10232013 Oct 23 2013 TRC Agenda Package-FinalPage 1 of 2 TECHNICAL REVIEW COMMITTEE AGENDA October 23, 2013 New Hanover County’s Technical Review Committee (TRC) will meet on Wednesday, October 23, 2013 at 3:00 p.m. in Conference Room 119 (behind Aquarium), New Hanover County Government Center, 230 Government Center Drive to review the following preliminary project: 3:00 p.m. Item 1: Saylor’s Watch - High Density Plan Modification (continued from October 9, 2013 meeting) – Request by Mark Hargrove, PE for Saylor’s Watch, Inc. to consider adding 20 residential units to an existing project located near the 4700 block of South College Road, west side. Saylor’s Watch Site Plan History Saylor’s Watch Saylor’s Watch was approved as a High Density project with Special Use Permit for 82 residential units by the Board of County Commissioners in March, 2005. Several minor site plan changes have been approved by staff with the latest modification in December, 2011. Most of the project has been developed. The petitioner, Mark Hargrove, is requesting that 20 additional units be absorbed into the project for a total of 102. The units requested are a result of the release of 404 wetlands by the Army Corps of Engineers near the western portion of the project. A copy of the Corps letter is attached. A modified Special Use Permit will be required pending site plan approval. On October 9, 2013, the TRC voted 5-0 to continue the Saylor’s Watch proposal until it was determined whether a Transportation Impact Analysis (TIA) would be required along with secondary road access. Based on trip generation figures (from ITE Manual) for 102 units, the determination was made that a TIA would not be required. Based on a field observation by staff, Abaco Lane can provide secondary access thru a church parking lot located adjacent and north of the project to South College Road. Planning, Engineering, and Fire Service staff are amenable with this access providing opportunity for emergency purposes. Ideally, access from the project to Still Meadow Drive would be more desirable but may not be attainable. Site Plan Data  Zoning District: R-15 Residential (10.2 units per acre)  Water Service: Public (CFPUA)  Sewer Service: Public (CFPUA)  Road Designation: Private  Road Inter-Connectivity Index: 1 (1.4 required)  Lots: 20 (total 102 units as displayed on site plan)  Acreage: 10.2  Conservation Resources: None  LOS: F (South College Road – 2013 data)  Land Class: Urban Page 2 of 2 Planning Staff Observations  A revised NCDOT Driveway Permit will be required.  If the secondary access from Abaco Lane is acceptable, staff recommends that an updated written agreement be crafted with Global Community Church granting permission for residents of Saylor’s Watch to travel thru their parking area.  Buffer yards and setbacks will need to be reconciled prior to building permit approval.  A modified Special Use Permit will be required and approved by the Board of County Commissioners. The petitioner has submitted the application and supplemental information to Planning staff.
