Notes/Discussion: Welcome and introductions. 3/12/25 meeting minutes were approved.
Notes/Discussion: NHC Board of Commissioners signed a resolution to support an update to the NC Beach and Inlet
Management Plan. The signed resolution and the PWBC letter of support were sent to NCBIWA as they continue their efforts to
push for an update.
•Bid opening pushed back to 4/23 due to contractors asking for more time to submit
•FY26 Wilmington Inner Bar bid opening held on 4/1
•Placement on Oak Island
•4 bids
•Lowest bid was Norfolk at $25.2 million
•Government Estimate was $20.1 million

Notes/Discussion: Increase in the number of bids for the FY26 Wilmington Inner Bar project compared to the last solicitation.
Waiting to see if USACE is able to award a bid for the Inner Bar project. Although the CB and KB project was pushed back a
couple weeks, a bid opening in April is still early in the calendar year.

Carolina Beach Inlet Maintenance Dredging
•USACE now aiming for a June event
•Merritt dry dock stay longer than initially expected
•Murden directed to Guantanamo Bay
•Currituck is being retired and USACE will look to replace
Inlet survey dates 1/27-28 and 2/4, Borrow Area surveyed 2/21 and 3/12
Notes/Discussion: USACE is hoping to have an updated survey of the inlet done soon. Eve Phillips raised the question of if there was anything to be
done to assist USACE in getting a dredge in the inlet quicker and discussion around the fact the USACE only has one dredge plant in the continental US
that can service shallow draft inlets and it is still waiting to come out of the shipyard with multiple stops along the coast before reaching CB inlet. Jay
Healy raised the point that Rep. Charlie Miller is having discussions around the idea of a multi-county shallow draft dredge.

•USACE notified New Hanover County (NHC) on 2/20/25 of shoaling within Mason Creek AIWW crossing
•Per federal permit conditions associated MIRP, NHC required to maintenance dredge
•Per USACE
•+/-75,000cy within Section 3 Tangent 12 template
•Option to include in upcoming USACE FY26 AIWW Maintenance Dredge contract
•USACE estimated dredge cost of ~$722,000 and ~$2 million in repair costs for DA 241
•NHC currently gathering more information
