New Hanover County has approved tree removal plans and has issued a tree removal permit for the
property described below.
APPLICANT NAME: Austin Scheib, Hanover Design Services, PA
PERMIT NUMBER: TR-24-000037
TREE REMOVAL/PROJECT DESCRIPTION: The project consists of the removal of 164 inches of
Documented Trees and 91 inches of Significant Trees.
REQUIRED MITIGATION:
91 inches of Significant Trees removed.
91 inches x the mitigation factor of 2 = 182 inches of required mitigation.
73 inches of existing documented trees are being retained. Only Documented trees count towards
offsetting required mitigations. But retained native trees count for 1.5 inches of retention.
73 x 1.5 = 110 inches of credited retained trees for mitigation
182 inches required mitigation – 110 credit = 72 remaining inches for mitigation.
Remaining mitigation is achieved through planting of 85 caliper inches of trees on the site. 85-72=13
inches of credit remaining.
APPROVED TREE MITIGATION: The required mitigation is achieved through retention of 73” of native
trees onsite and replanting of 85 caliper inches of birch, elm, maple, and holly trees.

Tree removal activities for the above property may begin at this time in accordance with the County’s
regulations and with the following conditions:
1. TREE REMOVAL MUST BE CONDUCTED IN ACCORDANCE WITH THE PLANS APPROVED BY
THE COUNTY (ATTACHED TO THIS PERMIT), INCLUDING PLANS FOR MITIGATING THE
REMOVAL OF SIGNIFICANT TREES. FAILURE TO FOLLOW THE APPROVED PLAN MAY
RESULT IN A REQUIRED PAYMENT INTO THE COUNTY’S TREE IMPROVEMENT FUND IN
ACCORDANCE WITH COUNTY STANDARDS.
2. EXISTING SIGNIFICANT TREES THAT ARE TO REMAIN ON THE SITE MUST BE PROTECTED
FROM VEHICULAR MOVEMENT AND MATERIAL STORAGE DURING ANY CLEARING,
GRADING, OR LAND DISTURBING ACITIVITIES. AN UNDISTURBED AREA MUST BE RESERVED
AROUND EACH TREE AS DETERMINED BY THE TREE’S DRIP LINE. THE UNDISTURBED AREA
MUST BE PROTECTED BY A SUITABLE FENCE.
3. IF A PROTECTED TREE IS DESTROYED, SUBSTANTIALLY DAMAGED, OR DIES AS A RESULT OF
NEGLIGENCE ON THE PART OF THE PROPERTY OWNER WITHIN THREE YEARS AFTER THE
CLEARING, GRADING, OR LAND DISTURBING ACTIVITY, THEN REPLACEMENT TREES MUST
BE PLANTED ON THE SITE OR A PAYMENT MUST BE MADE TO THE COUNTY’S TREE
IMPROVEMENT FUND IN ACCORDANCE WITH COUNTY STANDARDS.
4. THIS PERMIT DOES NOT RELIEVE THE PROPERTY OWNER OR APPLICANT FROM ANY LAW,
REGULATION, OR REQUIREMENT OF ANY OTHER GOVERNMENT OR REGULATORY AGENCY.
ADDITIONAL LOCAL, STATE, AND FEDERAL PERMITS MAY BE REQUIRED TO BE OBTAINED
PRIOR TO BEGINNING ANY CLEARING, GRADING, OR OTHER LAND DISTURBING
ACTIVITIES.
5. TREE REMOVAL PERMITS DO NOT GRANT ANY STATUTORY VESTING OR APPROVAL OF ANY
SITE-SPECIFIC DEVELOPMENT PLAN OR FUTURE DEVELOPMENT OF THE SUBJECT
PROPERTY. TREE REMOVAL PERMITS ARE ONLY APPROVING REMOVAL AND MITIGATION
OF TREES.
6. MODIFICATIONS MADE TO THE APPROVED TREE REMOVAL AND MITIGATION PLAN WILL
REQUIRE ADDITIONAL REVIEW BY THE COUNTY AND MAY REQUIRE THE SUBMITTAL OF A
NEW TREE REMOVAL PERMIT APPLICATION.
7. IF THE TREE REMOVAL ACTIVITIES HAVE NOT SUBSTANTIALLY COMMENCED WITHIN SIX
MONTHS OF PERMIT ISSUANCE, THIS PERMIT SHALL EXPIRE AND A NEW TREE REMOVAL
PERMIT APPLICATION MUST BE SUBMITTED.
