NHSWCD_2-13-12_approved minutes New Hanover Soil and Water Conservation District Board Meeting held at Wilmington, NC. Meeting Number 8_ Date: _February 13, 2012 Supervisors Present: Others Present: Dave Thomas, Chair Dru Harrison, Director Donna Moffitt, Secretary/Treasurer Amy Long, Education Coordinator Steve Skavroneck Kristina Fischer, Area VI Coordinator Bill Hart, Vice-Chair Nancy Pritchett (late) Was this meeting held during a meal: No _ Mr. Thomas called the meeting to order at 1:05pm. The Board moved the regular monthly meeting to the beginning of the afternoon to wait for arrival (Strategic Planning Session was scheduled to be first). Agenda Review: Mr. Skavroneck moved to accept the agenda as amended. Ms. Moffitt seconded the motion; motion passed unanimously. MINUTES: January 23, 2012 regular monthly board meeting #7. Skavroneck and Fischer submitted corrections ahead of the meeting. Consensus was to postpone approval until the next meeting due to insufficient time for review of the minutes. FINANCIAL REPORT: Harrison presented the reports). Moffitt requested that in from now on financial reports be sent to Supervisors by the Friday before meetings. A. MONTHLY RECONCILIATION Points of interest: nd County appropriation and 2 quarter reimbursement from City have been received Land Management Account (LMA): egular checking has repaid; NHSWCD is now holding a donation of $1500 for Eagles Island Coalition; unexpected printing cost of roughly $100 was spent to print several copies of the Eagles Island inventory Treasury CD has not changed. Revenue and Expenditure Summary: on track with expenditures; there are several items in the capital outlay category that have not yet been purchased. Travel line item: Long has requested to attend the School of Government SWCD Training, which was approved. Rain Barrel update: Long included a new flier in the meeting folder to explain that Rain Water Solutions is now having NHSWCD offer a smaller barrel, Ivy. Staff is unsure of how the relationship or program will continue. We may be able to offer both, we may not. Pritchett arrived (1:20pm) o Hart suggested distributing the sale fliers in city mailings. He was told that a request o had been made to do that, but the city public affairs officer said including non-city generated material was contrary to city policy. He offered to discuss the issue with Sterling Cheatham, City Manager. The financial report was accepted for information by consensus. 1 PARTNER REPORTS: A. Division Report: Ms. Kristina Fischer commented briefly on the Area 6 meeting. There are changes in the Area rules of procedure coming up for vote at that meeting so Supervisors should review and prepare for those votes. Written report is in meeting folders and was distributed in email as well. OLD BUSINESS: Candidates for NHSWCD Board of Supervisors: Harrison reminded the Board that she had emailed the list of prior applicants to them. Keep thinking about vacancies and start to consider who to invite. Filing starts in June and ends on the first Friday of July. There are two positions available, one elected and one appointed. A current Supervisor could ask to be switched to the appointed seat instead of the elected,. It is not encouraged, but can be done. Active supervisors can also become Associate supervisors to ease the transition. Board discussion centered on timing and needs. It was agreed that time was of the essence and that the Board needs to identify people in the community who can help further the district. A statement of interest will be needed for candidates for the appointed position. Moffitt plans to talk to Jack Hall at UNCW-EVS to see if he has recommendations. There are several members in the community expected to file. Skavroneck commented that he will be better prepared to consider candidates after the goals have been identified by the current Board in the planning session. UPCOMING EVENTS: February 14 & 15: SWCD basic training at SOG Chapel Hill; Hart & Long attending February 19: Pet Expo at Schwartz Center (11-4 for public) February 23: Stewardship Training & Award Luncheon (12:30 lunch) February 20 & March 12: next County Commissioners meetings March 14: EIC meeting, 2:30 March 20: Coastal Envirothon $25 registration due 3/16 March 29: Spring Area VI meeting (call to order 10am; ) : March 19, 2pm Set next meeting date Fischer shared the generic NCSWCD flyer that she brought and said that it can be customized for each District. Moffitt commented that the flyer should be sent to county and city officials. Fischer can customize it for NHSWCD. We will have to pay for printing and can use the Department of Ag print shop (Fischer had a previous estimate of 100 copies for $26). Skavroneck wants to edit it and then get it printed. Long will resend the electronic file to Skavroneck for editing. th Pritchett reminded everyone of the February 26 League of Women Voters Face to Face with your Legislators. Good opportunity to meet officials and talk about District issues and concerns. Pritchett moved to adjourn the meeting. Moffitt seconded the motion; motion passed unanimously.
