCW Latino Alliance or Designee
10 members appointed by County Commissioners
Terms: Commission members shall be appointed to serve a term of three (3) years. For the initial
commission, three (3) of the members shall serve a term of one (1) year; three (3) of the members shall serve
a term of two (2) years; four (4) of the members, plus the one (1) member from the leadership of UNCW Latino
Alliance, or designee, shall serve a term of three (3) years. Members shall serve no more than two (2) full
successive terms unless there is a break of at least one (1) full year between appointments.
Regular Meetings: At a minimum, the commission shall meet quarterly. The time, day and place of these
meetings will be set at its inception and then thereafter each year by the commission.
Statute or cause creating Board: BOCC resolution and bylaws adopted February 20, 2023.
Brief on the functions: The commission is established to advise the Board on matters related to the
Hispanic/Latino community and to serve as a liaison between the community and New Hanover County
(County). The commission will work to promote understanding, inclusiveness, and equality for the
Hispanic/Latino community in the County. The Commission shall be organized for the purpose of acting as an
advocate for the Hispanic/Latino Community and a resource of information on the status of Hispanics/Latinos
in the County:
• To identify the status of the Hispanic/Latino population in the County and assess their needs.
• To provide a status report of the Hispanic/Latino population in the County on an annual basis to the
Board.
• To provide information and recommendations to the Board on the needs and issues important to
Hispanics/Latinos as it deems necessary in improving and upholding the opportunities in
employment, education, and community services for all people, regardless of gender or age.
• To work toward the betterment of the status of Hispanics/Latinos with respect to employment and
educational opportunities, health services, childcare services, welfare services, financial services,
and community leadership opportunities.
• To serve as an umbrella to coordinate and support all Hispanic/Latino initiatives, organizations, and
networks in the County including coordinating and cooperating with the Latino Alliance and other
organizations involved in activities on the status of Hispanics/Latinos.
• To conduct educational seminars in collaboration with other organizations for residents and
businesses in the County.

I’m a Latina woman and a mother, raising my family in New
Hanover County. That gives me a personal stake in this place
and in the future we’re shaping—for my kids, and for the entire
Latino community.
I didn’t come from a legacy of civic leadership or public office.
What I bring is real-world experience—navigating systems that
weren’t built with us in mind, and learning how to make space
where we’re often overlooked or unheard. That’s what drives
me.
Through Goodfight, the creative studio I founded, I’ve had the
privilege of working with organizations that fight for health
equity and causes that make communities and lives better. Our
work is rooted in listening first, understanding deeply, and
telling the kind of stories that spark change. But this work hits
especially close to home now.
The political atmosphere right now is heavy. There’s fear in our
communities. Many Latino families are wondering if they’re
truly safe, if they belong, if their voices matter. I feel that in my
bones, and it’s exactly why I want to serve.
I want to be part of a commission that doesn’t just acknowledge
our community, but shows up for it. That helps build trust. That
listens, reflects, and fights for real solutions. I want to help
create spaces where Latino families feel seen, heard, and
protected—where our cultures and languages are treated not
as barriers, but as strengths.
I come with heart, grit, and a deep commitment to learn,

collaborate, and advocate. This isn’t just about leadership—it’s
about responsibility. To my children, and to every family trying
to find their place in a county that should feel like home.
What areas of concern
would you like to see
addressed by this
committee?
One area I’d like to see the committee focus on is building trust
between the Latino community and the systems meant to serve
us, especially in public health, education, and access to basic
services.
Earlier this month, I attended a maternal health conference in
Wilmington where someone shared a story that really struck
me. They had organized a free vaccination event for the Latino
community, but no one had signed up. They suspected fear
was the reason. Still, they showed up and held the event.
Slowly, families began to arrive. Kids were vaccinated. Maybe
it helped that no paperwork was required, or maybe just seeing
the space felt safe. Either way, it was a powerful moment.
That story stayed with me. It was both heartbreaking and
motivating. It showed how fear and mistrust are still barriers,
even when resources are available. And it reminded me that
trust isn’t built through flyers or announcements—it’s built by
showing up, being present, and creating spaces that feel safe
and welcoming.
I want to see this committee focus on that kind of engagement.
We need outreach that meets people where they are, in their
language, with cultural awareness and care. It’s not just about
offering services; it’s about making sure people feel safe using
them.
That moment at the conference inspired me to get involved. It
showed me that small, intentional acts can open doors. I want
to be part of that effort—helping to make New Hanover County
a place where Latino families feel not only included, but
supported and protected.
Qualifications for
serving
My qualifications come from lived experience, community
commitment, and professional work that centers equity and
impact.
As a Latina mother raising a family in New Hanover County, I
understand firsthand the challenges our communities face—
from language barriers and access gaps to the need for
culturally informed outreach. I bring a grounded, personal
perspective that’s often missing from decision-making spaces.
Professionally, I’m the founder of Goodfight, a creative studio
that works with mission-driven organizations to amplify

