TECHNICAL REVIEW COMMITTEE AGENDA
February 18, 2026
New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, December
February 18, 2026 at 2:00 p.m. to discuss the below items.
The Technical Review Committee (TRC) is a staff-level group that reviews projects for compliance
with the regulations administered by each respective review agency. The TRC meetings are
considered staff meetings with applicants and are not public hearings.
The TRC meeting is an opportunity for applicants to speak with county staff and any voluntarily
participating state agencies about the review comments they have been provided.
No voting is involved in the technical review process and no approvals or denials are made at TRC
meetings. Following the TRC meeting, applicants are responsible for updating their plans to
address review comments. Applicants are also responsible for coordinating with state and federal
agencies for compliance with any additional requirements.
Information about the projects can be found on online at the county’s Development Activity
page.

review comments. Those revised plans need to be resubmitted to the assigned case planner. The case
planner will facilitate additional reviews until all comments have been addressed, and the necessary
departments have stated the plans comply with the applicable minimum requirements for
development.
Following any future TRC approval, the project is required to obtain additional permits to include a
zoning compliance permit for the site. Applicants are also responsible for coordinating with state and
federal agencies for compliance with any additional requirements. Any activity on the property that is
not approved as part of the TRC review and zoning compliance permit will be considered a violation
of the UDO and subject to enforcement action under Article 12 Violations and Enforcement.
The following comments have been received for the February 18, 2026, TRC meeting. Additional
comments may be made upon further review of subsequent revisions.

Compliance with local zoning requirements
1. General Comments
a. Property is zoned R-15.
b. As stated by the application the intended use is Park and Recreation Area. The Unified
Development Ordinance (UDO) defines the use as:
i. An area of land set aside for public use and enjoyment and consisting of
facilities for passive and/or active recreation, specifically excluding
commercially operated recreational facilities. This use does not include
passive or active open spaces developed to be ancillary to residential
neighborhoods and developments.
ii. Please list all incidental or customary activities that may occur on the property
in line with and under the general definition of the requested use.
c. The Planning and Land Use Department’s review of the site is for compliance with the
UDO and use specific requirements of the specified land use. Any other activity that
might occur on the property beyond the definition above should be noted on the
application and site plan for additional review and comment.
2. UDO Section 5.1, Parking and Loading
a. The intended permitted use has no minimum parking requirements.
3. UDO Section 5.2, Traffic, Access and Connectivity
a. Please note that no building permit for any structure shall be issued which requires
NCDOT approval for a Driveway Permit until NCDOT has issued the permit approval.
Evidence of approval shall accompany the application for building permit.
4. UDO Section 5.3, Tree Retention
a. Note: Land disturbance permits can be issued by county Engineering before a Tree
Removal Permit is approved by Planning. However, any trees removed before the Tree
Removal Permit is issued may result in enforcement action under Section 5.3.2 of the
Unified Development Ordinance to include prohibiting any development of the site for
3 to 5 years.
5. UDO Section 5.4, Landscaping and Buffering
a. Foundation plantings located between the building face and the parking lot or drive
aisle shall be required for all portions of buildings adjacent to parking lots or internal
drive aisles.

i. The foundation planting area shall be 12% of the area of the first-floor building
face, or building face up to 25 feet in height, whichever is less, adjacent to the
parking area or internal drive; and
ii. The foundation planted area shall be planted as landscaped areas of sufficient
variety, height, and size with plantings listed in the New Hanover County Tree
and Landscaping Manual.
6. UDO Section 5.5, Lighting
a. Please note that a lighting plan is not required for TRC approval but will be required
prior to issuance of construction plan approvals.
b. Is any lighting proposed for the site?
7. UDO Section 5.6, Signs
a. For any signs on the site, a separate sign permit must be submitted and reviewed by
the county for compliance with Section 5.6 of the UDO for standards at or after the
submittal of the separate zoning compliance and construction permits for the primary
building or use.
8. UDO Section 5.7, Conservation Resources
a. Per the New Hanover County Conservation Resources map, there is approximately 20
acres of Pocosin on site, with approximately 8 acres underlaid by Class IV soils,
however no disturbance is shown on the portion of the site containing Pocosin
underlaid by Class IV soils, please confirm, as conservation standards could apply if
disturbed.
9. UDO Article 9, Flood Damage Prevention
a. Per the New Hanover County Flood map, part of the property is in a regulatory
floodplain, but the building envelope is entirely outside the flood zone.

