MEETING MINUTES 062707 MEETING MINUTES: New Hanover County – Risk Management BUSINESS: Review and discuss renewal information for the City of Wilmington, Cape Fear Public Transportation Authority, New Hanover County, New Hanover County Airport Authority, New Hanover County Board of Education, Southeastern Center for Mental Health, Development Disabilities, and Substance Abuse Services, and Wilmington Housing Finance & Development, Inc. New business includes discussion of the formation of the Water & Sewer Authority. ORDER OF BUSINESS: Risk Manager Anne Brown first welcomed all members and guests and directed everyone’s attention to the meeting materials, which included an Agenda, Minutes of the June 21, 2006 meeting, and renewal, marketing, and claim data for various entities. Although minutes approval is not required, as a precaution, Risk Manager Brown asked each member to review the Minutes of the June 21, 2006 meeting and advise of any corrections or additions of which there were none. Risk Manager Brown introduced Chris Desmarais and Mark Harris of PMA Management Corporation, who gave a PowerPoint presentation of their proposal for Workers’ Compensation Third Party Administrator services for the City of Wilmington. One of the key selling points for their TPA program is their company’s 90 years of experience in workers compensation, claims administration, and quality control. Additionally, 25 % - 35% of PMA’s business is municipal, of which New Hanover County is a client. The adjusters are familiar with area through working with New Hanover County, which will aid in the transition from their current TPA. PMA’s program also includes an on-line service that provides a host of benefits including instant claim reporting, the ability to view adjuster notes and bills, as well as the ability to create a variety of reports. Questions from the committee and Al McKenzie of the City of Wilmington revealed that investigation can be unbundled; the City may chose their own attorney or a partner from PMA when litigation is necessary; and PMA resources include fraud prevention and resources for prosecution. Risk Manager Brown introduced Carolyn Rhodes and Latonya Scott of Key Risk for their presentation for renewal of their Workers’ Compensation Third Party Administration Services for the City of Wilmington. As the TPA provider for the City of Wilmington since 1996, Key Risk reminded the members and guest present that Key Risk has been in business for 21 years solely as a workers’ compensation provider and TPA administrator. Carolyn Rhodes and Latonya Scott reviewed their renewal packet with the members and advised that their company is in the process of creating a new RMIS system for member use. After excusing Key Risk attendees from the meeting, the committee discussed the two proposals. The main complaint from the City regarding Key Risk’s management as Third Party Administrator is that the adjusters are hard to work with. The general consensus of the committee members is that PMA is the more professional company that will better fill the needs of the City; however, the City must be willing to utilize the automation provided by PMA and be willing to go through the transition period in order to change TPA’s. The alternative is to keep TPA services with Key Risk and request them to provide the City with a different adjuster. Al McKenzie advised he would take the proposals and suggestions of the committee and meet with his staff before making a decision. Risk Manager Brown welcomed Avril Pinder, Finance Director for New Hanover County to the meeting. The committee and guests reviewed pages 22 – 35 of the meeting materials, which consisted of the Insurance Premium Projections and Actual Renewal figures received for New Hanover County. Committee members and Ms. Pinder agreed that the cost savings of taking a 2% windstorm deductible was warranted. At 5:00 pm, the committee agreed to review the remaining quotations and advise the Risk Manager of any questions or concerns. Risk Manager Brown asked if there were any other items of business to be brought before the Committee. There were none and the meeting was adjourned.
