Notes/Discussion: Vice-Chair Neal Andrew opened meeting and led introductions. 1/14/26 meeting minutes approved (Natalie English
motion, Harry Knight second). Bret Walters, USACE SAW, presented on the Wilmington Harbor 403 Deepening Project. Questions
afterwards included questions by Jay Healy and Sue Bulluck specific to aquifer and groundwater impacts, as well as general discussion
surrounding PFAS as it relates to beneficially reused material.
•Public meeting to discuss project update was held last Thursday (Feb. 5th) in Carolina Beach
•USACE presented with Town of Carolina Beach, Town of Kure Beach, and New Hanover County present
•Norfolk expected to resume work at the end of February/beginning of March
•Updated CY reminder: Carolina Beach = 920,000cy and Kure Beach = 870,000cy

Notes/Discussion: 2/5/26 public update meeting held by the USACE, Town of Kure Beach, and Town of Carolina Beach seems to have been
well received and that the USACE did a great job presenting detailed, easy to understand information.

Carolina Beach Inlet Maintenance Dredging
•USACE planning a Merritt event for mid/late March
•Due to Norfolk working within inlet borrow area (late Feb. to late April) and Southwind working within Carolina Beach Inlet AIWW
Crossing (mid Feb. to mid March)
•Murden currently in the Bahamas and scheduled out through March
•USACE in process of renewing Long-Term Memorandum of Agreement (LTMOA) with State of North Carolina
•Mechanism for cost share with the state (75% state/25% local)
•Renewing in kind with no large changes

•Southwind worked at the Mason Inlet Crossing from to Jan. 8 to Jan. 22
•Removed ~80,000cy from AIWW crossing template
•NCWRC inspected and complimentary of Figure 8 Island beach placement

Notes/Discussion: Reminder that Mason Inlet AIWW Crossing is the County’s responsibility due to a federal permit condition tied to the
County’s federal permit for the Mason Inlet Relocation Project.

Notes/Discussion: Question of who is financially responsible came up and this is a federal, USACE project that is federally funded.
Next Meeting: March 11th
Public Comment/Open Discussion
Notes/Discussion: No comments from public. New Hanover County’s new County Engineer starts next week so he will hopefully be
introduced at a meeting soon. Bryan Hall will more than likely be out on paternity leave for a majority of the month of April so if there’s
anything the commission would like to see or has questions on, please reach out to him prior to next month’s meeting so they can be
addressed prior to him going on leave. Vice-Chair Neal Andrew adjourned the meeting.
