What percent of the Lock and Dam No. 1, is it 10% of the water that comes over that dam? Is it 20 %? Believe it or not, they actually measured the average cubic feet of water per second that goes over that dam. It's measured by CORMP, Coastal Ocean Research Monitoring Program, now monitored by UNGW. This is the average, based over the last 40 years of data, 40,000 gallons per second flow over Lock and Dam No. 1. Do the math, times the number of minutes, times the number of hours, that's over 3 % billion gallons per day. 3 %x billion gallons per day. Worst case, if you guys might correct me, I think worst case during the summer, our demand may be 23 million gallons. With some simple math, and we have some engineers on staff, um, at 23 million gallons of demand maximum demand, we're using .66% of the water flowing over that dam. Now, keep in mind, I'm not an engineer, 1 don't have hundreds of thousands of dollars worth of staff. This is just me doing these calculations. Keep in mind, too, this usage is if we got everything we use from this dam, which we don't. We draw some of our water out of the ground, so if we subtract the water we get out of the ground from the 23 million gallons, this would be even less. And again, also, I know this doesn't take into account droughts, this is average, but if you took this number rather than (unintelligible word) 5400 cubic feet per second, if you took that down to 1,000 cubic feet per second, much less, we're getting into drought stages, it's still only about 3 % percent at this state, again, not taking into account the water we draw out of here. Just an interesting topic I thought you guys might (unintelligible word). But, again, just to show, we're not sucking the river dry, um, and the amount of water we use is actually very, very little. Um, conclusions. We're not running out of water. Conservation can be encouraged without a tiered rate structure. We cannot conserve our way out of the need to expand facilities. Even at peak demand, we use a very small percentage of the water that is available to us. And I say that, I know, that is not, we have to have the ability to process this water. Just because it is here doesn't mean we can process it. 1, again, I've only got four minutes, so I can't say but so much. And, finally, conservation is no excuse for a tiered rate scheme that discriminates against families. Uh, the solution is to change back to a uniform block rate and end discrimination against families in New Hanover County and meet conservation as well as the budgetary goals. Does anyone? Everybody pays $1.95, so everybody's base is going to go, so 100% of the customers are going to pay, but they're all going to be treated equally. They're not... Renzaglia: Okay. Would you agree that, in your own opening comments, you stated that the issues you were hearing from others was the high cost of water, the high cost of sewer, that people are upset because they have high water and sewer bills? O'Shields: No. No. I agree that, yes, people are complaining because of the cost of their water, yes. Water and sewer. They're complaining about water and sewer. Renzaglia: I would surmise and would present to you that there would be greater comments and more upset customers if we got rid of tiered rates by going to a common rate, because, as you have just stated that 100% of the customer bills would go up.