messages around public health, equity, and community. This
work has given me a deep understanding of how to listen, build
trust, and communicate in ways that move people to action.
I also bring skills in strategic thinking, collaboration, and

spent years doing the kind of work that makes real, lasting
impact.

Inmysecond roleasaPsychiatric-Mental Health Nurse at
Coastal Horizons, Icare forchildren, adolescents, andadults,
populations identified in thereport’sfindings onmental health
and well-being needs, including preventive care, crisis
intervention, andimproved system integration. Through the
Access & Opportunities Committee, Ihelp identify gaps in
behavioral health access andinlanguage equity, both ofwhich
arerecognized askeycountywide priorities. Myseven years of
experience inpsychiatric services, including crisis support, care
coordination, andbehavioral health integration, provide mewith

Irecently earned myRN-BSN from UNCW, with afocus on

completed mentorship andleadership training through UNCW’s

inour region continue toface barriers topreventive services,

obstacles.

NEW HANOVER COUNTY
NURSING HOME COMMUNITY ADVISORY COMMITTEE
Number of Members: 11 State mandated; may appoint up to 16 based on the number of nursing homes.
The Nursing Home Administrators may nominate one-third of the members.
Term of Office: 1-year term initially; 3-year term thereafter
Brief on the functions: Each member shall be aware of the general conditions under which the persons
are residing in the homes, and shall work for the best interests of the persons in the homes. This may
include assisting persons who have grievances with the home and facilitati ng the resolution of grievances
at the local level. Each member shall make quarterly visits to the nursing home it serves and more often
if it is necessary to carry out the duties. Statute or cause creating Board: N.C. General Statute 131E-128.
Qualifications: Must be a resident of New Hanover County. No person or immediate family member of a
person with a financial interest in a home served by the committee, or employee or governing board
member of a home served by the committee, or immediate family member of a resident in a home served
by the New Hanover County Nursing Home Community Advisory Committee may be a member of this
committee. Immediate family is defined as mother, father, sister, brother, child, grandmother, and
grandfather, as well as in-laws. Applicants must complete all Community Advisory Committee (CAC)
Orientation training before being certified, designated, and appointed as a CAC volunteer . Upon
application, an Ombudsman with the Cape Fear Council of Governments will work with applicants
through the training process.
Regular Meeting: Quarterly Meetings are held on the second Tuesday of January, April, July, and October

PARKS CONSERVANCY OF NEW HANOVER COUNTY, INC. BOARD OF DIRECTORS
Members: 13; 12 members appointed by the County Commissioners

