Section 2: Explanation
BA 26-024 Bobby Jeans Kids - Bobby Jean Harvey, former DSS Social worker, created Bobby Jean's Kid in 2006 with a
focused mission about service and trying to make a difference in a foster children's lives. Bobby Jean's funding helps dozens
of foster children in a variety of ways for things the child welfare system does not typically fund, such as:
-Summer Camp
-School Events (i.e., Prom/Homecoming tickets and clothing)
-School Uniforms
-After School Care
-Computers
-Graduation (i.e., cap and gown, announcements, and class rings)
-Appliances
-Furniture
No county match is required.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover County, North Carolina,
that the Ordinance for Budget Amendment(s) 26 - amending the annual budget ordinance for the fiscal year ending June 30,
2026, is adopted.

Section 2: Explanation
BA 26-025 Increases the budget for the NHC Stabilization and Re-entry Center (STAR) by $149,972. This amount represents
the interest earned on grant funds previously awarded to the county by the NC Office of State Budget and Management
(OSBM). The original $3.7 million grant, received in June 2024, was designated for capital improvements to the STAR center
located on Robin Hood Road. Consistent with grant regulations, the earned interest is subject to the same requirements and
restrictions as the initial OSBM funds and must be spent exclusively on eligible capital expenditures for the facility.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover County, North Carolina,
that the Ordinance for Budget Amendment(s) 26-025 amending the annual budget ordinance for the fiscal year ending June 30,

PURCHASE OF • CHEVROLET •
WHEREAS, on November 19, 2025, formal bids were originally received and publicly opened
for the purchase of two (2) Chevrolet Tahoes; and
WHEREAS, at the December 15, 2025 Board of County Commissioners meeting, based on the
recommendation of staff after an internal review of the bid process, the Board rejected all
bids, and the purchase was rebid on December 17, 2025, with formal bids due on December
30, 2025, at 3:00 PM in the Government Center Multipurpose Room 136; and
WHEREAS, three (3) bidders submitted bids in response to the solicitation as detailed below:
DRAB Procurement $117,000
Donohoo Chevrolet $113,436
Modern Chevrolet $107,814, and
WHEREAS, Modern Chevrolet, the lowest responsive and responsible bidder, with a price of
$107,814 is being recommended for award of bid; and
WHEREAS, funds are available in the Sheriffs Office existing 2026 budget for the purchase of
the vehicles.
NOW, THEREFORE, BE IT RESOLVED by the New Hanover County Board of Commissioners
that the award of bid to Modern Chevrolet for the purchase of two (2) Chevrolet Tahoes
in the amount of $107,814 is approved and County staff are directed to process any
required documents to complete the transaction.

NATIONAL DAY OF RACIAL HEALING PROCLAMATION
WHEREAS, the New Hanover County Board of Commissioners recognizes the importance of
fostering a community grounded in mutual respect, dignity, and understanding among all
residents; and
WHEREAS, strong communities are built through open dialogue and a shared commitment to
treating one another with fairness and civility; and
WHEREAS, the National Day of Racial Healing, observed annually on the Tuesday following
Martin Luther King Jr. Day, provides an opportunity for individuals and communities to reflect on
shared values, promote understanding, and strengthen relationships across differences; and
WHEREAS, opportunities for respectful conversation and community engagement can help build
trust, encourage cooperation, and support a welcoming environment for all who live and work in
New Hanover County; and
WHEREAS, recognizing and promoting shared values contributes to a stronger, more connected
community by encouraging respect and understanding among residents; and
WHEREAS, New Hanover County encourages residents, organizations, and community partners
to observe this day in ways that promote unity, understanding, and positive community
connections.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of Commissioners that
Tuesday, January 20, 2026, is hereby proclaimed as "National Day of Racial Healing" in New
Hanover County.
