TECHNICAL REVIEW COMMITTEE AGENDA
MAY 27, 2015
New Hanover County’s Technical Review Committee (TRC) will meet on Wednesday,
May 27, 2015 at 2:00 p.m. in the Lucie Harrell Conference Room (601) of the New
Hanover County Government Center located at 230 Government Center Drive to review
the following:
2:00 p.m. Item 1: Hanover Reserve (General Development Plan) – Request by
Norris & Tunstall Engineers, PC for Hanover Land, LLC to consider
General Development Plan (GDP) approval of a 337 residential site plan
located near the eastern end of Murrayville Road, north central New
Hanover County.
Hanover Reserve History
Two preliminary site plans have been preliminarily approved for a total of 110
lots
Two phases of the project have received final plat approval by the County
Both preliminary site plans have been included in the 337 lot GDP request
General Development Plans (Overview)
In accordance with Section 51.1-2 of the County’s Zoning Ordinance, projects
proposing more than 150 dwelling units shall have the option of seeking
preliminary approval in two phases: Phase 1 – General Development Plan and
phase two: preliminary approval
Phase 1 of the GDP shall confer upon the applicant the following rights for a
period of five years: the total number of dwelling units and general type (single
family, apartments, patio homes, etc.)
In reviewing the GDP, the Planning Board has allowed the TRC to review and
indicate the following which shall not vest, but still be presumed to be valid at
phase two – preliminary approval subject to TRC agency review.

(NCDOT endorsed condition )
Extension of Murrayville Road to Military Cut-Off Extension (NCDOT
endorsed condition)
Staff to verify whether the conservation resource WPN (pond) exists on site
based on the County’s COD Overlay maps
Sidewalks in the first two phases of project are four feet in width. Subdivision
Ordinance requires five feet. Developers proposing four foot sidewalks to be
consistent with first two phases
Clarification on proposed use of the 34.87 acres on east side of Military Cut-
Off Extension
