06262013 June 26 2013 TRC Agenda PackageTECHNICAL REVIEW COMMITTEE AGENDA June 26, 2013 New Hanover County’s Technical Review Committee (TRC) will meet on Wednesday, June 26, 2013 at 2:00 p.m. in the Finance Conference Room – 500, New Hanover County Government Center, 230 Government Center Drive, to consider the following preliminary projects: 2:00 p.m. Item 1: Hanover Reserve (Performance Plan) – Request by Hanover Development Company for TRC to consider an 86 residential lot division located near the 7300 block of Quail Woods Road. Hanover Reserve Site Plan History None Project Data Zoning District: R-15 Residential (2.5 units per acre) Water Service: Public (CFPUA) Sewer Service: Public (CFPUA) Road(s) Designation: Private & Public Lots: 86 (single family) Acreage: 34.43 Land Class: Urban & Wetland Resource Protection Planning Staff Observations Road inter-connectivity may be an issue connecting private & public roads in the future. Staff recommends that most of the roads be designated public to mitigate the issue. No obstructions or gates should be considered in order to enhance timely public service delivery If private roads are considered, typical road cross-sections should be used per the County Subdivision Ordinance According to County E-911, the proposed street name Olde Bay Circle is similar to Old Baymeade. Smith Creek Drive may also conflict with Smith Creek Village. 2:30 p.m. Item 2: Middle Sound Village (Exceptional Design Zoning District - EDZD - Site Plan) – Request by Green Hawk Corporation for TRC to consider a 45 residential unit project located near the 600 block of Middle Sound Loop Road, north side. Middle Sound Village Site Plan History In August, 2010, the Board of New Hanover County Commissioners approved the rezoning of 9.93 acres from R-15 Residential to Exceptional Design Zoning District (EDZD) with a condition of no more than 47 units as displayed on the conceptual site plan. A rezoning extension request was granted by the TRC in July, 2012 for a period of eighteen (18) months. In accordance with Section 54.1-9 of the County’s Zoning Ordinance, once an EDZD area has been established, no building permit shall be issued until the TRC and the Planning and Inspections Director have approved final plans for the development. The final plan shall constitute the equivalent of a preliminary plan approval under the New Hanover County Subdivision Ordinance. Upon approval of final plans and reports, building permits shall be issued. No gates or obstructions should be permitted which may limit timely emergency service delivery. Clarification needs to be made on the plan displaying “active” and “passive” recreational space. The plan currently displays areas as open space. Landscape design, plantings, rain barrels, cisterns located on site are to be in accordance with the Low Impact Development (LID) techniques. Homeowner Covenants will be reviewed by Planning and County Legal staff for maintenance responsibilities et al requirements. A $15,000 contribution must be made for the installation of sidewalks along Middle Sound Loop Road.