Compliance with local zoning requirements
1. General Comments
a. Property is zoned as a Planned Development (PD).
b. As stated by the application the intended use is Plastic Product Manufacturing. The
Unified Development Ordinance (UDO) defines the use as:
i. This industry group comprises establishments primarily engaged in
processing new or spent (i.e., recycled) plastics resins into intermediate or final
products. Using such processes as compression molding; extrusion molding;
injection molding; blow bolding; and casting. Within most of these industries,
the production process is such that a wide variety of products can be made.
ii. Further review of the intended use will be required, as this use is not a
permitted use in PD districts under the current Unified Development
Ordinance.
iii. Please list all incidental or customary activities that may occur on the property
in line with and under the general definition of the requested use.
c. The Planning and Land Use Department’s review of the site is for compliance with the
UDO and use specific requirements of the specified land use. Any other activity that
might occur on the property beyond the definition above should be noted on the
application and site plan for additional review and comment.
d. This project has been conditionally rezoned to a Planned Development as case
number Z-231.
2. UDO Section 5.1, Parking and Loading
a. Use requires 1.5 parking spaces for every 1,000 square feet of building area. Project
proposes a 33,400 square foot addition. Required parking is 33,400 / 1,000 = 33.4 x 1.5
= 50 additional required parking spaces.
b. As the site is updated and brought into compliance with the current ordinance,
existing parking does not meet requirements for the use. There appears to be
approximately 42 spaces currently, for the 57,630 square foot building. My

calculations yield 87 required parking spaces for the existing building, not including
the 50 from the new building.
c. Per 5.1.3.A of the Ordinance, a parking demand study can be submitted to
demonstrate that the appropriate minimum number of off-street parking spaces for
the project is different from the standards outlined in Section 5.1.2, Minimum Off-
Street Parking Standards by conducting a parking demand study prepared by a
professional engineer.
3. UDO Section 5.2, Traffic, Access and Connectivity
a. Please note that no building permit for any structure shall be issued which requires

5. UDO Section 5.4, Landscaping and Buffering
a. Street yard landscaping will be required along street frontages.
i. B-2 and I-2 primary street yard requires 25 square feet for each linear foot of
street frontage; with secondary frontages requiring 50 of the primary frontage.
There is a minimum width of 12.5’, and a maximum width of 37.5’.
ii. There appears to be roughly 410 feet of street frontage along Corporate, and
roughly 200 feet of Northchase Parkway.
1. 25 x 200 = 5000 square feet of street yard required if we consider
Northchase Parkway to be the primary frontage. That would mean the
Corporate Drive frontage would be considered secondary and could
be reduced by 50%. 25 x 410 = 10,250 square feet of street yard
landscaping (or 5,125 square feet if we continue viewing this as
secondary)
iii. For every 600 square feet, 1 canopy tree or three understory trees are
required, along with 6 shrubs.
b. Parking lot landscaping required equaling 8% of the total vehicle use area.
i. One tree per 144 square feet

ii. At least 75% of trees shall be shade/canopy species.
iii. No parking space shall be located more than 120 feet from a landscape island.
c. Foundation plantings located between the building face and the parking lot or drive

drive aisles.

2. Per NCFC 507.1, Provide an Engineered fire flow analysis report in accordance with the fire
code and Appendix B to include pertinent information. Fire flow test shall be conducted in
accordance with NFPA 291 and NCFC 507.4.

An NCDOT Driveway Permit is required. Submit plans in accordance with pages 14 and
15 of the Policy on Street and Driveway Access to North Carolina Highways to include
access locations within 500’ of the proposed access on both sides of the State Road.

