TECHNICAL REVIEW COMMITTEE AGENDA
March 13, 2013
New Hanover County’s Technical Review Committee (TRC) will meet on
Wednesday, March 13, 2013 at 2:00 p.m. in the Finance Conference Room – 500, New
Hanover County Government Center, 230 Government Center Drive, to discuss the
following:
2:00 p.m. Item 1: Sunset Reach - ( Revised Performance Plan) – Request by
Thomas & Hutton for RL REGI-NC RFP, LLC to consider preliminary
site plan approval of a 60 lot single family division located at the western
terminus of Rockhill Road.

Sunset Reach Site Plan History
Sunset Reach was preliminarily re-approved by TRC in October, 2009 for 53 residential
single family lots. Since 2009, no final plats were submitted for review or approval to the
County. A recent field inspection of the project indicates that most of the infrastructure
improvements are in place.
Planning Staff Site Plan Observations
Public water and sewer time lines and capacity need to be clarified in accordance
with Section 52-3 of the County’s Subdivision Ordinance
Gates, obstructions, and parking along the private street network shall be avoided
with a future connection required north to River Bluffs subdivision (aka Rose
Hill Landing) in accordance with Section 41-1(7)(f) of the County’s Subdivision
Ordinance
A revised NCDOT Permit will be required
County storm debris pick-up will not be available on private roads

2:30 p.m. Item 2: River Bluffs aka Rose Hill Landing: Phase 1 (Revised Plan) –
Request by Norris & Tunstall Engineers for River Bluffs Development,
Inc. to consider preliminary site plan and LID revisions to phase 1 located
at the western terminus of Chair Road.

River Bluffs (aka Rose Hill Landing) Site Plan History
River Bluffs was preliminarily approved by the TRC in July, 2010. TRC in two separate
motions approved the site plan for 193 lots (162 single family, 31 multi-family) and Low
Impact Development criteria (LID). Conditions were required on both components of the
plan (see attached Rose Hill Landing letter to Tunstall).
Site Plan Revisions (Phase 1)
Increase in lots from 193 to 223
Change in acreage from 80.55 to 88.03
Clubhouse has been added (southwest corner project)
Road design has been tweaked to accommodate more significant trees
Kayak boat launch created (northwest corner of project)
Conceptual approval has been given by TRC (December, ’12) for LID with
exemption to pre-post storm water calculations. Revisions have been submitted
According to the PE for the project, design revisions for phase 1 are in accordance
with the approved PD Plan approved by the Board of New Hanover County
Commissioners. Total lots and acres on preliminary plan must mirror PD Plan
approval of March, 2011
Staff Observations
Connection from River Bluffs to Sunset Reach presently shown as a utility
feature. River Bluffs and Sunset Reach will need to interconnect as a collector
road with no gates or obstructions in accordance with Section 41-1(7)(f) of the
Subdivision Ordinance

For the record - update needed from CFPUA & PE/developer on present status of
water and sewer to serve phase 1 in accordance with Section 52-3 of the
Subdivision Ordinance
No bond or financial guarantee will be posted with the County regarding
construction/installation of public water & sewer as made known by the developer
for River Bluffs (July, 2010)
Concern & confusion will exist with proposed street names having same prefix
but different suffix
A revised TIA may be required along with a NCDOT Driveway Permit
Road profiles need be labeled as private road rights-of-way, not easements
The Private Road Certificate language needs to be added to the preliminary plan
