11202013 Nov 20 2013 TRC Agenda PackagePage 1 of 2 TECHNICAL REVIEW COMMITTEE AGENDA November 20, 2013 New Hanover County’s Technical Review Committee (TRC) will meet on Wednesday, November 20, 2013 at 3:00 p.m. in Conference Room 119 (behind the Aquarium), New Hanover County Government Center, 230 Government Center Drive, to review the following preliminary site plans: 3:00 p.m. Item 1: Covington (Performance Extension) – Request by Paramount Engineering for Bill Clark Homes to consider a one year preliminary extension to an approved 89 lot single family residential plan located near the 6000 block of Carolina Beach Road, east side. Covington (aka Liberty Landing) Site Plan History Covington was approved as a performance residential project for 89 residential lots in April, 2009 with conditions. The preliminary project validity period expires December 31, 2013. One final plat has been recorded within the project. On behalf of his client, Paramount is asking for a one (1) year extension request to the original plan. Site Plan Data  Zoning District: R-15 Residential  Water Service: Public (CFPUA)  Sewer Service: Public (CFPUA)  Road Designation: Primarily Private  Lots: 89  Acreage: 35.82 (gross)  Conservation Resources: None (404 wetlands exist)  LOS: D (Car. Rd.-north Myrtle Grove Rd.)  Land Class: Transition Planning Staff Observations  No Transportation Impact Analysis (TIA) required  All conditions of original plan approval remain in effect except LID component  Two different road segments of Appomattox Drive exist. Recommend that Chancellorsville Drive be extended to intersection of Lt. Congleton Road to mitigate emergency service delivery issues  Add Private Road Certifications to plan  Construct/Pave Chickmauga Drive road stub 3:30 p.m. Item 2: Rockhill Subdivision (Performance Extension) - Request by Rodney Williams to consider a second one year preliminary extension to an approved 37 lot single family residential plan located near the 1900 block of Rockhill Road, south side. Page 2 of 2 Rockhill Subdivision Site Plan History Rockhill Subdivision was approved as a performance residential project in May, 2007 for 37 lots. In December, 2008, a pavement width reduction for phase 1 on Granite and Gravel Lanes (from 26’ to 20’) and a portion of Farmhouse Lane (from 34’ to 26’) was administratively approved by Planning staff based on NCDOT criteria for public roads. In May, 2009, the TRC approved a one year extension to the plan. Presently, the plan expires December 31, 2013. Mr. Williams is requesting a second one year extension to the existing approved plan.
