Minutes 8 jan 2014 8January2014 Meeting Minutes New Hanover County’s(NHC) Port, Waterway & Beach Commission (PWBC)meeting participants: (attendance sheetattached). Chairman Weaver called the meeting to order at 4:00. The Chairman welcomed the attendees and each introduced themselves. Captain Schoonmaker, Carolina Beach Inlet Association(CBIA)president, requested and was granted brief opening remarks regarding an updated Carolina Beach Inlet (CBI)economic effects study.Dr. Dumas of UNCW introduced/outlinedthe study effort;he will usenew 2012 dataand will becompletedbymid-March. Funding (~$7,000.00) is from Carolina and Kure Beach. Carolina Beach councilman Shuttleworth expanded on a potential second,year-long effort incorporating on-site surveys and including other inlet areas of the county. This year-long economic assessment is estimated at $20,000.00 and each jurisdictional area wouldbe requested to contribute. The December2013 meeting minutes were approved and the PWBC fund balance was noted at ~$7,131.98.The balance will soon be reduced by a total of $750.00 for sponsorships by Wrightsville, Carolina and Kure Beaches($250.00 each) at the spring North Carolina Beach Inlet and Waterway Assoc. (NCBIWA)Coastal Local Government Meeting. Current Business Wrightsville Beach (WB) FY14 Coastal Storm Damage Reduction (CSDR) Project The USACEawarded the WB CSDR to Weeks Marine Inc. The estimated total cost based on a 700,000 cubic yard placed template is $8.38M. The USACE has scheduled a pre-construction (contract review) meeting th for Friday the 10. Weeks Marine is to provide a schedule of work and all contract obligation documentations (safety….) at that meeting. th The USACE is to issue a Notice to Proceed (NTP) on Friday the 10. NHC’s Kure Beach (KB) CSDR Project Authorization The project continues to progress with geotechnical efforts both offshore and onshore. Shallow Draft Inlet(SDI)Reconnaissance The Reconnaissance (Recon) phase is complete. Timeline and cost estimates were discussed for both the General and Individual Permit options. The PWBC recommended moving forward with the General Permitting approach if the cost share included all five shallow draft inlets that participated in the ReconReport. Based onReconprovided estimates, the NHC ROT would be charged ~ $35K. If all five Recon participants do no move forward with the General Permit effort, Staff will revisit the issue with the PWBC. Shoreline Transects USACE dataacquisitiondialoguecontinues. Once the quality and quantity of the USACE data is known, hard scoping fees and schedules can be developed. Carolina Beach Reauthorization Efforts arecontinuingduringtheWater Resources and Reform Development Act 2013 (WRRDA)Congressional Conference. Marlowe’s group continues to reach out to WRRDA Conference Committee members. Carolina Beach Inlet(CBI)Funding The CBI maintenance dredging funding source and jurisdictional participation discussions continued. Staff shared with the group NHC’s Finance Department efforts to develop a dedicated funding source; once vetted by upper management, alternatives would be sharedwith the PWBC. Staff further shared that thenextscheduledUSACE CBI maintenance dredging is 14 days in February(attached).The PWBC requested staff to ask the USACE if the February schedule could be moved closer to the March/April timeframe. CB councilman Shuttleworth requested each jurisdiction set aside another budget placeholder for CBI maintenancedredging. Discussion continued focusingon the various spreadsheet participation scenarios(attached). City of Wilmington (CoW) councilman Anderson noted the city participation from 2.2% to ~25%is a non-starter; further noting the CoW is paying twice and the unincorporated NHCispaying once. Kure Beach councilman Bloszinsky supported the fee per boatalternative. ’s Mr. Barbour noted NC raised the stateshare on the boat licenses and registrations and now the local share would also come from the boat owner subset of the population; that is not fair. Colonel Woodbury pointed out the cost to administer theboattax would likely costmore than the total generated. Councilman Shuttleworth concurred with Mr. Barbour and suggested a broader population segment should share the local cost. Vice-chairman Andrew suggested as an interim placeholder and considering the KB percentage of participation; would the CoW and KB exchange percentages of participation? The PWBC moved to take the revisedpercentages back to their respective boards forbudgetingconsideration. Revised Participation % $ NHC 75.7 $170,325.00 CoW 6.6 $14,850.00 WB 2.2 $4,950.00 CB 13.3 $29,925.00 KB 2.2 $4,950.00 Total 100 $225,000.00 The PWBC moved to support the NHC Finance Department’s dedicated funding efforts and to target $300K annually to be matched by the NCDWR totaling $600K annually applied to CBI maintenance dredging. New Business Shallow DraftInletMeeting The NC Division of Water Resources and the USACE have called a meeting on 10 January 2014 at theNC History Center inNew Bern. The meeting is to describe the long term (5-year) memorandum of agreement (MOA) between the USACE and the NCDWR for maintaining federal navigation features (shallow draft inlets, ferry channels…). 2014 NCBeach Inlet and Waterway Association(NCBIWA), Coastal Local Governments Annual Meeting NCBIWA has announced the spring meeting for coastal local governments on17-18March 2014, at Jennette’s Pier in Nags Head. Bronze sponsorships (Carolina, Kure and Wrightsville totaling $750.00) will be provided from the remaining PWBC membership fund.
