09242014 September 24 2014 TRC Agenda PackagePage 1 of 3 TECHNICAL REVIEW COMMITTEE AGENDA SEPTEMBER 24, 2014 New Hanover County’s Technical Review Committee (TRC) will meet on Wednesday, September 24, 2014 at 2:00 p.m. in Conference Room 119 (behind fish aquarium), of the New Hanover County Government Center located at 230 Government Center Drive to review the following: 2:00 p.m. Item 1: Myrtle Landing (Performance Plan) – Request by Design Solutions for Myrtle Grove Ventures, LLC to consider preliminary site plan approval of a 146 unit residential development at 7220 Myrtle Grove Road, west side. Myrtle Landing History Residential development proposals for the Myrtle Landing site date back to 1984. In December 1984, the Planning Board denied a 46 lot subdivision based on concerns for water and sewer services, inadequate drainage, and unsuitable soil (Class IV) conditions. After extensive site modifications, the Planning Board granted a conditional approval for 46 lots in July 1986; however, no final plat for that proposal was ever approved by the county. In May 2001, the Technical Review Committee approved a proposal for 78 lots with two conditions: a road stub be situated with intent to stub to the north, and a disclaimer stating the uncertainty of the soil characteristics that may affect drainage and load bearing structures. This preliminary plat validity was extended for one year in April 2003, one year in February 2004, and two years in May 2005. In July 2007, the Technical Review Committee approved a revised preliminary plan for the project site for a total of 140 lots (139 units, 1 estate lot) with two conditions: the soil disclaimer be put on the preliminary and final plats, and no gates, obstructions, or speed bumps allowed and the public shall be allowed to use the private roads. In 2011, a revision was proposed to convert the site to 140 single family detached units, but approval to this revision was not granted. As such, the validity of the 2007 preliminary plan has expired. Revised, updated trip generation Page 2 of 3 numbers and existing peak hour volumes need to be submitted for review by NCDOT & WMPO - Land Class: Transition and Wetland Resource Protection Area - Access: Myrtle Grove Road (no LOS data available) - Schools: Anderson Elementary (over-capacity) Murray Middle (over-capacity) Ashley High (over-capacity) Required Conditions - Updated TIA figures be submitted for review by WMPO/NC DOT/New Hanover County Staff for review, and a revised NCDOT Driveway Permit be obtained if necessary - Reissuance of Wetland JD by US Army Corps of Engineers - Soil disclaimer language be placed on preliminary plan and final plat as previously required - Recommend pedestrian access to cemetery site from project 2:45 p.m. Item 2: Village at Motts Landing: Phase 1 (Revised Performance Plan) – Request by Sherwin Cribb, PLS for AFTEW Development to consider the addition of 13 residential lots to the project located near the 60 block of Sanders Road, south central portion of the County. Village at Motts Landing: Phase 1 History The TRC preliminarily approved Phase: 1 for 170 lots in September, 2004. Since preliminary approval, a number of final plats within the project have been recorded with residential construction on-going and infrastructure in place. According to the surveyor for the project, several areas within Phase: 1 that weren’t suitable for building when the project was preliminarily approved have been released by the Army Corps of Engineers. The area known as White Swan Court has also been included in Phase: 1 resulting in a total of 13 additional lots. This proposed plan would be a companion to the original plan approved in 2004.
