A delegation of sixteen white and eleven colored citizens from the Rock Hill section
' of the County appearefl befo're the Board im the interest of securing-a hard surfaced
road in their community. There being three roads in this section tb-wit: Oakley,
Rock Hill Avenue and Chair roads, each about.one mile in length and entering State
Hi6hway #40 at and near WilkinsG:.'s stmre,.a divisior of opinion among the delegation
