09112013 Sept 11 2013 TRC Agenda PackagePage 1 of 3 TECHNICAL REVIEW COMMITTEE AGENDA September 11, 2013 New Hanover County’s Technical Review Committee (TRC) will meet on Wednesday, September 11, 2013 at 2:00 p.m. in Conference Room 119 (behind Fish Aquarium), New Hanover County Government Center, 230 Government Center Drive, to review the following preliminary projects: 2:00 p.m. Item 1: Village at Motts Landing: Phase 1B (Performance Plan) – Request by Aftew Properties to consider a 12 unit residential project located near the 300 block of Motts Forest Road, just north of Sanders Road. Village at Motts Landing Site Plan History A General Development Plan (GDP) was approved by TRC in 2004 for approximately 654 lots. The GDP was reapproved by TRC in November, 2011 for the same number of lots. Since GDP approval, two preliminary performance phases totaling 182 units have received approval by TRC. Phase 1B represents another phase to the existing GDP. Site Plan Data  Zoning District: R-15 Residential (2.5 units per acre)  Water Service: Private (Aqua of NC)  Sewer Service: Public (CFPUA)  Road Designation: Private  Road Inter-Connectivity Index: 1 (1.4 required)  Lots: 12  Acreage: 4.83  Conservation Resources: None  Land Class: Urban Planning Staff Observations  A new TIA will be required with the next preliminary phase of this project. The last TIA was adopted in December, 2002 with a built out year of 2012.  Sidewalk discussion will need revisiting. Originally, a sidewalk was approved by TRC that extended from the Sanders Road entrance to the project to the entrance to Bellamy Elementary School.  At the present time, the links to nodes (road inter-connectivity) index is 1, 1.4 required. This index should improve with future phases to the project.  A temporary turn-around will be needed at the eastern end of Motts Forest Road. Page 2 of 3 2:25 p.m. Item 2: Maple Ridge (Performance Plan) – Request by Savannah Land Company, LLC to consider a 47 lot residential subdivision near Torch- Wood Blvd. between Courtney Pines subdivision and the CFPUA water treatment facility near Ogden. Maple Ridge Site Plan History None Site Plan Data  Zoning: R-15 Residential (2.5 units per acre)  Water Service: Public (CFPUA)  Sewer Service: Public (CFPUA)  Road Designation: Private  Road Inter-Connectivity Index: 2 (minimum required 1.4)  Lots 47  Acreage: 20.96  Conservation Resources: Narrow Band Pocosin with Johnston soil  Land Class: Wetland Resource Protection Planning Staff Observations  No TIA required for this project as reviewed by WMPO, NCDOT & Planning staff  Project location very close to Military Cut-Off Ext (U-4751). Construction bid slated for 2017  Narrow band of Pocosin may need field verification 2:45 p.m. Item 3: Grathmore (Sketch Plan) – Request by Towes Land Holdings, LLC to consider a conceptual 338 lot residential subdivision located adjacent and east of Murrayville and Crooked Pine Roads near Green- view Ranches subdivision.
