ASSEMBLY
The New Hanover County Board of Commissioners met on March 12, 2026, at 11:00 a.m. for Agenda Review
in Conference Rooms 137-139 at the New Hanover County Government Center, 230 Government Center Drive,
Wilmington, North Carolina.
Members present: Chair LeAnn Pierce; Vice Chair Dane Scalise; Commissioner Bill Rivenbark; Commissioner
Stephanie A.C. Walker; and Commissioner Rob Zapple.
Staff present: County Manager Chris Coudriet; Clerk to the Board Kymberleigh G. Crowell; and County
A?orney K. Jordan Smith.
Chair Pierce called the Agenda Review mee?ng to order, explaining that the purpose was to review and
discuss agenda items for the March 16, 2026 Regular Mee?ng.
Consent Agenda Item #3: First Reading: Approval of Solid Waste Franchise Agreement for 2940 Capital
LLC DBA Vavia Dumpster Rental Wilmington. In response to questions, Recycling and Solid Waste Director Joe
Suleyman confirmed that the company is headquartered in Wilmington, owns property in Wilmington, and will base
its equipment locally. He also confirmed that the company is an LLC and pays personal property taxes to the County
while collecting payments from county residents.
Consent Agenda Item #5: Second Reading: Approval of Solid Waste Franchise Agreement for Carolina
Carting LLC. In response to questions, Mr. Suleyman confirmed this is a second reading and that the business is
located in the County.
Regular Agenda Item #10: Rezoning Request – (Z25-18) – Request by Cindee Wolf with Design Solutions,
applicant, on behalf of Leo Nguyen, property owner, to rezone approximately 1.16 acres located at 7244 Carolina
Beach Road and 825 Red Lighthouse Lane from R-15, Residential, to a (CZD) R-5, Residential Moderate-High
Density district for a maximum of 8 attached single-family dwelling units. In response to questions, Development
Review Planner Amy Doss reported that staff had received additional public comments after distribution of the
agenda packet, including one neighbor inquiry and one additional submitted comment, which would be forwarded
to the Board. Planning and Land Use Director Rebekah Roth stated that a representative from the Wilmington
Metropolitan Planning Organization would attend Monday’s hearing to address transportation related questions.
She noted that staff had not asked a representative from the North Carolina Department of Transportation to attend
but would ensure a response was prepared regarding driveway spacing along Carolina Beach Road. Ms. Roth also
clarified that the proposal did not include a new driveway on Carolina Beach Road and instead used existing access
from Red Lighthouse Lane.
ADJOURNMENT
There being no further discussion, Chair Pierce adjourned the meeting at 11:10 a.m.
