Acting Chairman Mallette called the meeting to order at 10:07 a.m. He verified that there was a quorum. He asked if everyone had a chance to review the minutes from January 2009 and
if there were any questions, comments, changes or corrections. No one had any. Acting Chairman Mallette asked if there was a motion to approve the minutes. Brett Ham made a motion and
Tom Eason seconded. All agreed. Motion passed. Acting Chairman Mallette informed everyone Warren was not available and recuperating at home and that Chairman Powell was unavailable due
to a family emergency out of state. Tom Eason introduced a new member of their staff, Mary Smith, who is working with the City of Wilmington Police Department as a Systems Analyst. OLD
BUSINESS: Acting Chairman Mallette turned the update for the 800 MHz over to Bob Hamlin from Federal Engineering. 800 MHz Rebanding Update Bob informed everyone that anyone that had
not turned in their templates, the last possible date he could do anything with their templates was March 6, 2009. Some of the departments that have not been received were: -Code Enforcement
-Parks -Carolina Beach Admin -Wrightsville Beach Public Works -UNCW If their templates are available electronically, that would be appreciated if they were sent via email to Bob but
he is willing to take them however he can get them. Wayne said that he would get together with Code Enforcement and Parks and Mike Core stated that Sterling Powell would be the best
contact for Wrightsville Beach Public Works. The standard templates will include NPSPAC frequencies and they will be put in any Zone D or beyond that the radios will allow. Each agency
will have NPSPAC in the same zone. They will start with the Public Service radios and then move to Public Safety. Hopefully this will be done by the end of the year. The schedule allows
through February 2010. The second touch on the radios will be when the State of North Carolina decides to go from old NPSPAC to the new. Cynthia Deacon joined the meeting and informed

IT Leslie stated she did not have any updates from IT but asked Jan if she did. Jan informed everyone that City of Wilmington Police Dept was adding AVL for 38 more units and that was
all she had for updates. NEW BUSINESS Public Safety Communications Acting Chairman Mallette stated that Debora had the Power Point Presentation for patching and dispatching. Debora asked
if everyone would like to see the presentation or if they would prefer to have this emailed to them. Everyone requested that they receive it via email. Lynn will make sure she has everyone’s
email address. Debora offered to walk them through a live demonstration in the Center after the meeting if they were interested. After the meeting, Jerry Brewer, Ron Jordan and Jan Kavanaugh
went to the Center for the live demonstration. Steve stated that monthly stats for the agencies were emailed. If you did not receive them, let Lynn know and she will gladly resend them.
Steve also wanted to let everyone know that the intranet had the yearly stats included on the site as well as MSAG in Excel format. It cannot be edited but if there are any errors found,
please forward them to our department. Steve and Brenda have been working with AT&T to have a kickoff meeting for the Viper upgrade that they are setting up through Mike Garner. This
will hopefully make the recording process a lot easier. Right now the TAC channels are not recorded and they are going to work on that. The Budget Reduction for New Hanover County has
caused concerns for some about public safety issues. The 40 hour furlough requirement may cause the Center to have some slow consoles consolidated but this will not be any of the “hot”
consoles. Acting Chairman Mallette said that Emergency Services like Fire, Sheriff’s and Public Safety have different situations. The County Managers realize these unique issues and
are working on budget cuts accordingly. Brenda wanted to remind everyone that the week of April 8th through the 14th is National Telecommunicator Week. The Community Action Team is also
also working on a Serenity Garden in the courtyard between the admin offices and the Center. Airlie staff is working with us as far as the set up and how we can have the garden without
costing the County for additional water or electrical resources being used. The money raised to date has been through donations and are not County money from the PSCC Budget. Acting
Chairman Mallette asked if anyone had any new business and all responded no. Acting Chairman Mallette adjourned the meeting at 10:30 a.m. .
