TECHNICAL REVIEW COMMITTEE AGENDA
APRIL 9, 2014
New Hanover County’s Technical Review Committee (TRC) will meet on
Wednesday, April 9, 2014 at 2:00 p.m. in Conference Room 119 (behind fish
aquarium), New Hanover County Government Center, 230 Government Center Drive,
Wilmington, NC to review the following:
2:00 p.m. Item 1: Policy Requirements for Gates: - Request by County Fire
Service staff to consider policy guidelines for the installation of gates in
private developments.
Gate History
In December, 2010, the Board of New Hanover County Commissioners adopted private
street standards for new development proposals – Subdivision Ordinance Section 52-
4(1)(a). Since ordinance adoption, several new developments have been preliminarily
approved with developers requesting TRC to include entrance gates leading into their
project. Gate type concerns have been discussed by TRC involving timely emergency
delivery for the various agencies that are dispatched to the scene of an accident. The
attached policy guidelines propose a certain gate type with a Knox System that will be
reviewed by County Fire Services for compliance. This will provide emergency agencies
(County Fire, Sheriff’s Department & New Hanover Regional Medical Services) access
under one uniform system.
2:30 p.m. Item 2: West View @ River Oaks (Performance Revision) – Request
by GSP Consulting for Signature River Oaks, LLC to consider a
preliminary site plan revision from 28 to 22 residential lots and two
waivers (road connectivity & sidewalks) located near the 8000 block of
River Road, east side.
West View @ River Oaks Site Plan History
The TRC preliminarily approved West View for 28 residential lots in August, 2007. The
approval came with two conditions: 1) A recreational park impact fee be paid in lieu of
land dedication and 2) the private roads contain, no gates, speed bumps or obstructions.
The TRC did grant a waiver from the road inter-connectivity requirements.

Add Two Private Road Certifications to preliminary plan (Article VII Subdivision
Ordinance)

Required conditions stated above
Re-approve preliminary site plan two years
Accept road inter-connectivity waiver (based on last waiver)
Sidewalks should be considered since they were required with last preliminary
approval
