Room #119 (next to Parks Office) 1.Call to Order Frank Amoroso, Chairman 2.Approval of September minutes 3.Departmental /Parks Operations Update Tara Duckworth 4.Non-agenda items All 5.Adjourn NEW HANOVER COUNTY PARKS ADVISORY BOARD PAGE 1 REGULAR MEETING SEPTEMBER 5, 2015 ASSEMBLY The Parks Advisory Board held its regular meeting on Wednesday, September 5, 2015 at 8:00am in conference room 119, 230 Government Center Drive, Wilmington NC. Present: Frank Amoroso (presiding), Andy Mills, Rebecca Powell, Linda Reece, Bruce Shell, Shawn Spencer and Nikki Zeldin. Staff: Tara Duckworth, Tanya Gurganious and Andy Johnson. WELCOME AND APPROVAL OF MINUTES The meeting was called to order by Frank Amoroso who asked if there were any changes/corrections to the minutes of the June meeting. After a brief discussion, the last sentence in Section 1. was changed to read as follows: There was some discussion at which time Tara Duckworth shared with Mr. Best that this issue has been discussed by the County Commissioners and the board concluded that there was no interest from the Commissioners at this time due to legal restrictions. The following motion was then presented: MOTION: MOVED; SECONDED Rebecca Powellby Shawn Spencer, that the minutes of the MOTION CARRIED August meeting be approved with changes noted above. Upon vote, the UNANIMOUSLY. 1.Departmental Update. Tara Duckworth shared that Master Plan proposals were sent in from seven groups. Interviews were conducted this week and Green Play, a company out of Raleigh, was chosen primarily because it consists of individuals who have parks and recreation backgrounds. A focus group with the Parks Advisory as well as Parks Conservancy boards will likely be conducted in the near future to get their input. Additionally, focus groups for the public will also be conducted with information regarding when and where they will take place shared via various social media outlets and County press releases. Having a completed Master Plan will aid the Parks in its eligibility to apply for additional grant money. It is expected the Master Plan will be completed in May 2016. Tara shared a copy of the 90% plans for the skate park for the board to review. She stated that she is hoping to get in-kind donations to aide in the construction. An Indiegogo campaign will be launched in the next few weeks. Lastly, Tara was asked to consider a basketball court addition at Hugh MacRae Park. She shared a map with two options for a possible basketball court. (Option 1 would cost $37,500 and Option 2 would cost $29,000). Frank Amoroso suggested the issued be referred to the Master Plan. Board consensus was this should be done and the following motion was presented: MOTION: MOVED; SECONDED Shawn Spencer by Nikki Zeldin, that the issue of creating a basketball court at Hugh MacRae Park be considered and incorporated into the 10-year Master MOTION CARRIED UNANIMOUSLY. Andy Johnson shared that there have been some staff transitions, thus some positions will need to be filled due to attrition. The Castle Hayne Park expansion project is coming along although the recent rain has delayed the project. There has been a soil dilemma. However, another compaction test will be conducted to make a determination on what needs to be done. The athletic fields have been sprigged and the Musco lights are installed and active. It is anticipated the project will be completed sometime in October with fields opening next spring, 2016. There have been some issues at Trails End, which have been resolved. We are working with the Sheriff’s office on beefing up security measures. The sign indicating the hours Trails End is open was changed from 8am to sunset to sunrise to sunset. 3.Non-Agenda Items. NEW HANOVER COUNTY PARKS ADVISORY BOARD PAGE 1 REGULAR MEETING OCTOBER 7, 2015 ASSEMBLY The Parks Advisory Board held its regular meeting on Wednesday, October 7, 2015 at 8:00am in conference room 119, 230 Government Center Drive, Wilmington NC. Present: Frank Amoroso (presiding), Linda Reece and Shawn Spencer. Absent: Andy Mills, Rebecca Powell, Bruce Shell and Nikki Zeldin. Staff: Tara Duckworth, Tanya Gurganious and Andy Johnson. WELCOME AND APPROVAL OF MINUTES The meeting was called to order by Frank Amoroso. There was no quorum so the September minutes will th be approved at the November 4 meeting. 4.Departmental Update. Tara Duckworth shared that the parks fared well after the storm. Applied for a $750,000 Trillium grant to make the Hugh MacRae Park playground all inclusive. Will know by the end of the month if we received the grant. The skate park is coming along and the master plan contract has been completed and we are awaiting signature from GreenPlay. The Food Truck Rodeo will take th place Sunday, November 15 from 12-5pm at Hugh MacRae Park. Gearing up for Enchanted Airlie which will begin the day after Thanksgiving. Additional dates have been added. 5.Park Operations Update. Andy Johnson shared that a pine bark engraier beetle infestation is affecting the pine trees at Hugh MacRae Park. An arborist, the forest service as well as the arboretum have looked at the trees. The only solution to the infestation is to cut the trees down. There have been twelve trees lost within the past month with eight additional trees that are showing signs. Staff is trying to remove the trees as soon as possible to eliminate additional trees being exposed. Northern Regional Park is still quite wet. The contractor has been working on soil and erosion control. Athletics fields there will be open in the spring 6.Non-Agenda Items. None to report. ADJOURNMENT The meeting adjourned at 8:21am.
