OLD BUSINESS: 800 MHz Rebanding Update Chairman Powell asked Warren to update everyone on the rebanding. Warren turned it over to Jason who stated that they are almost done with County
Fire and Pleasure Island starts on Friday though there are not enough flashes to have them completely done. They will start working on EMS on Monday. Warren stated that Bob Hamlin asked
that the reimbursement forms be filled out completely and turned in on a regular basis as the project is being done. Keep accurate logs and timesheets for all eligible reimbursements.
Warren handed out a sample (attached). There are still instances where people are trying to talk to others who are still on analog; they are still trying to patch the most widely used
talk groups as it is impossible to hard patch every talk group. They can soft patch at the console level; just let the telecommunicators know if you are participating in an event that
requires the soft patch. Soft patch is available and hard patching is limited in numbers. You must ask to have to have the TAC channels patched but they are on a first come first serve
basis; they are not dedicated to any department or agency. Chairman Powell asked if they had any questions about the email he sent out requesting active participation from all of the
agencies on the Board. Potential problems are not represented if agencies do not share at these meetings. Agencies also need to make sure everyone gets updates from these meetings. Fire
Dispatch Chairman Powell asked if Wayne would update everyone on this as Dorian was not present. Wayne stated that some of the problems about hard patching were discussed at the previous
Fire meeting. If there is a storm or other major incident that would require dedicated dispatch functions for Wilmington and New Hanover County fire departments, the “hard” patches could
only be taken down by personnel from Wireless Communications. The subcommittee requested to keep meeting so they could work out a standardized communication policy. Wayne said that the
committee committee wanted time to contact other entities that use common dispatch to determine how they do it, and to then develop a local policy for this function. The subcommittee
would like to meet monthly to work this out and would like authorization from the Board to continue and work on a standardized communication policy. Chairman Powell gave the authorization
for them to keep meeting to work this out. NEW BUSINESS Chairman Powell stated that he would like better attendance from each of the agencies on the Board and asked for suggestions.
Mike Core mentioned meeting at different places or changing
times. Everyone stated the time was good; the location change might make for more participation. Chairman Powell also asked the Board if they saw any members that are not present, to
mention the meeting and their participation and if they had any suggestions to improve attendance. OTHER ITEMS AND REPORTS Public Safety Communications Warren reminded everyone that
we are upgrading our 911 phone system to AT&T voice over IP (VIPER). The electrical work required for this and the compliance inspection have been completed and he is waiting on AT&T
to respond as to how long it will take them to complete their portion. The date for going live with the new system is November 12 at 2am. There should be no interruption in service,
nor should you notice any difference during this transition. The stats for each agency for August have been emailed with the meeting notes. If you haven’t received them, let us know.
Wayne mentioned that Carolina Beach Fire changed unit numbers and that they wanted it done by the beginning of the week, with one day’s notice. There is no problem with the change or
with duplicated numbers, but future changes of this nature will require more notice than was given. Chairman Powell stated that was something that should have come before the Board.
Debora said the reason they gave was to fall in line with existing numbering system. When Chief Rorie left those numbers, it was a Thursday afternoon and he wanted it effective starting
Friday morning. That is something that does require a little more time. Not only will the computers have to be updated but so do the people running the consoles to make them aware of
these changes. Chairman Powell asked if anything else came in similar to that, to make the requesting agency take it before the Board. Genia Boswell asked about some instances of their
digital radios not transmitting or receiving, citing problems they had encountered in some of the dorms at UNC-W. Jason Adams said they have not had a chance to test all of the sites
that have been reported to have poor reception. He warned that if you switch between digital and analog, it takes a moment for that radio to switch from one network to another, it is
not instantaneous. This could be perceived as a reception problem if the user isn’t aware of the delay. If there are certain addresses where this is occurring please note that so that
so that further testing can be done and everyone made aware. Warren stated that when testing was done, there was only 2-1/2% of this area that was not covered. If you make notations
of the addresses it can be shared with everyone; they need specific locations.
Darrell Lanier said that the template he had provided included channels they wanted encrypted which were in red. They are internal channels only not primary or common channels. IT Chairman
Powell asked if Leslie had any updates for IT. Leslie stated they have ordered and received new hard drives for the servers. The staff is working with OSSI to get those installed. We
have maxed out the capabilities of the hard drives we have. OSSI specified the existing hardware in the original installation when we moved in here. They have also added more memory
recently. There will be an independent company doing an assessment at the software level in the next few weeks. We have had problems recently with large queries locking up our CAD system.
Anything that has a large event history, such as Randall Library at UNC-W, locks up the computer. The independent assessment will be done to determine if the root cause of the lockups
is software or hardware based. There are other systems that have just as much information stored stored in them that do not experience similar lock-ups. Warren said that they were told
by OSSI that their definition of a “slow response” was about one-half second on CAD. He said that a query on any of the locations with a large event history, like Randall Library, could
take a minute or more and that the telecommunicator’s console was “locked up” during this time. Chairman Powell asked if anyone had anything else. Chairman Powell adjourned the meeting
at 10:39 a.m.
