Daniel & Associates, PA, bmcclain@wmgda.com From: Zach Dickerson, Senior Planner Date: May 19, 2026 Subject: Commercial Site Plan TRC Approval – ILM East – 1420 John Morris Drive, Kerr Ave, & Morris Drive The subject Commercial Site Plan has been approved by the Technical Review Committee (TRC). The site is approved for the following use defined by the Unified Development Ordinance (UDO): The site will be used for airport hangars, office, and retail. The UDO defines those as the following: 1. Airport and Terminal: Establishments providing air traffic control to regulate the flow of air traffic; establishments that operate international, national, or civil airports or public flying fields; or that support airport operations (such as rental of hangar spaces, cargo handling services, and passenger parking lots); and establishments providing specialty air transportation or flying services. 2. Offices for Private Business and Professional Activities: Establishments primarily engaged in the day-to-day administrative or clerical services for businesses or other organizations that provide professional or other services to the general public on a walk-in or appointment basis in an office setting. 3. Retail Sales, General: Commercial enterprises that provide goods and/or services for sale, lease, or rental directly to the consumer. Examples include stores selling, leasing, or renting consumer, home, and business goods such as art, clothing, dry goods, electronic equipment, furniture, garden supplies, hardware, jewelry. Pet food, and printed material. The approved plan consists of several new buildings with the type and square footage broken down below by use: 1. 12 new hangars, totaling 194,510 sq ft 2. 28,000 sq ft of office space 3. 9,600 sq ft of retail Commercial Site Plan TRC Approval – 1420 John Morris Drive – ILM East Page 2 of 3 These are located on several parcels, with the following parcel IDs: 1. R04200-001-023-000, 2. R04210-001-006-000, 3. R04210-001-005-000, 4. R04210-001-004-000, 5. R04210-001-003-000, 6. R04210-001-002-000, 7. R04210-001-001-000, 8. R04200-001-022-000, 9. R04200-001-021-000, 10. R04200-001-027-000, 11. R04210-001-007-000, 12. R04210-001-008-000, 13. R04200-001-025-000. The approved site plan is attached. This approval is valid for two years unless a building permit application or evidence of another substantial improvement for all or a portion of the project is submitted to the County. If the TRC approval expires it will require a new application that will subject the project to all development standards in effect at the time of the new application. The TRC Commercial Preliminary Plan Approval allows the project to move forward with the next step in the development process. The project may be subject to additional regulations of the County’s development ordinances and applicants are responsible for obtaining all applicable permits and approvals under any law, regulation, or requirement of any other federal, state, or local government or regulatory agency. This includes but is not limited to: • Wetland permits through the Army Corps of Engineers. • A Tree Removal Permit from New Hanover County Planning & Land Use. • A lighting plan approved by New Hanover County Planning & Land Use meeting the requirements of Section 5.5. • A sign permit through COAST for any signs on site. • New Hanover County Engineering for any required land disturbance and stormwater permits. • CFPUA on water and sewer utility permits and approvals. • NCDOT Driveway Permit. • Construction permits and a Zoning Compliance permit. Any changes to the approved plan, use, or incidental and accessory uses must be reviewed by and receive written approval from New Hanover County Planning. Changes to the approved plan without approval is considered a violation of the New Hanover County Unified Development Ordinance. Violations may be subject to fines or legal action to ensure compliance with required development standards and process.
