Risk Mgmt Advisory Committee Mtg Minutes 6-14-12 MEETING MINUTES: New Hanover County Attorney’s Office – Risk Management BUSINESS: Review and discuss the renewals for Cape Fear Public Transportation Authority DBA WAVE Transit, Cape Fear Public Utility Authority, new Hanover County Airport Authority, New Hanover County board of Education and Cape Fear Community College. Cape Fear Public Transportation Authority DBA WAVE Transit: Renewal information has been received from North Carolina Association of County Commissioners Liability & Property Pool Fund and Key Risk. Key Risk shows a consent to rate charge, which has been attributed to lack of communication on claims and loss control. North Carolina Association of County Commissioners Liability and Property Pool fund premiums came in below projected budget. Discussion of payment plans, whether annual or in installments, was had between Albert Eby and committee on costs and benefits of both options. Cape Fear Public Utility Authority The Cape Fear Public Utility Authority has received quotes and have discussed with management. Two new quotes that have been received are for Cyber Liability and Directors and Officers Liability. The Directors and Officers Liability would cover the financial officer and staff when selling bonds or producing financial statements. There was a discussion between guests of Cape Fear Public Utility Authority and the committee on the possible risks and potential savings that this policy would have for future claims. If not purchased, recommendation was made to set up a reserve for this type of liability. Glatfelter claims management will be attending the meeting in July to discuss future claims handling and establishing dedicated adjusters for the water and sewer utility claims. New Hanover County Airport Authority Update: Renewal information has been received from Wassau Business Insurance and Companion Property and Casualty on the Workers Compensation. Risk Manager proposes to renew with Liberty Mutual. Quotes have also been received from the North Carolina Association of County Commissioners Liability and Property Pool Fund (Commercial Package) and RLI Insurance Company (Ocean Marine). There are no drastic changes. The Airport’s Volunteer Accident quote has been renewed through CIMA. New Hanover County Board of Education (BOE) The BOE has received the Worker’s Compensation quotes from Key Risk. There has been an increase in the experience mod, but a decrease in payroll for FY 13. Nevertheless, the trend suggests that the overall risk profile is improving. Workers Compensation carrier continues to emphasize the importance of return to work and loss control measures. The BOE will continue to be on an installment plan with Key Risk. Montgomery Insurance quoted the Garage and Liability policies again, and neither quotes show a drastic change from 2011-2012. Surry Insurance representative did advise that the Workers Compensation Experience Modification Factor calculation that is governed by the NC Rate Bureau is being modified and takes effect in May 2013, which will affect the 2013-2014 policy year. All other renewal information has been projected for future 2012-2013 policies. Cape Fear Community College: The bulk of the College’s policies renew on 11/26/2012. The premium projections worksheet indicates a dramatic increase in the property insurance due to the new construction that the College has in the planning and completion stages. The College’s Student Malpractice coverage for Pharmacy Technicians will be incorporated into the 9/1/2012 renewal. Adjournment
