TECHNICAL REVIEW COMMITTEE AGENDA
DECEMBER 10, 2014
New Hanover County’s Technical Review Committee (TRC) will meet on Wednesday,
December 10, 2014 at 2:00 p.m. in Conference Room 119 (behind fish aquarium), of
the New Hanover County Government Center located at 230 Government Center Drive to
review the following:
2:00 p.m. Item 1: Carolina Inlet View (Performance Plan) – Request by Sparks
Engineering PLLC for Beyond Beautiful, LLC to consider preliminary site
plan approval of an eight (8) lot residential lot enclave located near
Burnett Road and Silver Avenue near the 7300 block of Carolina Beach
Road, east side.
Carolina Inlet View History
The site is subject to a commercial marina proposal approved by Special Use Permit in
June, 1971 which has been subject to a number of challenges, modifications, and
approval conditions. The validity of this Special Use Permit expires January 1, 2015.
In 2008, the TRC considered a nearly identical residential development preliminary plan
proposal that was continued until several issues were resolved including the acreage
noted on the plan (3.1 acres) versus the acreage noted on the plans included in the Special
Use Permit (2.87 acres). The difference in the acreage is significant to the density
calculation for the number of proposed lots (8).

- Special Use Permit S-13 be considered invalid if plan is approved by TRC
- Technical conditions need to be met on the site plan
1) Add words Performance Residential to site plan
2) Add Private Road Certificate
3) Add note indicating the average number bedroom per lot
4) Provide significant tree statement to plan.
5) Add a note indicating whether there are 404 wetlands
present on site.
6) Road inter-connectivity requirements are not met. Is waiver
from the requirements being requested?
7) Add a note to the plan that street lights will serve the
project.
8) Sidewalks (paved) shown on the plan are 4’ in width, 5’ is
required/
9) Add note indicating that lots 1, 5, & 8 will have internal
access.
2:30 p.m. Item 2: Rockhill Subdivision (Performance Re-Approval) – Request by
Envoy Holdings, LLC to consider preliminary site plan re-approval of a 37
Residential lot division located near the 1900 block of Rockhill Road,
south side.
Rockhill Subdivision History
The project received a one (1) year and final second preliminary site plan extension in
November, 2013 with an expiration date of December 31, 2014. To date, no substantial
construction has taken place on site. In consultation with Planning staff, the applicant is
requesting a two (2) year re-approval of the preliminary site plan.
