Risk Mgmt Advisory Committee Mtg 05-25-2011 (2)MEETING MINUTES: New Hanover County Attorney’s Office – Risk Management BUSINESS: Review and discuss the renewals for New Hanover County, New Hanover County Airport, New Hanover County Board of Education, and Southeastern Center for Mental Health/Developmental Disabilities/Substance Abuse Services. TIME AND PLACE: May 25, 2011, 9:00 a.m. New Hanover County Government Center Finance Room # 502 230 Government Center Wilmington, NC ATTENDANCE: Committee members and staff in attendance: Richard Beebee Tiffany Allen – Risk Manager Jennifer Stancil – Risk Management Specialist Robin Keeler – Risk Management Technician Guest in Attendance: Avril Pinder, Finance Director Eric Stevens, Moore and Johnson Agency Eric Gilbert, Moore and Johnson Agency ORDER OF BUSINESS: Minutes Review/Approved Reviewed the list of upcoming insurance renewals for the above entities. New Hanover County Airport Authority: The Risk Management Department has offered the renewal of pollution coverage to the Airport, which they have decided not to renew. Risk Manager Allen will have them sign a waiver rejecting this coverage. The Airport may not renew the Volunteer Accident policy as their Workers Compensation policy with NCACC covers volunteers. The Workers Compensation policy has went up approximately $10,000 with NCACC. Risk Manager Allen feels is unwarranted and has sent it out to other insurance companies for alternate quotes. New Hanover County Board of Education: Risk Manager Allen is continuing to work with the Board of Education to eventually become self-insured on their Workers Compensation. They seem to have more control of their claims this year. This could be from them seeing their experience mod increase from .97 in 2009 to 1.18 in 2010 to 1.28 in 2011. The Board of Education continues to insure their vehicles that are 1999 and newer and their buses 1992 and newer for physical damage coverage. Risk Manager Allen has discussed the actual cost of the vehicles vs. the cost of insuring the physical damage to them. Although, it seems they may be paying more to insure the physical damage than the actual cost of the vehicle, they want to continue the physical damage coverage this year. The Risk Management Department and the New Hanover County Board of Education is waiting to hear if the state budget passes. If so, there could be major changes to the Insurance. If it passes the Board of Education will have to insure the local and state employees on their Workers Compensation policy as well as all local and state vehicles. This could increase their premium by hundreds of thousands of dollars and could force them to self-insure. Southeastern Center for Mental Health/Developmental Disabilities/Substanc e Abuse Services has downsized quite a bit and now only has 3 doctors and clerical employees; the other positions are contracted out. Their total insurance premiums have been reduced by approximately $22,000 due to this change in exposure. New Hanover Soil and Water District was previously insured for liability and property coverage on the New Hanover County insurance policy with NCACC. NCACC agreed to insure them under the County’s policy because they helped fund them. The insurance has since been moved to Travelers, they will not cover the Soil and Water District under the County’s policy, so we are working on getting quotes for their coverage. New Hanover County: Law enforcement employee count has increased from 432 to 529 which is a 22.5% increase in the head count. Last year’s numbers were not reported correctly. Auto liability there has been a 4% increase due to increased vehicles. Umbrella increased as well due to these changes. Overall increase in Travelers liability is 9.6% Property Insurance- Building and contents did increase to $210 million blanket limit. There is a $50 million loss limit on the policy. That would be a maximum in one event. There is a $25 million named storm limit. Approximately $57,000 increase. No changes in deductibles. Moore and Johnson Agency has the property policy out for bid with other insurance companies and will advise if the premiums come in lower. The Sheriff’s helicopter has been sold and we will not be renewing the policy. Risk Manager Allen is working on properly insuring the items in the local history room at the library, because they have so many rare items, we need to make sure they save some money to get appraisals on these items to make sure they are properly insured. Student Accident policy for YES will be cancelled because they are no longer doing the vocational training. Waiting on the quote for Fires Services from VFIS. Wastec is still an estimation…the carrier has agreed to stay on the coverage whether the County decides to keep it opened or close it down. Adjournment
