Director's Report Kathy Stoute Youth served July 1-present CSR: 93 (49active) Grant: 200 JPS: 69 (8active) Grant: 225 PDS: 7 (6active) Grant: N/A Total: 169 Total 425 Kathy reviewed the quarterly recidivism rates - rates are great in all services. JPS staff did 11 suicide risk assessments PDS staff will begin Nurturing Parents Program in January (4 families) CSR has 13 active/11 inactive community worksites Met with budget director on 11/9 regarding anticipated changes to FY 11/12 budget. So far budget planning looking good for next year, but preparing for possible major changes. All department heads to attend 12/6 BOC meeting to welcome new commissioners. Will get direction from the BOC and what their expectations are for next year. Proposed NHC policy/rules/regulations board (governors Ex Order No. 70). We do not have this in New Hanover County so Kathy wrote something to be reviewed. Administrative Support Technician on FLMA since 10/12 (3-6 months). YES Division Topic: Psychological Services Chris Preston (Assessment and Counseling)Vicki - could not attend Two components: assessment & therapy. Has been around since 90's and was under SECMH. After mental health reform some positions lost and now fully staffed. Staff meetings are done and team determines which type of assessment needed. 1. CCA - most common assessment. Required for any enhanced services 2. Psychological Evaluation - CCA plus psychological testing (IQ, Personality Inventory) 3. Psychosexual Risk Assessment - when displaying sexual behaviors, but not adjudicated for a sex offense (includes specific inventories for chance of offending and/or reoffending) 4. Sex Offender Specific - detailed evaluation after adjudicated of a sex offense crime. All evaluations include interviews with collateral people involved in the case. See both diverted and charged/adjudicated youth. Discussed the use of the GAIN SS as part of the CCA and not sure how appropriate the full GAIN evaluation is due to the focus on SA, being self reporting and missing a lot of the MH issues. Chris reported that of all the evaluations completed only 20% would be moved onto a full GAIN. Chris also reported that of all the evaluations completed only 20%-25% are referred onto enhanced services. Referrals are made to outpatient therapy and family therapy. The clinical component fills a gap in the community for families who do not have insurance or have private insurance with a high co-pay and benefit from the grant funded program to receive outpatient and family therapy. Discussed the differences in the programs offered through YES versus those offered through Medicaid funded programs. New Business No new business to discuss Old Business By-law revision (For approval)All Discussed the issues with getting the By-laws to the meeting to be approved. Bill Trant will have someone type up the By-laws with the corrections to be approved at the next meeting. Member Comments/NewsAll Nicholas Silvanch stated that he was glad to be on the Board and discussed the possibility of starting an inner city soccer league through the Cape Fear Soccer Association. He was directed to Ryan Tunstill at the NHC Parks & Recreation Department. Adjournment Nicholas Silvanch made the motion to adjourn and Amy Horgan made a second.
