Risk Mgmt Advisory Committee Mtg Minutes 4-12-12 MEETING MINUTES: New Hanover County Attorney’s Office – Risk Management BUSINESS: Review and discuss the renewals for New Hanover County Airport Authority, Cape Fear Community College, Cape Fear Public Utility Authority, City of Wilmington, New Hanover County, New Hanover County Board of Education, New Hanover County Soil & Water Conservation District, Southeastern Center for Mental Health/DD/SAS, Cape Fear Public Transportation Authority DBA WAVE Transit TIME AND PLACE: April 12, 2012, 8:30 a.m. New Hanover County Government Center Human Resources, Training Room B 230 Government Center Drive Wilmington, NC ATTENDANCE: Committee members and staff in attendance: Tiffany Allen – Risk Manager Jennifer Stancil – Risk Management Specialist Alexandra Lysik – Risk Management Technician Ron Woodruff Walker Taylor Richard Beebee Committee members not in attendance: Deborah Watts ORDER OF BUSINESS: Minutes Review/Approved Reviewed the list of upcoming insurance renewals for the above entities. New Hanover County Airport Authority Update: Renewal information was collected and submitted to the respective insurance companies for the policies that renew on 7/1/2012. Quotes are expected from the North Carolina Association of County Commissioners Liability and Property Pool Fund (Commercial Package); RLI Insurance Company (Ocean Marine) and Wasau Business Insurance (Worker’s Compensation). The Airport’s Volunteer Accident quote has been renewed through CIMA The committee discussed the possible need for Ocean Marine Pollution Liability coverage and the cost of crew coverage under the Protection & Indemnity policy. It was suggested that risk management contact an admiralty lawyer for further guidance. It was noted that the Airport Operators Liability coverage last year was renewed with the addition of the war/terrorism endorsement due to its affordability. Cape Fear Community College: The bulk of the College’s policies renewed on 11/26/2012. The Risk Manager is a member of the Department of Public Instruction Property Pool Board and will attend its annual meeting soon. The Pool’s financial information will be available at that meeting. The College’s Student Malpractice coverage will be incorporated into the 9/1/2012 renewal. Cape Fear Public Utility Authority The Cape Fear Public Utility Authority has received quotes and will be discussing with management. Two new quotes that have been received are for Cyber Liability and a separate Equipment Breakdown policy. There was discussion of the Cyber Liability exposure from the off-site pump stations and whether SCADA was included. The Excess Worker’s Compensation carrier has stated that the Authority’s retention will increase from $400,000 to $500,000. This is a market wide trend. City of Wilmington Most policies have been moved to a 7/1 renewal date, as per the City’s request. Renewal information has been submitted to the carriers for quotes. It was noted that the addition of the convention center has increased the property values significantly. Worker’s Compensation was quoted by Midlands in FY 12, and will be quoted again this year. The City has hired a new Safety Officer, and it was suggested that he attend loss control trainings through Travelers Insurance. New Hanover County Renewal information has been submitted for the County’s 7/1/12 renewals. An increase in property rates is expected due to bond debt requirements and market conditions. The County’s Excess Workers Compensation carrier advises the retention will be increased at renewal. New Hanover County Board of Education (BOE) The BOE has received its initial Worker’s Compensation quotes from Key Risk. There has been an increase in the experience mod, but a decrease in payroll for FY 13. All other renewal information has been submitted and quotes are expected early for the 7/1/12 renewals. New Hanover Soil & Water Conservation District Renewal information has been submitted for the New Hanover Soil & Water Conservation District’s 7/1 renewal. Southeastern Center for Mental Health/DD/SAS The Risk Management Department is working with Southeastern Center for Mental Health/DD/SAS to incorporate changes needed due to the consolidation of Onslow & Craven Counties into their operations. The change takes effect on 7/1/2012. Cape Fear Public Transportation Authority DBA WAVE Transit: Renewal information has been submitted to the North Carolina Association of County Commissioners Liability & Property Pool Fund and Key Risk. The Risk Manager announced there will be two meetings in May or June to accommodate the discussion of the many 7/1 renewals. Adjournment
