Comments and responses are below. Comment: Housing type: Single family residential – detached with 55 dwelling units Response: Acknowledged. Comment: Density for Performance Residential: R-15 allows a maximum density of 2.5 dwelling units per acre under performance residential. 22.02 acres x 2.5 = 55 Response: Acknowledged. Comment: Site plan stated that no traffic calming devices are propose Response: Acknowledged. Comment: Perimeter setback of 20 Ft is shown and correct. Response: Acknowledged. Comment: Where is the mailbox kiosk planned to be located. Response: It will be located inside the Amenity building. Comment: Single Family homes are required to have two parking spaces. Please confirm this will be provided. Response: Acknowledged, homes will be setback far enough so a two car driveway can be installed. Comment: The right of way width is correct at 45’, however travel way must be 24’ minimum. Please confirm the width of the road. Response: Travel way is 24 ft of asphalt then 2 ft modified valley curbing. Comment: Please note that no building permit for any structure shall be issued which requires NCDOT approval for a Driveway Permit until NCDOT has issued the permit approval. Evidence of approval shall accompany the application for building permit Response: DOT driveway is under review. Comment: The site has a previously issued Tree Permit, TR-25-000090 Response: Acknowledged. Comment: The Tree removal permit required 187 inches of mitigation. This will need to be addressed through a mitigation plan prior to TRC approval Response: Acknowledged, will work on a mitigation plan. Comment: Land Disturbance can be issued by county Engineering before a Tree Removal permit is approved by Planning However, any trees removed before the Tree Permit is issued may result in enforcement action under Section 5.3.2 of UDO to include prohibiting any development of the stie for 3-5 years. This comment mainly applies to trees noted for saving in the tree save area on the site – removal of any of these trees will affect your mitigation. Response: Acknowledged. The amenity center will need a separate TRC application. Response: Acknowledged, amenity center will be submitted under separate review. Comment: Considering the proposed name of the development Alton Orchards, may we suggest planting a few apple trees. Response: Will look into some planting within the development. Comment: Please note under 5.5.2.A that a lighting plan is not required for single-family residential projects and the county does not require streetlights, however a lighting plan is required for any amenity area. Response: Acknowledged, will submit with amenity center review. Comment: No sign appears to be proposed, please confirm. Response: An entrance sign will be utilized. Design and placement has not been finalized and will be submitted under separate review. Comment: For any signs on the site, a separate sign permit must be submitted and reviewed by the county for compliance with Section 5.6 of the UDO for standards at or after the submittal of the separate zoning compliance and construction permits for the primary building or use. Response: Acknowledged. Comment: Per the NCH conservation resources map, there is pocosin on this site however there are no class IV soils. Therefore, the Conservation Resource Standards do not apply. Response: Acknowledged Comment: Performance residential subdivisions require 20% open space. Response: Acknowledged, greater than 20% is provided. Comment: Per the site data table on sheet 7, 5.52 acres of open space are being provided, at 25% of the sites total acreage. This requirement is met. Response: Acknowledged Comment: Sidewalks are present on one side of the road throughout the subdivision. Response: Acknowledged Comment: Block length is acceptable. Response: Acknowledged Comment: Street connectivity: 2 links, 1 node = 2, which meets the street connectivity ratio. Response: Acknowledged Comment: No buildings are in a floodplain. Please digitally submit the permit applications documentation with requisite review fees to the COAST online permit portal (https://newhanovercountync- energovpub.tylerhost.net/apps/selfservice#/home).Applicable forms can be found at https://www.nhcgov.com/251/Stormwater-Permitting and https://www.nhcgov.com/249/Sediment- Erosion-Control Response: Acknowledged, Stormwater permit is being submitted through COAST portal. Comment: Please contact the State for their Stormwater permit requirements. It is anticipated a high density permit will be required. Response: High Density NCDEQ Stormwater permit is being applied for. NHC Environmental Health Comment: Site plan reflects connection to public water. Proposed infrastructure does not violate setbacks to adjoining properties’ well or septic systems. Response: Acknowledged. Comment: Subdivision swimming pool and clubhouse will need plans submitted to NHC Environmental Health with building permit. Approval must be granted by Environmental Health prior to building permit issuance. Response: Acknowledged. NHC Addressing Comment: Please contact me for address assignments following TRC approval.
