Subject: Commercial Site Plan TRC Approval – McQuillan Pines Amenity Center – 118 Shed Drive
The subject Commercial Site Plan has been approved by the Technical Review Committee (TRC). The
site is approved for the following use defined by the Unified Development Ordinance (UDO):
The intended use is Community Center (Private). The Unified Development Ordinance defines the use
as a meeting, recreational, and/or social facility provided by the government or a nonprofit institution
for public use.
The approved plan consists of a single 630 square foot building functioning as a pool house, along
with a covered patio and a pool for the use of Community Center (Private) on .2 acres of land
located at 6900 Carolina Beach Rd, (PID# R08200-001-002-000).
The site was most recently rezoned to (CZD) RMF-L and (CZD) B-2 as Z23-04M on July 20, 2025. The
site has the following seven (7) conditions:
1. Any RV and Boat storage must be located on the interior of the mini storage and may not be
visible from a public right-of-way.
2. The access easement from Southern Charm to Carolina Beach Road shall be public.
3. The access easements from both Southern Charm Drive and Carolina Beach Road shall not
be gated.
4. Single-family attached structures shall be limited to three stories. The mini storage height will
be limited to 3 stories or 50 feet.
5. The buffer yard between the new residential structures and the adjacent residential
structures shall be no less than 20 feet.
6. The mini storage structure will be limited to a 12,000 square foot maximum building footprint
and a 36,000 gross square foot maximum.
7. A minimum 20 foot-wide public access easement shall be provided along the frontage parallel
with Carolina Beach Road to accommodate future public bicycle and pedestrian use.

The approved site plan is attached. This approval is valid for two years unless a building permit
application or evidence of another substantial improvement for all or a portion of the project is
submitted to the County. If the TRC approval expires it will require a new application that will subject
the project to all development standards in effect at the time of the new application.
The TRC Commercial Preliminary Plan Approval allows the project to move forward with the next step
in the development process. The project may be subject to additional regulations of the County’s
development ordinances and applicants are responsible for obtaining all applicable permits and
approvals under any law, regulation, or requirement of any other federal, state, or local government
or regulatory agency. This includes but is not limited to:
• A Tree Removal Permit from New Hanover County Planning & Land Use.
• A lighting plan approved by New Hanover County Planning & Land Use meeting the
requirements of Section 5.5.
• A sign permit through COAST for any signs on site.
• New Hanover County Engineering for any required land disturbance and stormwater permits.
• CFPUA on water and sewer utility permits and approvals.
• NCDOT Driveway Permit.
• Construction permits and a Zoning Compliance permit.
Any changes to the approved plan, use, or incidental and accessory uses must be reviewed by and
receive written approval from New Hanover County Planning. Changes to the approved plan without
approval are considered a violation of the New Hanover County Unified Development Ordinance.
Violations may be subject to fines or legal action to ensure compliance with required development
standards and process.
