TECHNICAL REVIEW COMMITTEE AGENDA

New Hanover County’s Technical Review Committee (TRC) will meet on Wednesday,
August 12, 2015 at 2:00 p.m. in the Lucie Harrell Conference Room (601) of the New
Hanover County Government Center located at 230 Government Center Drive to review
the following:
2:00 p.m. Item 1: Watermark Landing (Preliminary Plat) – Request by Port City
Consulting Engineers, PLLC for Hunters Apartments, LLC for TRC to consider
a preliminary plat for 50 single-family lots located near the 8400 block of
River Road, west side.
Watermark Landing Recent History
Watermark Landing received TRC approval on March 9, 2006 for 33 duplex
townhomes (66 total units). That preliminary plat has since expired with no
approvals for land disturbance or final plats.
Watermark Landing Preliminary Plat Application Notes
The current application modifies the plat approved in 2006. It proposes 50 single-
family lots on the 21.79 acres site (32.13 gross area – 10.34 salt marsh). The
Zoning Ordinance allows for a density of 2.5 units/acre for a maximum of 54 units
on the property.
Due to amount of wetlands and marshland in and around the property, the
applicant is seeking a waiver from the following standards:
o Sidewalks;
o Street interconnectivity;
o Private Street design; and
o Parking (for clubhouse).

Suggested Required Conditions
Provide wetland verification from USACOE and CAMA prior to final plat
approval.
Discuss previous conditions from the 2006 approval and modify as necessary:
o Prior to final plat approval, a water letter from DENR confirming adequate
pressure for fire protection be submitted to County Fire Services.
o Specific information concerning bridgeload capacity be submitted to County
Fire Services for their review and approval prior to final approval for all or a
portion of the project.
No gates, traffic calming devices or on-street parking.
Provide NCDOT Driveway Permit & Encroachment Agreements.
Other conditions as mandated by County Engineering, County Fire, and the CFPUA