Site Plan Comments:
Drainage/Stormwater Conveyance:
• If the drainage does not naturally flow to the NCDOT right of way the historic
drainage pattern should be maintained.
NCDOT Standard Drawings:
• Include/update the NCDOT Standard Drawings (2024) that are applicable to the
development.
Sight Triangles and Sight Distance:
• Show and label the 10’ X 70’ NCDOT sight triangles.
o No obstructions shall be placed within the NCDOT sight triangles.
• Show and label the stopping sight distance.
o No obstructions shall be placed within the stopping sight distance.
Identification Signing and Landscaping:
• Identification signing or landscape vegetation within the median and the sight
distance triangle must not obstruct the driver’s line of sight. No landscaping or
signing will be allowed to exceed 42 inches in height, measured from the Edge of
Pavement (EOP) within the median or sight triangle.
• All pylon signs in the median or sight distance triangle must provide a vertical
clear sight zone between 3 feet-6 inches and 10 feet-0 inches measured from the
EOP. Signing located within a clear recovery area shall be of a “breakaway
design.”
• Only low growing shrubbery, consistent with the NCDOT’s landscaping policies,
as contained in the publication “Guidelines for Planting Within Highway Right of
Way,” will be allowed within a landscaped median and the sight distance triangle
at the entranceway to a development, whether the street or driveway connection to
the State Highway System is designated as a public facility or not. Landscaping
within the right-of-way and sight distance triangles may require additional
approval by the District Engineer.

In an effort to save time and resources, we are happy to provide an initial assessment of a driveway permit submittal’s plans via email to
identify any major issues up front. This initial assessment can be followed up with a submittal of one digital copy of the plans along with all

Engineering Studies
The applicant may be required by the District Engineer to submit studies based on, but not limited to, the parameters outlined
herein. If study requirements of the local government agency are more restrictive than the NCDOT requirements, then local
government requirements will govern. However, this does not imply that the NCDOT is obligated to approve entrance designs
that are too constrictive to allow smooth and safe traffic flow. All studies including, but not limited to, Traffic Impact Analyses
(TIA), traffic signal studies, and drainage studies, must be prepared under the direct charge of and sealed by a North Carolina
licensed Professional Engineer.

4)Driveway Profile - In shoulder sections, maintain minimum 2% fall from edge of travel way for required

Technical Review Committee (TRC) General Information
The TRC is a staff-level group of local government officials that reviews projects for compliance with
the local regulations administered by each respective review agency. Voluntarily participating state
agencies may also provide comments. And general information and non-binding recommendations
about the site may also be provided by government agencies.
The TRC meetings are considered staff meetings and are not public hearings. The TRC meeting is an
opportunity for applicants to speak with county staff and any voluntarily participating state or federal
agencies about the review comments they have been provided.
No voting is involved in the TRC process, and no final approvals or denials are made at the TRC
meetings. Following the TRC meeting, applicants are responsible for updating their plans to address
review comments. Those revised plans need to be resubmitted to the assigned case planner. The case
planner will facilitate additional reviews until all comments have been addressed, and the necessary
departments have stated the plans comply with the applicable minimum requirements for
development.
Following any future TRC approval, the project is required to obtain additional permits to include a
zoning compliance permit for the site. Applicants are also responsible for coordinating with state and
federal agencies for compliance with any additional requirements. Any activity on the property that is
not approved as part of the TRC review and zoning compliance permit will be considered a violation
of the UDO and subject to enforcement action under Article 12 Violations and Enforcement.

1. General Comments
a. This site is zoned B-2, Regional Business.
b. As stated in the application the intended use is Convenience Store and Fuel Sales. The
Unified Development Ordinance (UDO) defines the use as
i. Convenience Store: A small retail self-service store selling a limited line of fast-
moving food and nonfood items, usually with extended hours of operation
and usually with a high volume of customer traffic comprised of quick
transactions of a small number of items. Includes fuel sales as an accessory
use.
ii. Fuel sales: A facility engaged in the storage, distribution, and retail sales of
vehicle fuels for personal vehicles, fleet vehicles, and/or trucks.
c. The Planning and Land Use Department’s review of the site is for compliance with the
UDO and use specific requirements of the specified land use. Any other activity that

