MINOR COMMERCIAL SITE PLAN APPLICATION
This application form must be completed as part of a major site plan application submitted through the county’s
online COAST portal. The main procedural steps in the submittal and review of applications are outlined in the
flowchart below. More specific submittal and review requirements, as well as the standards applied in reviewing
the application for completeness are found in Section 10.3.6(E) of the Unified Development Ordinance.

Traffic Impact Analysis (TIA)
Please provide the estimated number of trips generated for the proposed use(s) based on the most
recent version of the Institute of Traffic Engineers (ITE) Trip Generation Manual.
Developments that generate 100 or more trips in the AM or PM peak hour must have a TIA approved and
approved by NCDOT and the WMPO before the site plan receives TRC approval.
Recommendation: Before applying contact the WMPO to confirm the most appropriate ITE code and traffic
generation rate is being applied. If the information has been verified, please attach a copy of the verification
with the application.

Application Requirements
Staff use the following checklist to determine if the application is complete. Please verify all the listed items are
included and confirm by initialing under “Applicant Initial”. If an item is not applicable, mark as “N/A”. Applications
determined to be incomplete must be corrected to be processed for further review. Staff will confirm if an application
is complete within five business days of submittal.
Applicants are encouraged to arrange an informal pre-application meeting with Planning staff at least two weeks
before applying. Pre-application meetings help improve the chances of submitting a complete application.

Commissioners for Special Use Permits, Variances, or rezonings before
applications can be deemed complete.

Site Plan Checklist
General
1 Project name, site address, and parcel identification number.
2 Name, address, phone number, and email address of the property owner, site designer, engineer and / or
surveyor and seal as applicable or required.
4 North arrow, scale, vicinity map, and dates of the original site plan and revisions.
5 Existing zoning and the land use of the property and zoning of adjacent parcels. Including all listed conditions
from any conditional rezoning, special use permit, or variance.
6 Index of sheets and an index planning map at a scale of 1” = 200’ showing the organization of the plan sheets
with sheet numbers, if applicable.
7 A legend for all symbols used within the site plan.
8 Elevations tied to North American Vertical Datum of 1988 (NAVD 88) and horizontal coordinates tied to the North
Carolina Grid System.
Site Plan Components
1 Property lines, acreage, rights-of-way (including street names, state road number, widths and right-of-way
dedication),
2 Required zoning setbacks including those required by overlay districts (SHOD).
3 Location, height, use and square footage of all existing and proposed buildings.
4 Stormwater management features
5 Location and square footage of all existing and proposed impervious surfaces (including gravel).
6 Fire hydrant locations and fire apparatus access to buildings
7 Vehicular use areas, including parking spaces, size, drive aisles, driveways, and fire apparatus access (including
cross sections)
8 Loading spaces, dumpster location, outdoor storage areas, and ground level mechanical equipment.
9 Fences and walls used for screening or decorative purposes (including height and material)
10 Existing easements and utilities must show the type, width, and deed / map book reference.
11 Anticipated type, width, and location of proposed easements. Proposed easement locations subject to change
may impact the final TRC approval for the site.
12 Pedestrian circulation areas including sidewalks
13 Phasing plan for the project, if applicable
14 Well and septic system locations, including repair area if applicable
15 Boundary of any Special Flood Hazard Areas including the Base Flood Elevation.

Location and setbacks of all environmental areas of concern including conservation resources, CAMA, 404 and
401 wetlands as defined by the appropriate agency. Areas not field verified or delineated before application
submittal may result in partial comments or comments subject to change depending on the results of the
required delineations and may require changes to site plans.
17 Tree Retention: Location, caliper, and species of all regulated trees, and identification of any significant or
specimen trees to be removed and proposed method of mitigation.

Landscape Option A) Landscape plan showing the location, caliper, height, and species of plantings that will be
preserved or installed to comply with landscaping requirements. OR
Landscape Option B) The location and width of the required landscaping areas with a site table identifying the
minimum landscape calculations for each buffer and landscape area. A separate landscape plan showing the
items in Option A above must be submitted and approved by the Planning Department before full TRC site plan
approval can be granted for the project.

Acknowledgement and Signatures
Note: This form must be signed by the property owner(s) of record or their authorized agent. A
signature is required for each owner of record if there are multiple owners.
By signing below, I understand and accept the following:
• That the existing Official Zoning Map is presumed to be correct.
• I am legally able to make decisions regarding the subject property and apply for this application to
make changes to the subject property.
• If applicable, I also appoint the applicant / agent listed on this application to represent me and make
decisions on my behalf regarding this application during the review process.
• The applicant / agent is hereby authorized on my behalf to:
o Submit an application including all required supplemental information and materials;
o Appear at the Technical Review Committee meeting to give representation and comments;
o Act on my behalf without limitations with regard to any and all things directly or indirectly
connected with or arising out of this application; and
o Provide written consent to any and all conditions of approval.
• An authorized agent or the property owner will attend the TRC meeting and answer questions if
called upon.
• That a separate Tree Removal Permit (TRP) must be submitted and approved by New Hanover
County before TRC approval may be granted and before any trees are removed from site.
• That other local, state, or federal permits or other new information or conditions related to the
property may result in changes that impact the final design of the project.
• If changes are made to the proposal after the application completeness determination that
require additional staff review and vetting, the changes will be ineligible to move forward to the
intended Technical Review Committee agenda.
