LEPC Members present introduced themselves. Review and Approval of September 10, 2025, LEPC Meeting Minutes The minutes of the September 10, 2025 meeting were provided. Drew Dwyer moved the minutes be approved with one change; Alan Hancock seconded. The minutes were approved by unanimous consent. Discussion Topics “Why Me” LEPC Spotlight – US Flood/Tiger Dams (Matt Legie) – “The Sandbag Replacement Company” produces reusable water filled flood barriers to replace sand bags. Sections are interlocking and stackable allowing for a scalable response. The Tiger Dams are FM Approved (USACE tested and certified). The system sets up in 20% less time than it takes to set up an equivalent amount of sandbags, and has recorded seepage less than sandbags including against wave action. System can stack to 25 ft (optimal is 18” to 12’). Available in yellow chemical resistant version for hazmat deployment. Lithium Ion Battery Training – Training was held October 1-3. Overall feedback was very positive. Roughly 75 individuals attended each class, with 40 in hands-on training. It was a great opportunity for agencies to collaborate, addressed a growing need, and provided important information. LEPC Nominations / Elections - LEPC Chair, Vice-Chair, and Secretary positions are open for nominations. Roles will be assumed in January. Stan Harts nominated Rhonda Olson as Vice Chair. There were no other floor nominations. Election ballots will be sent out to registered members. Subcommittee Reports 1. Executive Committee (Stan Harts) – Hazmat materials plans were sent out through email to everyone. Please review and provide comments as needed. 2. Emergency Planning/Response (Rhonda Olson) – The City of Wilmington has again offered their conference space. If you are interested in helping with conference planning, have a topic you would like to see, or are able to present, please let Rhonda Olson know. 3. Community Education/Public Awareness – No report. Member Announcements • NHC Sheriff’s Office – There was a response call out to Leland due to a residential explosion. Homemade explosives and homemade meth were present. The chemicals are standard purchase items from a hardware store but may be a specialty purchase. Call if you think you see something suspicious. No current known active threats are in the area. • Red Cross – Will be having an exercise called “Thunderbolts” to stand up shelters in 2-hours. It will be a no-notice exercise. The community has been active requiring the hiring of community relations individuals to help underserved communities. • Novant Health – Had FEMA Radiological exercise. Will have FSE MCI exercise in February 2026. • NCDOT – Battleship Marathon happening this weekend on Sunday. Expect traffic issues. • US Coast Guard – Area committee meeting coming up on November 17th. The airshow from October 2 moved to December 6th over Carolina Beach. • GE Vernova Hitatchi – Hosted first part of Radiological Exercise with multiple agencies (Novant, County Fire, etc.). Next exercise October of 2027. The next LEPC meeting is scheduled for 11:00 AM on January 14, 2026, in the NHC EOC. Adjournment Stan Harts made a motion to adjourn, seconded by Linda Willis. The meeting adjourned at 12:02 PM.
