HomeMy WebLinkAbout7-11CastleHayneNC_LandscapeMemo Determination Letter The proposed 7-11 convenience store with fuel stations at 4828 Holly Shelter Rd has run into an issue with the required street yard landscaping for the road frontage on Barbados Blvd. Because of NCDOT visibility requirements for truck entrances and exits, landscaping over 42” cannot be placed in the area outlined in blue in the site plan mark-up below. After discussion with staff on 2/25/26, Seth Stewart with Freeland and Kauffman, Inc. found a path forward where they may be able to move some of the trees back on the site. These trees would be outside the maximum width landscape area of 37.5’ in the B-2 district, but would still be in between the road and the 7-11. These areas are noted in yellow on the marked up They may be able to plant additional shrubs in the areas of the street yard where the trees can no longer go. Per UDO Section 5.4.6.G, on a case by case basis, the Planning Director [duties which can be delegated to staff under UDO Section 10.1.6.B] may approve alternate planting materials or substitutions to street yard planting requirements where requirements would not be practical due to existing vegetation or other unique conditions. Such substitutions shall be determined to be in keeping with the purpose and intent of this section. Per staff review and discussion with the Development Review Supervisor, staff can accept an alternative landscape plan generally meeting what’s shown on the below site plan mark-up, but final approval will be based on the landscape plan showing the locations, size, and species of the trees and shrubs.
