07242013 July 24 TRC Agenda PackagePage 1 of 2 TECHNICAL REVIEW COMMITTEE AGENDA July 24, 2013 New Hanover County’s Technical Review Committee (TRC) will meet on Wednesday, July 24, 2013 at 2:00 p.m. in the Finance Conference Room – 500, New Hanover County Government Center, 230 Government Center Drive, to consider the following preliminary projects: 2:00 p.m. Item 1: Middle Sound Village (EDZD Plan) – Request by Green Hawk Corporation to consider a 45 unit residential project located near the 600 block of Middle Sound Loop Road, north side. Intent of EDZD The Exceptional Design Zoning District (EDZD) provides opportunities for mixed use and high density residential projects where appropriate urban features are in place to support such projects without negative impact of urban sprawl. Through the conservation of water bodies, wetlands, floodplains, and open space, this zoning district is intended to prevent the degradation of water quality and foster the preservation of natural hydrology, habitat and biodiversity. This district also provides design flexibility to achieve public and private spaces that advance a sense of community in a well-integrated service area that mitigates the need for vehicular traffic and encourages bike and pedestrian movements. Project History In August, 2010, the Board of New Hanover County Commissioners approved the rezoning and conceptual site plan of 9.93 acres from R-15 Residential to EDZD with a condition of no more than 47 units. A rezoning extension request was granted by the TRC in July, 2012 for a period of eighteen (18) months. In accordance with Section 54.1-9 of the County’s Zoning Ordinance, once an EDZD area has been established, no building permit shall be issued until the TRC and Planning and Inspections Director have approved final plans for the development. The final plan shall constitute the equivalent of preliminary site plan approval. Staff has reviewed and approved core requirements and points (See attached points awarded). Low Impact Development (LID) Component In process with County Engineering. The LID Application & project narrative from the PE are attached. Site Plan Component In accordance with Section 41-1(7)(f) of the Subdivision Ordinance, a waiver from the road inter-connectivity requirements and private road detail will be needed No gates, obstructions or traffic calming devices should be permitted Homeowner covenants will be reviewed and approved by Planning and County Legal staff prior to the development proceeding Approximately eighteen (18) significant trees will need to be regulated A $15,000 contribution must be made for the installation of a multi-use path along Middle Sound Loop Road from the project entrance to Oyster Lane NCDOT Driveway Permit and encroachment agreement required
