07102013 July 10 2013 TRC Agenda PackagePage 1 of 2 TECHNICAL REVIEW COMMITTEE AGENDA July 10, 2013 New Hanover County’s Technical Review Committee (TRC) will meet on Wednesday, July 10, 2013 at 2:00 p.m. in the Finance Conference Room – 500, New Hanover County Government Center, 230 Government Center Drive, to consider the following preliminary projects: 2:00 p.m. Item 1: Deer Crossing-Phase 3 (Performance Plan) – Request by Wilson Ki for TRC to consider adding 39 residential lots to the project located near the 6500 block of Myrtle Grove Road, west side. Deer Crossing Site Plan History Deer Crossing was preliminarily re-approved by TRC in April, 2008 for 159 lots. The approval represented 119 single family lots and 40 town homes. In February, 2013, the TRC approved Phase 2 converting the 40 town home units to 20 single family lots. Phase 3 represents the conversion of the remaining 20 town home units to single family lots and 19 additional residential lots from an existing mobile home park adjacent to the project. Project Data  Zoning District: R-15 Residential (2.5 units per acre)  Water Service: Public (CFPUA)  Sewer Service: Public (CFPUA)  Road(s) Designation: Private  Lots: 39 (single family)  Acreage: 15.6  Conservation Resources: None  Land Class: Watershed Resource Protection Planning Staff Observations  Phase 3 represents the final phase in Deer Crossing. All three phases of Deer Crossing represent a total of 178 single family lots supported by 71.2 acres.  No obstructions or gates should be considered in order to enhance timely public service delivery  The new Private Roads Cross-Section should be used per the County’s Subdivision Ordinance.  Tenants from the existing mobile home park will need to vacate the area prior to final plat approval. Page 2 of 2 2:30 p.m. Item 2: Woodlake (Revised Performance Plan) – Request by Coterra Woodlake, LLC to consider adding 25 single family residential lots and redesign of the road network in the southern portion of the project. Woodlake is located between Ocean Forest Lakes subdivision to the west and Lords Creek subdivision to the east. Woodlake Site Plan History Woodlake subdivision was preliminarily re-approved by TRC in May, 2009 for 246 residential lots. Several final plats have been approved and recorded. With the purchase of 9.749 acres of adjacent property, Coterra Woodlake, LLC has requested 25 additional residential lots to their project. Project Data  Zoning: R-15 Residential (2.5 units per acre)  Water Service: Public (CFPUA)  Sewer: Public: (CFPUA)  Road(s) Designation Private  Lots: 25  Acreage: 9.749  Conservation Resources: None in project area  Land Class: Primarily Wetland Resource Protection Planning Staff Observations  The revised site plan of Woodlake represents a total of 271 residential lots supported by 108.64 acres.  No gates or obstructions should be permitted which may limit timely emergency service delivery.  The road connection between Hailsham Drive (Lords Creek) and Ontario Road (Woodlake) shall remain open and unobstructed for inter-connectivity purposes.  The conservation resource Pocosin (WPO) has been identified adjacent to the project. A 25’ Conservation Overlay District (COD) setback will be required along the resource line on lots 75-84, 56-71, 10-51 in accordance with 55.1 of the Zoning Ordinance. A Natural Pond (WPN) is also displayed near Champlain Drive and will need to be field verified by staff.  A revised NCDOT Driveway Permit with applicable road improvements will be required at the intersection of Watauga and River Roads.