Term of Office: 3-year terms
Qualifications: County resident 18 years of age or more who has a sincere interest and commitment
to the importance of park and recreation services; a willingness to give freely of time and energy to
learn about and to carry out responsibilities; the ability to work wel l with all other Board members;
complete open-mindedness and respect for varied points of view and consideration of all Board
business; good judgment, intelligence and courage of conviction; a dedicated interest in the Park and
Recreation welfare of all citizens of the county; the capability of speaking out and articulating parks
and recreation needs; the ability to accept and weather criticism gracefully; the strength to refuse to
be intimidated by pressure groups and issues which are not in the best interest of the whole county;
a strong feeling for team work between the Director, Board of County Commissioners, and other
Advisory Board members and a desire to truly know the community and the recreational needs of all
citizens.
Regular Meetings: Third Tuesday of every other month (odd months), at 5:30 p.m. at Airlie Cottage,
896 Airlie Road, Wilmington, NC
Statute or cause creating Board: The New Hanover County Board of Commissioners approved the
establishment of the Parks Conservancy on April 16, 2012; first appointments were made May 20,
2013.
Purpose: The general purposes of the Parks Conservancy are as follows:
1. To establish an endowment and receive and distribute monies for prospective funding of
capital improvements at County parks and to encourage the accumulation and dissemination
of knowledge of the history and natural heritage of Southeastern North Carolina.
2. To arrange for such meetings of Conservancy officers or other interested individuals, as may
be legally necessary or considered desirable in the furtherance of the aims and purposes of
County parks.
3. To encourage and arrange for gifts, grants, bequests, and devises to the Conservancy for its
work in the furtherance of the objectives for which it is organized, and to provide for the
proper expenditure, use, and conservation of all gifts, grants, bequests, and devises so
received.
4. To provide oversight to all internal groups including but not limited to: Volunteers and special
event committees.
5. To foster relationships with other related organizations.
6. To serve as ambassadors for the Parks to the community.
7. To participate in and support Parks events and programs.

Why do you wish to serve on I am passionate about preserving our parks. One reason I
this board or committee? chose to relocate to Wilmington is the extensive beauty of our
outdoors including Airlie and Long Leaf. I knew that in addition
to the beach, New Hanover County prided itself on an active
outdoor community. Since moving here I have discovered the
beauty of many other parks. Although newer to the Wilmington
area, I understand the importance of parks for our community.
What areas of concern
would you like to see
addressed by this
committee?
I wish to help find donors and grants that can continue to add
enhancements to our parks to keep them well-maintained for
our community, safe for the people who use them, and most
importantly FUN and VIBRANT for users of all ages.
I would like to be a member of this board because I believe
giving back to the community is important. My life is enriched
by the use of the tennis courts, walking trails, and peaceful
exploration of Airlie or launching my paddle board from Trails
End. I want to be actively engaged in helping others to find
these resources and to donate my time and effort to helping
increasing funding to conserve our parks.
I would love to see the conservation board continue to fund
donor/grant based projects that add to our parks. Adding items
like hard courts, fitness equipment, story walks, and
accessibility measures is important to me. I've seen unique
park attributes when I lived in Austin TX that also sought to
balance active and passive park spaces. I think we can learn
both from others in our state and across the nation from
communities who value their green spaces.
I'd also love to see how this committee can work with our local
strengths, such as artists, to help think about out of the box
grants that might help our community. Items like beautification
grants tied to artwork provided by local professionals or
perhaps funding tied to donors in our robust film community.
I'd also be interested in how the committee uses funds to help
with keeping our parks and water-spaces clean even with
increasing use. Holding volunteer trash picks ups to help our
county workers and understanding from the staff which areas

Volunteer Activities Ihavebeen involved with many missions through my church,
which helped to serveboth those inthelocal community, as
well astaking mission trips along theEast Coast. The most
notable mission trips included serving inWashington DC,
Pigeon Forge, TN, andvarious boroughs inNew York City.
These trips included feeding thehomeless, staffing behind the
scenes atshelters (cleaning, cooking, etc), sorting through
donations, and visiting theelderly innursing homes.
Locally, with both mychurch and membership inBeta Club, I
have volunteered at various homeless shelters, nursing homes,
and foodbanks.
Another oneof myfavorite ways toserve was with theMiracle
League ofWilmington, afully accessible baseball league and
playground which allows bothchildren andadults with
disabilities toparticipate insports, recreation, andsocial time.
During college Iboth assisted inthecoordination ofevents,
andworked atevents which were raising funds forMilitary
Heroes, Breast Cancer Research Foundation, andAces for
Autism.
Ialso assisted incoordinating candrives forlocal food banks.

items.