plan to me, you can do this concurrently with building permits.
7. UDO Section 5.6, Signs
a. I’ve noted a couple of directional signs on this site, how big will the “auto-only,” “truck
entrance,” and “truck exit” signs be?
i. The reason I ask is to try and avoid the issue we ran into with the other 7-11
on US 421, where there was some back and forth about directional signs on
the property and how many were allowed and how big the planned ones were.
ii. I know some of this was because there was one entrance for both autos and
trucks which caused some confusion and this site is designed differently, so it
may not be a problem.
b. For any signs on the site, a separate sign permit must be submitted and reviewed by
the county for compliance with Section 5.6 of the UDO for standards at or after the
submittal of the separate zoning compliance and construction permits for the primary
building or use. Any approvals granted by the TRC for the site design is not an approval
for the ultimate size or placement of the sign.
8. UDO Section 5.7, Conservation Resources
a. The majority of this site has Pocosin Conservation Resource on it. However, there are
no Class IV soils on the site.

• All pylon signs in the median or sight distance triangle must provide a vertical
clear sight zone between 3 feet-6 inches and 10 feet-0 inches measured from the
EOP. Signing located within a clear recovery area shall be of a “breakaway
design.”
• Only low growing shrubbery, consistent with the NCDOT’s landscaping policies,
as contained in the publication “Guidelines for Planting Within Highway Right of
Way,” will be allowed within a landscaped median and the sight distance triangle
at the entranceway to a development, whether the street or driveway connection to
the State Highway System is designated as a public facility or not. Landscaping
within the right-of-way and sight distance triangles may require additional

Engineering Studies

Dear Mr. Burns,
The WMPO has coordinated the review of the Castle Hayne 7-Eleven Development TIA (sealed May 10,
2025) and the Technical Traffic Memorandum (sealed December 16, 2025) by NCDOT and New Hanover County
Staff. Based on the information provided and conversations held to date, it is our understanding that the
proposed development will be built in 2027 and will consist of:
• ITE LUC 945 Convenience Store with Gas Station (4-5.5 KSF) – 20 VFP
The following improvements are required for this development:
SR 1002 (Holly Shelter Road) at I-40 Eastbound Ramps (future signalized intersection by others)
• No improvements are required.
SR 1002 (Holly Shelter Road) at I-40 Westbound Ramps (future signalized intersection by others)
• No improvements are required.
SR 1002 (Holly Shelter Road) at SR 2662 (Barbados Boulevard) (existing unsignalized intersection)
• Signalize the intersection and coordinate it into a signal system with the adjacent future I-40 Ramp signals.
• Extend the existing eastbound right turn lane on Holly Shelter Road to provide 225 feet of full width storage
and appropriate deceleration and taper lengths.
SR 2662 (Barbados Boulevard) at Access A (proposed unsignalized driveway)
• Construct the eastbound approach (Access A) with one ingress lane and one egress lane.

• Provide an internal protected stem of 50 100 feet, as measured from the right-of-way line.

Shelter Road.
SR 2662 (Barbados Boulevard) at Access B (proposed unsignalized egress only driveway)
• Construct the eastbound approach (Access B) with one ingress lane and one egress lane.
• Provide stop control for the eastbound approach.
• Provide an internal protected stem of 75 feet, as measured from the right-of-way line.
SR 2662 (Barbados Boulevard) at Access C (proposed unsignalized ingress egress only driveway)
• Construct the eastbound approach (Access C) with one ingress egress lane.
If changes are made to the proposed site driveways and/or land uses, the current trip distribution may need to
be modified and would require a revised Traffic Impact Analysis to be submitted for review by the NCDOT,
WMPO, and New Hanover County, in which instance this approval would become null and void.
The applicant is required to obtain all applicable New Hanover County and NCDOT permits for access to the road
network. A copy of this TIA approval shall be included with any NCDOT driveway permit application. All applicable
NCDOT and New Hanover County technical standards and policies shall apply.
