TECHNICAL REVIEW COMMITTEE AGENDA

New Hanover County’s Technical Review Committee (TRC) will meet on Wednesday,
July 9, 2014 at 2:00 p.m. in Conference Room 119 (behind fish aquarium), New
Hanover County Government Center, 230 Government Center Drive, Wilmington, NC to
review the following:
2:00 p.m. Item 1: H&H Homes Subdivision (Performance Plan) – Request by
Design Solutions for H&H Homes to consider preliminary site plan
approval of a 73 lot residential division located near the 500 block of
Jacqueline Drive, Greenview Ranches subdivision.

Old Oak Road is not on the State’s Highway Maintenance System. The road
must be offered for dedication by the developer to NCDOT for maintenance.
Observation
Based on the adopted 2006 Land Use Plan, the proposed project is located
outside of the Urban Service Boundary (USB). The boundary line referred to
as the Urban Service Boundary on the Land Classification Map defines the

extent of the planned Urban Services Area. The Urban Services Boundary, in
combination with the Land Classification Map provides direction for the
location and type of new development that may occur within New Hanover
County. Areas within the USB are considered to be Urban Services Areas,
which already receive a full range of urban services, or are areas to which
needs, economics, timing of capacity upgrades, and the relevant policies
contained in the plan. The USB is intended as a rational tool for the planning
and extension of urban services. For the purpose of the plan, urban services
refers primarily to water and sewer lines, but which also might include fire
protection, public roads, public schools, and other public infrastructure.
While the adopted CAMA Land Use Plan is not statutorily binding in the
sense of an ordinance, it is an important compilation of policies that is
adopted, amended, and updated by formal action of the City Council, the
Board of County Commissioners, and the North Carolina Coastal Resources
Commission.
It is worthy to note that an Inter-local Agreement between the Cape Fear
Public Utility Authority (CFPUA), the City of Wilmington, and New
Hanover County in January, 2008 agreed to the transfer of assets and
operation of the existing water and sewer systems. As a part of the inter-local
agreement, the CFPUA was required to develop utility extension policies and
determine the share of the costs of extensions to be paid by the owners of
property served by any new water and sewer extensions The agreement also
stated that The Authority shall not extend service to parts of the City of
Wilmington or New Hanover County that are not designated for service
(or outside the USB) under the adopted land use plans of the City or
County respectively.
Presently, Planning staff is actively working to update their Land Use Plan
with a late Spring 2015 adoption time horizon. In their update of the plan,
staff may consider extending the USB to include areas located nearby in
order for public water and sewer services to be extended under the existing
Inter-Local Agreement. A final determination will be made based on citizen
input, and other data resources collected.
